This document is a Questions and Answers (Q&A) file for a federal Request for Quote (RFQ) issued by the 185th Air Refueling Wing located at 2920 Headquarters Avenue, Sioux City, Iowa 51111-1300.

The solicitation requires contractors to provide and install a replacement 25 horsepower air compressor at Building 252 (A.G.E.). Key specifications include: door opening dimensions of 70 inches wide by 84 inches tall; electrical service of 480V, 3-phase, 40 amps maximum branch-circuit capacity with no upgrades required to existing upstream breaker, feeder, or disconnect; air-line and dryer connections of 1 inch; and a new Ingersoll-Rand DA170EC air dryer that has never been installed. The replacement compressor must be delivered and fully installed within 120 days after receipt of order (ARO). Contractor responsibilities include furnishing all material handling equipment for offloading and placement, organizing all permits with base Civil Engineering, and performing any modifications necessary for the compressor to operate within the stated specifications. Work hours are restricted to 0800–1630, Tuesday through Friday, excluding federal holidays, and all work team members require base access requests. Licensed trades are covered under the Service Contract Act. A pre-proposal conference is scheduled for Thursday, September 17, 2026 at 1300 hours, and a photo of the starter location has been uploaded to the SAM solicitation package to assist vendors in configuring the machine to specification.

-The opening is 70” x 84”

2. The specifications identify the current electrical capability as 480V, 3-phase, 40 amps. Please confirm whether 40 amps is the maximum available branch-circuit capacity and whether the replacement compressor is expected to operate without upgrades to the existing upstream breaker, feeder, or disconnect. If modifications are required for an otherwise compliant unit, are those modifications within the contractor's scope?

-This request for quote is solicited for a replacement compressor to meet the confines of the stated specifications. Forty amps is the maximum available branch-circuit capacity and the replacement compressor is expected to operate without upgrades to the existing upstream breaker, feeder, or disconnect. Any modifications required for an otherwise compliant unit are the contractor’s responsibility and cost.

3. Has the existing Ingersoll-Rand DA170EC air dryer been verified to be operational? If it does not function during commissioning because of a pre-existing internal defect unrelated to the new compressor installation, would repair of the existing dryer be outside the contractor's scope?

-Air dryer is NEW never installed due to condition of current compressor.

4. Could you please confirm the required delivery/installation completion date or maximum acceptable delivery period after receipt of order? The Vendor Information Sheet requests anticipated ARO, but we did not identify a required completion timeframe in the solicitation package.

-120 days ARO

5. Could you please provide the exact physical installation/ship-to address for Building 252 and advise whether an optional pre-quotation site verification may be arranged, if needed, to confirm the equipment access path, existing piping/electrical connection points, and dryer configuration?
