About this file

This document is a Questions & Answers file for a military contract (Solicitation W50S6V26QA001) for MXG Cold Weather Coveralls. The procurement seeks coveralls with specific requirements including sizes from S-3XL in Short, Regular, and Tall variations, acceptable colors of OCP, Tan, Blue, Black, and Reserved, and performance specifications such as being wind-resistant, water-repellent, insulated, and low static producing. Key technical requirements include a temperature rating of 25 degrees Fahrenheit and below, reinforced knees, full sleeves, and at least one securable pocket.

The solicitation allows TAA compliant countries, accepts multiple quotes, and has flexible terms regarding sizing, packaging, and delivery. While no specific funds are currently available, the unit considers this a priority and anticipates receiving funding during the current fiscal year. Contractors are advised that commercial sizing standards are acceptable, the Berry Amendment does not apply, and IUID marking will not be required. Acceptance will be based on visual inspection, and standard commercial packaging is permitted. The Cordura fabric must be 500 denier or heavier, and the government will not provide samples, tech packs, or production guidance.

Questions & Answers

W50S6V26QA001

MXG Cold Weather Coveralls

Q1. Can you please let me know if coveralls need to be Berry compliant or TAA compliant countries are acceptable?

A1. TAA Compliant countries are acceptable.

Q2. For the item we plan to offer they come in sizes S-3Xl in Short,Regular and Tall Variations. Pricing on Sizes 3XL and Tall Variants is slightly more than Sizes Small-2XL Short and Regular. Would you prefer we give you one price for all sizes or can we provide two prices one for sizes Small-2XL Regular/ Short and an additional price for sizes 3XL and Tall Variants.

A2. Please provide one price for all sizes since the customers could not provide sizes with this requirement, this will allow us to provide fair evaluation.

Q3. Do you have an anticipated award date sometime in FY26?

A3. We do not currently have funds. This is a priority for the unit, and they reasonably can expect to received funds at some point this fiscal year but we unfortunately do not have an estimate on when that would be.

Q4: Will you accept multiple bids with different options? We currently have multiple Coveralls fitting these specs and want you to have the ability to pick and choose which option is best for you and your team.

A4. You can submit multiple quotes. Ensure each quote submitted is clear/distinguishable and should each follow appropriate submittal instructions as they will be evaluated individually. Failure to follow instructions will lead to quotes not being considered.

Q5. Is your customer set on only coveralls or are the accepting a 2 PC Cold Weather Maintainer Jacket and Bib?

A5. They are requesting coveralls.

Q6. One of the items we're planning to submit a bid with has a longer lead time than the others. The products will be fully available come 4/1/2025. They're extremely high quality and we can offer them at an extremely low price due to our bulk orders we make for this product regularly. Will lead time for receiving the goods play a crucial impact on award or is your end customer willing to wait until April 2026 to receive high quality low cost options?

A6. If a similar option was available earlier – we would want to go that route to get these out in winter.

Q7. Do you have the temperature rating for the specified Cold Weather Coveralls?

A7. Anything 25 Fahrenheit and below would be acceptable.

Q8. To ensure we provide a complete and accurate bid that meets all your requirements, could you please confirm if there are any additional specifications for the RFQ, such as:

•Sizes

• The manufacturer must offer Short, Regular and tall sizes in M, L, XL and 2XL

•Colors

• OCP, Tan, Blue, Black, Reserved – no bright colors such as red, orange, purple

•Pockets

• At least one pocket must be securable with Velcro, zipper, or button.

•Materials

• Wind-resistant, water-repellent, insulated, & low static producing – ideally a Cordura/denim tear resistant fabric

•Reflective striping (specific location of striping)

• None

•Any other request or requirements

A8. Answers shown above as well as ensuring reinforced knees & full-Sleeved coveralls

Q9. The salient characteristics specify “low static producing” material that is “not highly susceptible to melting.” Are there any specific industry or military standards required (e.g., NFPA, ASTM, or melt-resistance specifications), or is this requirement performance-based only?

A9. There is not a specific industry standard that must be met – performance based is fine – it cannot be a polyester shell such as a Columbia poofy jacket material. The material needs to hold up to abuse and will be worn while crawling under aircraft on concrete that is often wet. It should hold up well to chemicals such as aircraft grease.

Q10. The description references “engineered for extreme warmth in the coldest conditions.” Does the Government require a defined insulation level or measurable temperature rating?

A10. Anything 25 degrees or below is sufficient.

Q11. Water-Repellency & Wind Resistance. Should the coveralls meet any specific testing criteria such as AATCC spray rating, hydrostatic resistance, or defined wind-blocking standards?

A11. Performance-based is fine – no specific criteria.

Q12. For Coyote Brown, does the Government require a specific shade reference (e.g., Pantone, NIR-compliant color)? For OCP, must the fabric be official licensed OCP print, or is a visually similar pattern acceptable?

A12. A visually similar pattern is acceptable. Any reserved color is acceptable.

Q13. Reinforced Knees. Is a particular reinforcement method required (double-layer, Cordura patch, etc.), or is any reinforced construction acceptable?

A13. Double layer or Cordura patch is acceptable – the most likely failure point in aircraft maintenance.

Q14. Pocket Closures. Are specific closure types required for “securable pockets,” such as zippers or hook-and-loop, or are multiple closure types acceptable?

A14. Zippers, hook-and-loop, button, Velcro are all acceptable.

Q15. Sizing & Fit Question. Post-Award Size Distribution. When will the final size breakdown be provided, and will the Government allow flexibility based on the manufacturer’s size chart?

A15. Please review the combo attachment of solicitation under page 4 or Salient characteristics attachment for answer regarding when size breakdown will be provided.

Q16. Sizing Standards. Is standard commercial sizing acceptable, or must the garments conform to a military fit standard?

A16. Commercial sizing standards are fine.

Q17. Buy American Act Compliance. Must all materials and components (shell, insulation, zippers, etc.) meet the domestic content requirement, or only the end product?

A17. Only the end product

Q18. Berry Amendment. Can the Government confirm whether the Berry Amendment applies to this procurement?

A18. The berry amendment does not apply.

Q19. IUID Marking (DFARS 252.211-7003) Since apparel items are typically far below the $5,000 threshold, can the Government confirm that IUID marking will not be required for these coveralls?

A19. Can confirm it will not be required due to this requirement type falling under an exemption as it is a commercial product acquired under FAR part 12 procedures.

Q20. Sustainable Products Clause (FAR 52.223-23). Are there any specific sustainable material or recycled-content requirements applicable to this order?

A20. There is not for this specific requirement.

Q21. Inspection & Acceptance. Will acceptance be based on visual inspection only, or will the items undergo any specialized testing upon delivery?

A21. Acceptance will be based on visual inspection and acceptance by the customer.

Q22. Are there specific packaging, labeling, or palletizing requirements (e.g., NSN labeling, contract number markings), or is standard commercial packaging acceptable?

A22. Standard commercial packaging is acceptable.

Q23. Is the 60-day delivery requirement firm, or will phased delivery or extended lead time be accepted depending on production capacity?

A23. Phased-delivery would be completely fine if we could get the initial shipment earlier.

Q24.How does the Government want the items shipped (e.g., FOB Destination, specific carrier, or delivery instructions)?

A24. Please reference the Combo document on page 2, under “instructions to offerors” for this answer.

Q25. Product Specifications & Quality. Weight of Cordura. What is the required weight or specification for the Cordura fabric?

A25. 500 denier or heavier.

Q26. Trim Accessories. Are there any specific requirements for trim accessories (e.g., zippers, snaps, thread type)?

A26. No

Q27. Sample Availability. Is a sample of the required coverall available for review?

A27. Unfortunately, there is no sample available that we can provide for review.

Q28. Quality Control. Does the Government have its own quality control process, or should the contractor provide internal QC documentation?

A28. The government does not have it quality control process for a requirement of this type.

Q29. Other Specific Requirements. Are there any additional technical or performance requirements not listed in the solicitation?

A29. No

Q30. Tech Pack, Marker Files, and Sew-by Sample. Will the Government provide a tech pack, marker files, and a sew-by sample for production guidance?
