About this file
This is a Questions and Answers document for federal contract opportunity W50S6V26Q0002 for a Fall Protection System to be installed in a Refueling Maintenance Bay (Building 340).
The system must provide fall restraint coverage for the entire length of an R11 truck (456 inches) and support work in a maintenance bay approximately 47 feet long. The Government does not provide structural drawings or load capacity information for the existing roof trusses; the contractor is fully responsible for all engineering, design, and fabrication, including verification that the proposed system will work with the existing trusses and any required structural reinforcement. The track must be mounted parallel to the rail system and ceiling-mounted is preferred, though the contractor determines final design including whether drop rods are needed to clear existing mechanical and air handler equipment. The system is for indoor use and does not require aluminum track, stainless steel track, anti-sparking capabilities, or outdoor finishing. Steel beam solutions with spark-proof wheels are acceptable as alternatives to aluminum. Full-body harness sizing (B2202 for sizes S, M, L or B2203 for sizes XL, XXL) will be selected after contract award. The Government indicated that alternative delivery schedules are acceptable, with the original 30-day delivery requirement from contract award being flexible to accommodate realistic fabrication and installation timelines. The customer requires a permanent installation solution.

Fall Protection System
W50S6V26Q0002
Questions & Answers
Q1. Do you have the dimensions that the railing would be on?
A1. We do not have any structural drawings of the trusses.
Q2. Do you have any Structural Plans and/or photos of the area in need of Fall Protection Systems you can share?
A2. See below photos.
Q3: System Length / Work Area Dimensions
Can the Government provide the total length of the work area requiring fall protection, or any dimensional drawings of the Refueling Maintenance Bay (Bldg 340)?
Currently, the RFQ documents do not specify the required system length, which is critical for accurate material and installation pricing.
A3: The R11 truck is 456 inches in length. The system must be capable of providing fall restraint coverage for the entire length of a truck. The length of the refueler maintenance bay is approximately 47 feet.
Q4: Structural Attachment Details
The salient characteristics mention “requiring additional support for the webb rail located between the truss.”
Can the Government confirm whether the intended attachment point is the existing roof joists/truss system, and if any structural drawings or load capacity information are available?
A4: While the existing roof joists or truss system is a potential attachment point for a fall restraint system, I do not have access to structural calculations for the trusses. Therefore, the vendor must verify or certify that their proposed fall restraint system will work with the existing trusses. It is the responsibility of the fall protection system engineer to design and detail the connection to the framing. Salient characteristics have been updated to state “it is anticipated that additional support between the webbing of the trusses will be required, however all engineering, design, and fabrication remain the responsibility of the contractor”.
Q5: Engineering Responsibility
Please confirm whether the contractor is fully responsible for structural engineering verification and any required reinforcement design, or if existing structural capacity has already been evaluated by the Government.
A5: The contractor shall provide all engineering, design, and fabrication. The Government has not verified structural capacity of the roof trusses.
Q6: Will the track be flush-mounted or drop-rod mounted to the overhead support structure?
A6: There is existing mechanical/air handler equipment installed, see photos of the refueler bay in response to question 2. The design of the system is the contractor’s responsibility.
Q7: If the track will be drop-rod mounted, what is the required drop-rod length? feet
A7: It appears that a drop rod would be required to clear the installed equipment, however the Government does not have the measurements. It is the responsibility of the contractor to determine the final design.
Q8: Will the track need to be ❏ mounted in-line (parallel) with overhead support structure (I-beam) or ❏ cross-mounted (perpendicular) to the overhead support structure?
A8: Parallel to the rail system.
Q9: Is aluminum track needed?
A9: No. The salient characteristics have been updated CAO 15 April 26.
Q10: Is stainless steel track needed?
A10:No, there is no requirement for a stainless track.
Q11: Is an outdoor finish needed? ❏ No ❏ ArmorPoxy ❏ Macropoxy ❏ Galvanization
A11: The system is indoors.
Q12: Full-Body Harness
B2202 (Warthog MAXX Comfort Size S, M, L)
OR
B2203 (Warthog MAXX Comfort Size XL, XXL)
A12: Unsure what the question is. Final selection for sizing of harness will be after contract is awarded.
Q13: Could you please provide clarification regarding the delivery and installation timeline specified in the solicitation? The document states delivery is required within 30 days of award;
however, considering industry-standard lead times for engineered fall protection systems that involve design, fabrication, and certified installation, this timeframe may be challenging to meet.
Is the 30-day timeframe is a strict requirement, or If alternative delivery schedules may be proposed, provided they account for realistic fabrication and installation timelines while ensuring safety and compliance standards are upheld?
A13: Alternative delivery schedules are acceptable.
Q14: Are you able to provide the total length of work area? Does not look like any of the other documents provide that dimension. The request is also mentioning “requiring additional support for webb rail located between the truss”, is this referencing the roof joists as the structural connection point for the aluminum railing?
A14: See question 3
Q15: Can the Government provide any additional dimensional information, drawings, or reference points to support accurate system design and pricing?
A15: See question 3 and photos of the refueling bay in question 2.
Q15: Could you please confirm are you want something portable or are you Looking for something more permanent?
A15: Our customer is looking for something permanent.
Q16: Are we able to obtain the sizing of the roof bar joists? Are there any structural drawings for the roof joists?
A16: The Government does not have structural drawings of the roof trusses.
Q17: Would you be open to a floor mounted solution or is ceiling mounted the way you prefer?
A17: Ceiling mounted is preferred.
Q18: The request states that an aluminum beam is requested. If we could offer a steel beam with spark proof wheels, would that be acceptable. If aluminum is being requested due to anti sparking, there are better alternatives.
A18: The salient characteristics have been updated. Anti-sparking is not a requirement.
