RESPONSES TO VENDOR INQUIRIES
Questions and answers:
1. Size and approximate length of existing conductors to be replaced from switchgear to vault 2?
Ans: The size of the conduit is 4" and the gauge of the wire is 3-1/c-12KV-#1/0AL. Length is approximate 400 feet. This can be field verified by appointment.
2. At the site visit, the Government indicated there are existing as-built drawings and photos available.
Ans: As-builts attached. Photos can be taken on site with an appointment with Engineering Flight.
3. Will the contractor be required to have a full time Site Superintendent, QC Manager, and Site Safety Health Officer?
Ans: Yes, must have site superintendent 100% of the time employed by prime contractor. QC and SSHO can be same person as long as they can prove competency.
4. Can the Site Superintendent also act as the QC Manager and Site Safety Health Officer (one person wearing three hats)?
Ans: No
5. It was difficult at the site visit to determine the wire size between the 12KV switchgear and Leg 2 of the West Radial. Please provide the wire size of the 12KV wires between the switchgear and radial.
Ans: The attachment PDF contains the one-line diagram for the 12KV on base, as well as the size of the conduit and the gauge of the wire. The size of the conduit is 4" and the gauge of the wire is 3-1/c-12KV-#1/0AL.
6. Paragraph 3.3.2 indicates to perform appropriate repairs as needed for long-term use. Prior to performing the tests as stated in paragraph 3.3.1.1 and 3.3.1.2 it is virtually impossible to determine the extent of repairs. Is the contractor expected to trouble shoot, perform tests, and provide a written report of the findings as well as perform all of the repairs as a result of the tests? If the proposal is to include all of the appropriate repairs as needed for the long-term use, the contractors will need to figure worst case scenario and replace all of the existing wires, connectors, splices, circuit breakers, and possibly conduits between the existing power panel HBW and shelters 5,6, and 7. Please clarify the Governments intent.
Ans: Yes, the intent is to figure worst case scenario, repair, and prepare infrastructure for long term use. There are pull boxes so repairs can be done without the need of replacing
W50S6T21Q0017 conduit. This will be circuit investigations and pulling wire only. Wire pull will include existing connectors and splices but breakers does not make sense to replace. Only if the troubleshooting finds the breakers to be bad then it is warranted to replace them.
7. So as all contractors are bidding the same scope of work, recommend the Government accept a NTE allowance to perform the repairs resulting from the tests performed in paragraphs 3.3.1.1 and 3.3.1.2 of the Performance Work Statement.
Ans: No, this is not possible as this is not an emergency repair. Emergency repair contracts are typical to have a NTE pricing.
