W50S6S22Q0002 Q&A

Q1. If the subcontractor is the only one that has past performance can you still accept quote?

A1. A quote may be submitted. However, sub-contractor past performance is not a consideration for evaluation. Please reference evaluation Factor 3 – Past Performance: ‘The reference list should contain at least three (3) contracts/agreements performed as prime contractor, joint ventures and /or teaming partner of the most relevant contracts (similar in scope, size and complexity) for US Government agencies or commercial customers, on-going or completed within the three (3) years prior to solicitation close date. Note: Providing less than three (3) recent and relevant references can impact the offeror’s overall confidence assessment.’

Q2. The list of equipment appears to be listed three times on the RFQ, can you please explain?

A2. Please refer to page 4, section 6 of the RFQ; the intent is to establish a base contract with options for another two years wherein Contract Line Items (CLINS) 0001-0008 represent the base contract deliverables, CLINS 1001-1008 and 2001-2008 represent option years.

Q3. Is attendance at the site visit required to provide a quote?

A3. A quote may be submitted without attending the site visit. However, please be aware that pursuant to FAR 52.237-1 -- Site Visit ‘Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.’
