SFS PERIMETER FENCE

QUESTIONS AND ANSWERS

CURRENT AS OF 10 JUNE 2021

1. Q: Is demolition required, and how many columns must be removed?

A: Yes, demolition is required. Seventeen (17) EA columns must be removed.

2. Q: Is it necessary to remove column foundations, or can they be remove at grade?

A: It is not necessary to remove column foundations so long as:

- The remaining foundation is suitable to use as a foundation for replacement panel end column(s).

- It is feasible to core the existing foundation to a depth and width such that the replacement column(s) will be suitable perform as structural support and security to the fencing as needed to resist sheer, compression, cutting, lift, and tensile forces, same as or better than existing steel columns.

3. Q: Can all of the columns be removed at one time?

A: Yes, but temporary fencing must be installed to secure the remaining gap until a permanent solution is installed. The temporary fencing may be metal chain link fencing or better.

4. Q: Technically “identical” fencing cannot be installed since the panels will no longer be of identical length where columns were removed – what would be an acceptable alternative?

A: The alternative is to match the fencing to the greatest extent practicable:

- Where needed - vertical rails matched in dimensions, form, and function and spaced the same as existing fencing.

- Horizontal rails matched to the greatest extent practicable to the existing, with the objective to achieve symmetry to either side of the replacement solution when observed orthogonally at elevation, and such that any design solution, aesthetic or structural does not introduce any new security vulnerability. It is up to the Vendor on how to develop a solution to meet this objective, whether by using one steel post or more, or any other design components or elements.

- Paint the replacement section with the best match possible to the paint on the remainder of the fence. Vendors will not be painting the entire fence, only the newly installed portion and any surface of remaining adjacent such that no part of the transition surfaces between existing and new fencing remains unpainted.

5. Q: What is the height of the existing fence?

A: Seven feet (7’).

6. Q: Can equipment, materials, dumpster be staged at worksite?

A: Yes, all three can be stages in the South portion of the West parking lot. The necessary area will be partitioned off by our Security Forces Personnel through coordinated effort with the Vendor selected for contract.

7. Q: is parking on the street adjacent to the fenceline permitted while performing under contract?

A: Yes. Through coordination with the Security Forces Point of contact, the parked vehicle will be properly separated from other traffic by using traffic control devices like cones or the equivalent.

8. Q: Is driving on the setback area between the fenceline and the street permitted?

A: Yes, as long as:

- Precautions are taken to prevent damage of underground utility access vaults, or any improvements and vegetation that exists in the setback area

QUESTIONS AND ANSWERS

CURRENT AS OF 10 JUNE 2021

- Precautions are taken to prevent damage to the curbs when gaining access to, or leaving, the setback area

- The setback remains in the same, or is restored to the same, condition as before work began as relates to curbing, ground cover, vegetation, improvement

9. Q: What are normal work hours, and is a start time of 5AM permissible?

A: Work hours are usually as described in the Statement of Work for the subject requirement, and a start time is permissible through previous coordination between the Vendor and 161ARW Security Forces Squadron point of contact.

10. Q: Are there drawings or plans available which reveal subgrade illustration for columns, and also ones which reveal the column composition?

A: Maybe – the plans and drawings available, if discovered through archive research, will be made available as an attachment to the announcement. In the absence of this information, typical block construction can be expected above and below grade for Phoenix as of 1999.
