STATEMENT OF WORK
AMENDMENT 0001
Statement of Work Project # HKRZ212208
Repair Roofing & Gutters
188th Wing, Arkansas Air National Guard Fort Smith Regional Airport
4850 Leigh Avenue Fort Smith, AR
GENERAL SCOPE
188th Wing, Arkansas Air National Guard (ANG), intends to repair various facility roofing and gutters. Contractor will take necessary precautions to avoid damage to surrounding property and/or materials, private or government owned. Contractor will limit personnel to those areas required to perform work as specified. Contractor will coordinate with the contracting officer and/or the designated representative regarding the proposed work schedule.
Contractor will be considered liable for damage caused by negligence on his/her part. Contractor is responsible for employees and sub-contractors.
LOCATION
The site of work is at the 188th Wing, 4850 Leigh Avenue, Fort Smith, AR 72903. Buildings 108, 102, 218, 214, 228, and 115 are the facilities included in this Statement of Work (SOW).
SITE VISIT
A site visit will be arranged for offerors to visually inspect the construction areas to develop a proposal (bid).
Summary of Work to be Performed
The work required by this project includes furnishing all plant, labor, and materials required to accomplish the project in strict accordance with this statement of work. The work includes but is not limited to:
1. Buildings 102 & 108 (totaling 63,801 SF) were constructed using a CURA Adjust-A-Web Retrofit Roof Framing System. These roofs must be mechanically re-seamed, all fasteners, seals, and weather stripping will be inspected and repaired to eliminate all leaking.
a. Roof Framing System
i. Contractor will ensure that all spreader plates and short bottom members/continuous bottom members/cross directional bottom members are sealed and watertight. The existing sealant has become brittle and cracked allowing water that leaks through the metal panels and/or valleys to penetrate the existing built-up roof under the CURA system.
ii. Contractor will ensure that all longitudinal and lateral strap bracing is still tight and firmly attached to the framing members. All straps that are damaged or missing will need to be replaced or repaired using members equivalent to the existing material.
iii. Contractor will ensure that the valley angle is secured, and all fasteners are tight and secure. Rainwater is penetrating the valleys significantly during heavy rain events which is causing the penetration issues mentioned before.
iv. Existing standing seam roof panels are a Knudson Ultralok 2” panel. Panels are continuous from eave to ridge. Rainwater is somehow penetrating between the panels at the clips. Contractor will need to apply either a sealant to the seam during the mechanical re-seam process or another approved industry standard process.
b. Misc. Roofing Treatments
i. 1,608 feet of gutters and 49 downspouts need to be cleaned. The 13 downspouts that are piped underground need to be cleared of obstructions.
ii. All ridge caps, eaves, rakes, etc. need to be inspected for damage and/or leaks and fixed using Butyl sealants or Urethane as per sealant manufacturer recommendation on intended use.
2. Buildings 218, 214, 228, & 115 all need the gutters for the entire facility replaced. Totaling 913 linear feet.
a. Contractor will demo the existing gutters and downspouts and replace with a seamless gutter system with new downspouts that will be similar in size and shape of existing gutters.
b. All piped downspouts will need to be inspected and made sure there are no obstructions in the pipe system from downspout to sewer system.
Special Provisions
Demolition/Deconstruction Do not begin demolition or deconstruction until authorization is received from the Contracting Officer. The work of this section is to be performed in a manner that maximizes the value derived from the salvage and recycling of materials. Do not allow accumulations inside or outside the building. The work includes demolition, deconstruction, salvage of identified items and materials, and removal of resulting rubbish and debris. Remove rubbish and debris from government property daily, unless otherwise directed. Store materials that cannot be removed daily in areas specified by the contracting officer or contracting officer representative. In the interest of occupational safety and health, perform the work in accordance with EM 385-1-1, section 23, demolition, and other applicable sections.
Items to Remain In Place Take necessary precautions to avoid damage to existing items to remain in place, to be reused, or to remain the property of the Government. Existing Construction Limits and Protection Do not disturb existing construction beyond the extent indicated or necessary for installation of new construction.
Provide temporary shoring and bracing for support of building components to prevent settlement or other movement. Provide protective measures to control accumulation and migration of dust and dirt in all work areas.
Remove dust, dirt, and debris from work areas daily.
Weather Protection For portions of the building to remain, protect building interior and materials and equipment from the weather at all times.
Utility Services Maintain existing utilities indicated to stay in service and protect against damage during demolition and deconstruction operations. Prior to start of work, utilities serving each area of alteration or removal will be shut off by the Government and disconnected and sealed by the Contractor. Protect electrical and mechanical services and utilities. Where removal of existing utilities is specified or indicated, provide approved barricades, temporary covering of exposed areas, and temporary services or connections for electrical and mechanical utilities. Floors, roofs, walls, columns, pilasters, and other structural components that are designed and constructed to stand without lateral support or shoring, and are determined to be in stable condition, must remain standing without additional bracing, shoring, or lateral support until demolished or deconstructed, unless directed otherwise by the Contracting Officer. Ensure that no elements determined to be unstable are left unsupported and place and secure bracing, shoring, or lateral supports as may be required as a result of any cutting, removal, deconstruction, or demolition work performed under this contract.

Include in the record the location and extent of existing cracks and other damage and description of surface conditions that exist prior to before starting work. It is the Contractor's responsibility to verify and document all required outages which will be required during the course of work, and to note these outages on the record document. Submit survey results to the Contracting Officer.
CONSTRUCTION PERFORMANCE PERIOD
The offeror shall identify the proposed construction performance period. The proposed performance period will not exceed 90 days. This should suffice for delivery of materials as the 188th Wing realizes that some of the work to be done could have extended lead times due to fabrication of needed materials to meet the intent of the project.
Contractor will have to submit in writing documentation of material delays and schedules of delivery for review and approval prior to ordering any said materials.
