Question 4: Regarding this sentence: "No one firm will receive more than one

(1) award resulting from this solicitation" ‐ Does this mean that if an offeror is awarded a contract as a Prime in one business category, that they are precluded from being a sub in the other business category?"

Answer 4: An offeror that is awarded a contract as a prime contractor in one business category is NOT precluded from being a subcontractor in another business category.

Question 5: The small business goals for this solicitation appear to be markedly higher than those of other recent National Guard Bureau solicitations. Can you confirm that 68% is the correct goal?

Answer 5: The Goal is 68%

Question 6: Regarding the small business participation goal: we noticed that when adding up the list of socioeconomic groups, the percentage totaled 78%, not 68%. Could you please clarify?

Answer 6: The Goal is 68%

Question 7: Under Submission Requirements the RFP states, "Include DUNS number in Block 5 of the SF330 PART I, Section B. Firms located within the

United States may obtain a DUNS number by calling Dun and Bradstreet at

1‐888‐253‐1546 or via the Internet at http://www.dnb.com/. If the firm is located outside the United States, the local Dun and Bradstreet office should be contacted."

We are planning to submit as a Joint Venture and have registered in SAM. We were provided with a Unique Entity Identifier (UEI) instead of a DUNS number. We are aware that some Federal agencies are moving away from DUNS numbers and are requesting UEI numbers, which are also found on the Part IIs now. Which number do you prefer to use when submitting our SF330 and can we use the UEI number that was given to us for our Joint Venture when we submit our SF330?

Answer 7: A Unique Entity Identifier (UEI) code is acceptable.

Question 8: Will the past performance evaluations (CPARS) be included in the page count, or can these be included as a separate section and not counted toward the75‐page limit similar to the Part II section?

Answer 8: CPARS evaluations and letters of commendation do NOT count towards the 75 page limit.
