About this file

This is a Request for White Papers (RFWP) issued by the U.S. Army's Rapid Capabilities and Critical Technologies Office (RCCTO) for the Multi-Domain Artillery Cannon System (MDACS) Multi-Function Precision Radar (MFPR) Block 2 prototype development. Only U.S. companies capable of processing and storing SECRET information are eligible to submit white papers. The MFPR is a critical element of MDACS, designed to defend Joint Force fixed and semi-fixed locations against unmanned aerial systems, cruise missiles, and other advanced air/missile threats.

The RFWP was issued on November 18, 2024, with amendments on December 10 and 17, 2024. White paper submissions are due by January 15, 2025 at 2:00 PM Eastern Time. An Industry Day is scheduled for December 12-13, 2024 in Huntsville, Alabama. The anticipated award will be an Other Transaction Agreement for Prototype (OTAP) with a fixed price incentive firm structure and 36-month performance period. The project will provide up to four complete MFPRs integrated onto Government furnished wheeled-vehicle platforms by 4QFY27. White papers will be evaluated on four criteria in descending order: Technical Approach, Schedule, ROM Cost, and Qualifications/Experience. The government will conduct one-on-one sessions with potential prime offerors during Industry Day, limited to three personnel per company.
