About this file

This document is a Broad Agency Announcement (BAA) for a federal contract opportunity related to Enduring Directed Energy (DE) weapons systems. The U.S. Army Rapid Capabilities and Critical Technologies Office (RCCTO) is seeking white paper submissions for a High Energy Laser (HEL) weapon system capable of fixed site defense or integration onto an existing Army platform, such as a Joint Light Tactical Vehicle (JLTV). Key requirements include demonstrating lethality against Groups 1-3 Unmanned Aircraft Systems (UAS) threats, providing interoperability with the Army's Forward Area Air Defense Command and Control (FAAD C2) system, and ensuring sustainability and producibility. White papers are due by 5:00 pm CT on 07 August 2024. RCCTO intends to award an Other Transaction Authority (OTA) prototype in early FY25, conduct field testing in FY25, and select a prime contractor for a production OTA in 3QFY26 to produce up to 20 HEL weapon systems. Respondents must provide a Rough Order of Magnitude (ROM) cost estimate with their white paper submission per the provided format.

- A ROM cost breakout by WBS is required to understand the Contractor estimate to ensure prototype readiness for transition to Production.

- Contractors may also include a ROM Cost Estimate in their own format

- If Cost Estimate is for other than labor, please identify hardware or software costs as sub- elements to existing cost estimating structure.

- If available, please provide Prototype Unit Costs and Subsystem Unit Costs (See WBS Below) -Army Cost Analysis Manual(2020) CES Definitions(Section II- Cost Element Definitions) for each WBS Based on MIL STD 881-F( 13-May-2022)
