About this file
This is an Amendment (No. 0003) to a Request for Proposals (RFP) issued by the Army Contracting Command - Detroit Arsenal for non-commercial services under solicitation W50NH9-26-R-A002. The amendment, effective 16 April 2026, extends the proposal due date from 24 April 2026 to 1 May 2026 and makes substantive updates to the Performance Work Statement and solicitation requirements.
The procurement is a 100% small business set-aside with a $34 million size standard under NAICS Code 541519, structured as a firm fixed price level-of-effort contract. The contract includes a base performance period from 1 August 2026 to 31 July 2027, followed by four one-year option periods (through 31 July 2031) and a final phase (1 August 2031 to 31 January 2032). Proposals must be submitted via DoD SAFE in three volumes: Volume 1 (Staffing Plan, 4 pages maximum), Volume 2 (pricing using the Government Furnished Pricing Model), and Volume 3 (Administrative). Key staffing positions include Dissemination Specialist Team Lead, Mission Trainer Team Lead, Intelligence Solutions Integrator Team Lead, and Data Integration Team Lead. Offerors must possess TOP SECRET facility clearance and submit a Property Management Plan. Pricing evaluation uses Fully Burdened Labor Rates and Other Direct Cost/Travel burden rates, with the Government providing ODC/Travel estimates that cannot be modified by offerors. Amendment 0003 clarifies that Transition IN Plans are not due at proposal submission, requires DoD SAFE submission, and confirms the transition period falls within the base period. All proposals must acknowledge receipt of this amendment prior to the submission deadline.

This RFP is a total small business set-aside. Offerors are strongly encouraged to ensure that the offeror is a small business based on the size standard for the NAICS Code assigned to this RFP. Reference 13 CFR Part 121, and the clauses and relevant FAR references contained within this solicitation. Ensure that your firm fits the definition including but not limited to any affiliations (domestic or foreign). L.2.3.1 The proposal shall be submitted via DoD SAFE: https://safe.apps.mil/. Use of DoD SAFE requires the offeror's understanding and consent of DoD SAFE's user guidelines, rules of behavior, and all terms of use. Refer to DoD SAFE User Guide located on the DoD SAFE website It is the responsibility of the offeror to ensure that its proposal submission Drop-Off is completed timely and is retrievable by the point of contact listed in Step 1 below, or the USG point of contact that is populated as the recipient in the Drop-Off Request (if the Drop Off is initiated by somebody different than the POC is Step 1). DoD SAFE Drop-Off proposal submissions, that are not retrievable by the Drop Off Request recipient, will not be considered. NOTE: Offerors who are DoD CAC authenticated users shall NOT initiate a DoD SAFE Drop-Off directly to the Government POCs below. All offerors must request the Government point of contact below, to initiate a Request for a Drop-Off as instructed below, and respond in accordance with the DoD SAFE system-generated e-mail for a Drop-Off Request.
Step 1 (Offeror): Offerors shall email Contract Specialist, Kameron Mcvittie (email: kameron.f.
mcvittie.civ@army.mil), and CC the Contracting Officer, Paul Horrell, (email: paul.w.horrell.
civ@army.mil) of their intent to submit a proposal and request the Government initiate a DoD SAFE Drop-Off Request for itself (as prime contractor) as well as requests for any of its proposed subcontractors (See NOTE 2). Ensure the email request includes the following for each firm (prime and subcontractor): Company name, POC name, POC email address, and quantity of Drop-Offs requested.
NOTE 1: It is recommended that this request is submitted no sooner than 10 days and no later than 72 hours, prior to proposal due date and time. It is the offeror's responsibility to request all necessary Drop-Off Requests from the Government to submit its proposal in a timely manner.
NOTE 2: Unless otherwise specified in the offeror's request, the Government will only initiate one Drop-Off Request. Refer to the DoD SAFE website for the file and size limits. It is the offeror's responsibility to inform the Government of the number of Drop-Off Requests it needs to submit its complete proposal ((when applicable) to include submissions from proposed subcontractors that intend to provide any required detailed price proposal information directly to the USG).
NOTE 3: Unless otherwise specified in the request, the Government will use the requester's e-mail address to initiate a single DoD SAFE Drop-Off Request (See Step 2). The Government will only input a single email address when initiating a Request for Drop-Off.
Step 2 (Government): The Government will initiate a Request for Drop-Off via the DoD SAFE website.
Step 3 (Offeror): DoD SAFE will generate an email to the e-mail address input by the Government (See Step 1, NOTE 3). This e-mail will contain a link and a Request Code.
Step 4 (Offeror): The offeror shall utilize the link and Request Code in the DoD SAFE system-generated e-mail.
NOTE 4: The USG Contracting agency does not have the ability to re-send any DoD SAFE system-generated e-mail. If this e-mail is lost, the offeror must submit a new request for Drop Off using the instructions in Step 1 above.
NOTE 5: The DoD SAFE Request for Drop-Off link will no longer be active after the Drop-Off File submission has occurred. The Drop-Off link can only be used once.
NOTE 6: Please note that when submitting through DoD SAFE, files do not begin uploading until the Send Drop-Off has been initiated. It will take time for the files to be uploaded and scanned by DoD SAFE prior to the completion of the Drop-Off. The file size, network connection, connection type, and number of files are factors in the total upload/download time of files. Therefore, offerors are strongly cautioned when submitting proposals to allow adequate time for completion of the Drop-Off prior to the established due date and time of proposal submission. DoD SAFE does NOT guarantee a delivery time. DoD SAFE recommends allowing AT LEAST 4 hours for delivery.
NOTE 7: Offerors should not select any files for upload until it is prepared to complete the Drop-Off to the Government.
NOTE 8: DoD SAFE is approved for CUI file exchange, but files must be encrypted. The offeror shall send the encryption passphrase(s) to the point of contact listed in Step 1 (or the recipient in the Drop-Off Request if different than the POC in Step 1) in a separate e-mail. Failure to provide the encryption passphrase(s) in a timely manner may render the proposal Drop-off unretrievable.
NOTE 9: It is highly recommended that the offeror print or save a screenshot of the Drop-Off Completed screen, verify the correct files were included in its completed Drop-Off, and e-mail a copy to the point of contact listed in Step 1 or the recipient in the Drop-Off Request if different than the POC in Step 1), prior to the closing date and time of the RFP.
Step 5 (Offeror): If the offeror needs to update its proposal submission prior to the RFP closing date and time and needs the Government to initiate a new DoD SAFE Drop-Off Request, it shall follow the same steps outlined above.

Failure to submit the proposal in accordance with these instructions will result in the proposal not being accepted or evaluated. Unauthorized submission methods include, but is not limited to, the following examples: E-mail, Fax, Mail/Hand-carried (whether hardcopy or DVD/CD-ROM), or other electronic submission methods.
L.2.3.3 Submission Due Date
