About this file
This is a pre-solicitation notice (synopsis) announcing Army Contracting Command – Detroit Arsenal's (ACC-DTA) intent to issue a sole-source RFP to CACI Technologies, Inc. for a bridge contract extending United States Forces Global (USFOR-G) support services. The bridge contract will be a 6-month Cost-Plus-Fixed-Fee (CPFF) contract to prevent a lapse in critical services while the government completes a competitive follow-on acquisition.
The notice cites FAR 6.302-1 authority for other than full and open competition, though other responsible sources may submit capability statements, proposals, or quotations electronically for consideration. CACI is the incumbent contractor currently performing these services under task order W911W4-19-F-0018. The notice also indicates potential subcontracting opportunities may exist with CACI after contract award. No hard copy responses will be accepted, and contractors are instructed not to contact the Contract Specialist or PCO for solicitation documents.

W50NH9-25-C-0005
This is a pre-solicitaƟon noƟce, otherwise known as a synopsis. This noƟce of intent is not a request for compeƟƟve proposals or a solicitaƟon of offers. Contractors should not call the Contract Specialist or the Procuring ContracƟng Officer (PCO) seeking a copy of the solicitaƟon (or other data) as none will be available.
Army ContracƟng Command – Detroit Arsenal (ACC-DTA) intends to issue a Request for Proposal (RFP) to CACI Technologies, Inc., for an extension of the United States Forces Global (USFOR-G) effort under Federal AcquisiƟon RegulaƟon (FAR) Part 15. This contractor is currently supporƟng the USFOR effort under task order W911W4-19-F-0018. This bridge contract is intended to prevent a lapse in criƟcal services unƟl the Government completes a compeƟƟve follow-on acquisiƟon. This bridge contract will involve a total period of performance of up to six months. This contract will primarily use a Cost-Plus-Fixed-Fee (CPFF) contract type.
The Government intends to solicit and negoƟate with only one source pursuant to the statutory authority permiƫng other than full and open compeƟƟon at 10 U.S.C. 2304(c)(1) as implemented in FAR 6.302-1, “Only one responsible source and no other supplies or services will saƟsfy agency requirements.”
Although it is the Government’s intent to solicit and negoƟate with only one source, CACI, all responsible sources may submit a capability statement, proposal, or quotaƟon electronically which shall be considered by the agency in accordance with FAR 5.207(c)(16). The subject line of the email submission shall read, “RFP W50NH9-25-C-0005.” Hard copy responses will not be accepted.
AddiƟonally, this effort is hereby synopsized to noƟfy potenƟal subcontracƟng opportuniƟes as required by FAR 5.201(c). SubcontracƟng opportuniƟes may exist with CACI subsequent to award of the resulƟng contract.
A determinaƟon by the Government to not compete this proposed contract acƟon based on responses to this noƟce is solely within the discreƟon of the Government. InformaƟon received will normally be considered solely for the purpose of determining whether to conduct a compeƟƟve procurement.
