Statement of Work Machine Safety and Preventative Maintenance Service
1.0 Background:
The Army Surveillance Detachment (ASD) acquired new personnel, capability, and equipment at the beginning of FY23, but did not budget money to maintain or modernize the equipment. ASD needs to design, prototype, and fabricate quick reaction specialized devices used by Army Counterintelligence Command and other partners in support of counterintelligence operations and investigations. These devices range from special concealment requirements, electronic interfaces, custom cases and enclosures, and non-traditional applications of existing devices. ASD personnel design the required parts or modify existing, commercially available products to meet requirements.
1.1 The machines used by ASD are sophisticated and potentially dangerous. This requirement is to perform maintenance, inspections, and/or calibrations to 9 machines. The preventative maintenance and inspection will be completed by trained and certified technicians.
2.0 Scope:
This Statement of Work defines the minimum requirements for the inspection and calibration of manufacturing equipment. The contractor shall assess for safety, repairs, and maintenance, as well as test and calibrate 9 machines.
3.0 Requirements:
The contractor shall perform the following requirements:
3.1 Preventative Maintenance and/or Performance Assurance (PM/PA). The contractor shall perform calibration analysis to verify machines are operating within the Original Equipment Manufacturer (OEM) tolerances. The contractor shall notify the Government if any item fails to meet the calibration specifications and quote the recommended repairs for consideration. Service for the Mills and Lathes will include:
3.1.1 Vibration Analysis, Drawbar Force Test, Geometry Inspection, and the Renishaw Ball Bar Test for all Haas Machines.
3.1.2 Inspection of Way Lube System, Pneumatic System, Coolant System, Mechanical System, Electrical System, and Gib Adjustment on every Mill and Lathe.
3.1.3 Service for Band Saw includes: Safety checks, gear and pulley checks, hydraulic/pneumatic systems check, and checks of guides and blades.
3.1.4 Service for Grinder includes: Inspection of electrical system, guarding, fitment and operation, and belts and gears.
3.1.5 Under no circumstance shall a contractor perform services that will void any warranties.
3.1 3.1.3
4.0 Assessment of Inoperable Equipment:
4.1 The contractor shall perform a separate assessment of the DoAll Band Saw and the HLV-H Toolroom Lathe for troubleshooting or repairs. Those 2 machines are not functioning properly and therefore not ready for PM/PA or calibration. If parts are needed, a quote for parts and installation will be sent to ASD and paid separately with the Government Purchase Card.
4.2 The contractor shall finish all necessary assessment, troubleshooting, and repairs before commencing the PM/PA work on the 2 machines.
