52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Overall Low Price, Responsible Offer
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.

Qualifying Statement for Compressor System
LIST OF COMPRESSOR SYSTEM COMPONENTS (PURCHASED AS ONE UNIT):
1. One each, Gardner Denver model L110RS water cooled 150 HP compressor rated at 690.7 CFM at 125 PSIG. Unit shall be wired for 460/3/60. Unit must include all listed features or equal.
2. One each, Thermotech model PFC 0448 closed-loop cooling system to include a duplex 5 HP pump skid, TEFC motors, trim cooler, extra gauges, balance valves, and an audible alarm. Unit must include all listed features or equal.
3. One each, Gardner Denver model DGH750EF3 heatless desiccant dryer rated at 750 CFM at 100 PSI. The unit shall be wired for 115/1/60 electrical service and shall include a 3 valve by-pass and energy saving control system “E”. Unit must include all listed features or equal.
1. One each, Gardner Denver model L110RS water cooled 150 HP compressor rated at 690.7 CFM at 125 PSIG. Unit shall be wired for 460/3/60. Unit must include all listed features or equal. Factory trained technician for start-up, and training on operation/maintenance included.
LIST OF REQUIRED FEATURES:
NOTE: The offeror shall specifically indicate whether or not each of the following required features will be met. If any required feature cannot be met, the offeror will include explanatory remarks for customer review.
GENERAL:
The compressor is a fully enclosed, single stage, oil injected rotary screw consisting of a compression element, directly driven from a standard 2 pole, 60 Hz IP55 TEFC drive motor. Included with the air end and high efficiency motor, the package features an oil separation vessel with air/oil separator element, combined air/oil cooler and a microprocessor electronic control and monitoring unit. All components are mounted in an acoustically lined epoxy coated steel enclosure with quick release panels and removable service maintenance access canopy. At full load, the compressor capacity is 690.7 CFM at discharge pressure of 125 PSIG.
AIREND:
The compression element has two precision rotors. The air end also incorporates a spin-on/spin-off oil filter. The rotor tolerances have been optimized for exceptional efficiency and reliability. To ensure the utmost safety against oil leakage, an integrated fail safe shaft system shall be included. This fail safe shaft system consists of a triple-lip seal design that protects downstream equipment and applications from oil.
MOTOR:
The motor used on the compressor package is totally enclosed fan cooled, 460 Volt, 3 phase, 60Hz design.
Operating at 3600 RPM, The motor meets NEMA premium efficiency standards per the NEMA MG-1 table 12-11;
which outlines the full load efficiencies of EPAct efficient electric motors. The motor is designed for continuous duty operation. Motor efficiency and power factor have been optimized, while the speed and torque have been designed to match the load of the compressor. The package design incorporates and automatic motor greasing system that maintains the proper amount of lubrication within the motor.
VARIABLE FREQUENCY DRIVE:
A robust variable frequency drive is utilized and is mounted in an IP54 electrical enclosure and wired with an emergency stop button and door latch with locking capability. The panel and components are cULus approved.
DRIVE ASSEMBLY:
The directly driven drive motor is an IEC 200 design and is affixed to a rigid steel base with vibration isolators.
INLET AIR FILTER:
Air enters the compressor package from the side and is first filtered by a coarse mesh pre-filter. Once the air enters the package, it is filtered through a robust, dry-type inlet filter that is capable of removing 99.5% airborne particulates under separation efficiency of SAE fine dust, per ISO 5011.
COMPRESSOR CONTROL SYSTEM:
A touch screen, microprocessor controller is utilized on the compressor package. The control system ensures proper starting, capacity control, operating control, and safety control of unit. Located in an IP54 control enclosure, the control system contains cULus labeled components.
The regulated speed, constant pressure, regulation system monitors system pressure via a pressure transducer and alters the speed of the drive motor in response to small variations in air system pressure. When air demand reduces, air system pressure begins to rise and the control system decreases drive motor speed until pressure stabilizes at the set target pressure. When air demand increases, air system pressure will begin to fall and the control system increases drive motor speed until pressure stabilizes at the set target pressure.
A combined minimum pressure and non-return valve is fitted to maintain a minimum pressure in the unit during unloaded operation and to prevent air form the distribution system flowing back through the compressor when the unit is unloaded or stopped.
When the drive motor has stopped the blow down valve releases the pressure within the compressor ensuring an unloaded start condition.
A. Controller The microprocessor based compressor management system display monitors and protects the compressor as well as providing the operator with full status indication. With its high resolution touch screen display, the controller is extremely user friendly and self-explanatory. All functions are clearly structured in five main menus and are intuitively visual.

LUBRICATION & SEPARATOR SYSTEM:
Oil is used as a cooling medium and also for the lubrication of the bearings. Oil is circulated by the discharge pressure of the compression element. The filtered oil, once injected into the compression chamber, provides a constant film on the rotors, thus preventing contact and wear. It also results in a reduced final air temperature. The compressor will be factory filled with AEON 9000SP lubricant; which is rated for 8000 hours at normal operating conditions.
A full flow, 38 micron oil filter, with filtration efficiency of 99% is supplied and integrated into the air end housing.
An integrated thermostatic mixing valve regulates the oil temperature and ensures that it remains at an optimal level.
The integrated separator system features a two-stage design. The air/oil mixture is discharged from the compression chamber into pressure vessel which is where the first stage of separation takes place. A fine air oil separator element is housed inside the separator vessel. This element provides the second stage of separation. Oil is removed and fed through a scavenge pipe connected to the suction side of the air end. Oil carryover will be no greater than 3-5 PPM by weight at 110 PSIG full load operation when measured at the discharge of the separator under non-condensing conditions
ENCLOSURE:
The unit is enclosed in a self-supporting sound insulated cabinet. Access for routine maintenance is facilitated by a removable access hood covering the top half of the package. All normal maintenance can be carried out when this hood is removed. Additionally, the side panel can be removed in order to access the electric motor. The quiet enclosure shall reduce compressor sound levels so that they do not exceed 78 dBA outside the enclosure.
COOLING SYSTEM:
Oil circulates through the compressor for cooling, lubricating and sealing. It passes through the oil cooler and then through the spin-on type filter before being injected into the compressor chamber and bearings. An integrated, thermostatically controlled oil bypass valve is fitted into the airend to ensure that the compressor reaches normal operating temperature as soon as possible in low ambient temperature conditions.
The aluminum air cooled oil cooler and after cooler are manufactured using high performance extended surface heat exchange tubing. The cooler unit incorporates the oil drain and pressure outlet. The compressor is designed to operate in ambient temperatures up to 45°C or 113°F.
START-UP SERVICE:
Start-up service is coordinated by factory trained technicians to ensure equipment is running properly and adjusted to factory specifications. Maintenance instructions will be discussed with the end user to ensure they understand routine maintenance procedures. The maintenance training shall be conducted at the time of equipment start-up.
ADDITIONAL REQUIRMENTS:
DETAILED DESCRIPTION REQUIRED PRIOR TO AWARD: The MCAAP Engineering Support Division will validate and verify/approve the contractor’s listed equipment concept before award is granted. In order to meet this review requirement, the offeror shall submit with their proposal a detailed technical description of each item.
The offeror’s description submittal shall account for each one of the required product features located in this qualifying statement. The description shall also clearly portray/describe how each item will function. If the proposal does not include a line by line verification (in the order of the listed features above) of the equipment specifications then it will be considered incomplete. Any deviation from the specifications shall be explained in detail by describing how the deviation will meet or exceed the requested features.
CONCEPTUAL DRAWING REQUIRED PRIOR TO AWARD: Conceptual drawings that are not detail “as built” drawings are required for submittal with the detailed description. Drawing must provide overall height, width, and length dimensions. Drawing must show dimensioned locations of inlets and outlets for piping. Drawing must clearly label and display all major components and anchor holes/locations.
OPERATION & MAINTENANCE MANUALS DUE DELIVERY: The Contractor shall submit two (2) O&M manuals at the same time that the components are delivered. The Government shall review and approve these O&M manuals.
SPARE PARTS LIST: The contractor shall submit a spare parts list at the same time that the components are delivered. It is requested, not required, that the list cover high wear, low life expectancy items, and provide information to help the customer forecast lead times and costs for procuring replacement parts for the listed components.
3D MODELS: If the contractor builds a 3D model or models as part of its design and production processes, the Government requests to take possession of the models when the components are delivered. Note: Offeror submittal of 3D models is not a contractual requirement.
2. One each, Thermotech model PFC 0448 closed-loop cooling system with listed required features or equal.
LIST OF REQUIRED FEATURES:
NOTE: The offeror shall specifically indicate whether or not each of the following required features will be met. If any required feature cannot be met, the offeror will include explanatory remarks for customer review.
FAN-COIL UNIT: Model PFC-0448 closed circuit cooler. Each unit shall have the capacity to cool 51 gpm of 40% glycol from 125°F to 105°F with a 100°F dry bulb temperature without a trim cooler. Fan unit to have 1 row of fans.
Unit is not to exceed a length of 230 inches, width of 46 inches, and a height of 66 inches.
TRIM COOLER (INCLUDED): Trim cooler designed to cool flow from 105°F down to 90°F using 70°F water.
Water requirements are ½ of the rated fluid flow (25.5 gpm). Water regulating valve and temperature gauge must be included with the trim cooler. All gauges with wells (2 each) and balance valves (2 each) are to be supplied for use on the heat load discharge lines. Audible alarm also included.
FAN MOTORS: Four, 1-1/2 HP individually fused fan motors shall be furnished suitable for outdoor service on 460 volts, 60 Hz, and 3 phase motors with permanently lubricated ball bearings. Motors shall be thermally protected against burn-out, and may be started by single contactor. Protective slingers shall shield the motor from weather damage. Motors shall be factory wired with leads terminating in a weatherproof junction box located on the outside of the unit casing.
COIL: Shall be constructed of plate type die formed, aluminum fins mechanically bonded to copper tubes. Fins shall employ full height, self-spacing collars which completely cover tube surface. Coil shall be pressure & leak tested at 325 psig air under warm water, evacuated, dehydrated, and sealed with caps on connections.
MANIFOLD KIT: Provide single coolant inlet and outlet manifold kit for field installation.
FANS: Propeller fans, carefully matched to the coil, shall cover a large percentage of the coil face area providing uniform air distribution. The direct drive fans shall have heavy gauge aluminum blades securely riveted to zinc plated, chromate treated steel center hubs. All fans, statically & dynamically balanced before shipment, shall operate at low tip speeds for minimum vibration and low sound levels.
UNIT CABINET: Casings shall be constructed of heavy (16) gauge corrosion resistant galvanized steel thoroughly reinforced with riveted gussets. Fan outlets shall provide additional strength to fan panel and assure even air flow for quiet operation. All multiple fan unit casings shall be divided by full width baffles to separate individual fan sections and provide additional casing reinforcement. Mounting legs shall be constructed of heavy (10) gauge steel and shall be shipped with the unit for field installation.
FAN GUARDS: Shall be constructed of heavy (11) gauge, close meshed steel wire, polyvinyl chloride (PVC) coated for corrosion resistance.
CONTROLS: Fan cycling control package with multiple starting contactors and thermostats shall be provided on all multi-fan units in UL listed weather resistant control panel.
