52.0011-4000 RECEIVING OFFICE REQUIREMENT – MCAAP (MAY 2009)
At the McAlester Army Ammunition Plant truck shipments are accepted at Warehouse 8, Receiving Office, Monday though Thursday (except holidays) from 6:30 A.M. until 3:00 P.M. only. All shipments and deliveries must be at the main gate (truck gate) on or before 3:00 P.M. No shipments will be accepted after 3:00 P.M. unless prior arrangements have been made.
Any deliveries for Thursday afternoons during the months of May and June SHALL BE scheduled in advance by calling 918-420-6695 to verify that deliveries are being accepted that day.
Delivery drivers will have a valid drivers license and no outstanding warrant history to gain entry for shipment/delivery. Any other occupants of the delivery vehicle will have a valid picture ID and no outstanding warrant history.
No shipments will be accepted on government holidays.
Also reference 52.0045-4002 and 52.0045-4003 Security Requirements if needed.

52.0015-4002 DISCLOSURE OF UNIT PRICES (MAY 2004)
Unless the offeror notifies the contracting officer, at time of submission of its initial offer, of an objection to disclosure of its unit price, the Government reserves the right to publicly release (which would include, but is not limited to, a public award synopsis, contractor debrief, procurement history posting, or Freedom of Information Act (FOIA) request) the unit price(s) stated in the contract award under this solicitation. Any objection must be submitted in writing, providing a detailed explanation of how release of the awarded unit price would result in a substantial competitive harm to the contractor. Objections will be reviewed to determine whether harm has been substantiated. Failure to notify the contracting officer by the close of this solicitation waives any objection to disclosure of the unit price. A “unit price” is defined as the specified amount to be paid by the Government for the goods or services stated per unit, contract line item, or separately identified contract deliverable. The term “unit price” does not include any information on how the unit price was determined. This constitutes notification pursuant to Executive Order 12600. (End of Provision)

52.0037-4001 TECHNICAL POINT OF CONTACT
___Provided at time of Award___, is hereby identified as the technical point-of-contact between the contractor and the acquiring activity/organization. This individual may acknowledge receipt, inspect, and accept conformance to the contract except for any discrepancies and/or deficiencies as noted of services furnished by the contractor in accordance with the terms and conditions of the contract. Any discrepancies and/or deficiencies noted by this individual during the performance of work by the contractor shall be reported by him/her to the Contracting Officer for corrective action. This individual is NOT AUTHORIZED to make any changes in any of the provisions of the contract. The presence, or absence of this individual during the performance of the work by the contractor shall not relieve the Contractor from any and all requirements of the contract.

52.0047-4001 HOURS OF OPERATION – MCAAP (FEB 2004)
Normal work hours are Monday through Thursday 6:30 A.M. until 5 P.M. Contractors will not be permitted to work on Fridays, Saturdays, Sundays, or legal holidays for any reason, unless otherwise approved by the Contracting Officer. The following legal holidays will be observed:
January 1st 3rd Monday of January 3rd Monday of February Last Monday of May July 4th 1st Monday of September 2nd Monday of October November 11th 4th Thursday of November December 25th
When one of the designated holidays falls on a Friday or Saturday, holiday will be observed on Thursday. If the holiday falls on a Sunday, holiday will be observed on the following Monday.
52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Low Price, Responsible Offer
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)
(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

(4) Payment request and supporting documentation. The Contractor shall ensure a payment request includes appropriate contract line item and subline item descriptions of the work performed or supplies delivered, unit price/cost per unit, fee (if applicable), and all relevant back-up documentation, as defined in DFARS Appendix F, (e.g. timesheets) in support of each payment request.
(5) WAWF email notifications. The Contractor shall enter the email address identified below in the “Send Additional Email Notifications” field of WAWF once a document is submitted in the system.

STATEMENT OF WORK
Scope of Work for Repair ‐ Synchronous Motor:
Perform “Before Roasting” Core Loss test on stator winding and record results. If core loss test proves damaged stator core iron contact MCAAP and quote restack or replacement of motor. If core loss test results are good, roast windings in temperature controlled, water suppressed oven. After stator is cooled, dissect connection and winding to determine and record “As Received” winding and connection data. Measure and record stator iron, tooth, slot, etc. data. Record ALL data on winding data card. If winding data is suspect, process winding data through EASA stator rewind software to confirm that the winding is correct based on standard winding design.
Remove windings, blast and prepare core for winding. Repair any minor damage to laminations, teeth or stacking plates. Perform “After Roasting” Core Loss test on stator winding and record results. If core loss test proves damaged stator core iron, MCAAP and quote restack or replacement of motor. Manufacture new copper coils based on winding data retrieved during winding removal process. Complete insulation to be Class H. Install new copper coils in stator slots using winding data card for proper span and coil configuration. Connect, solder and insulate coils per winding data retrieved during winding removal process. Secure and brace coil end turns as needed to assure rigid end turns and minimize movement. Prepare and mask critical fit surfaces for vacuum pressure impregnation process. Perform Meg, DC Hi‐pot, and Surge comparison tests when winding process is completed before vacuum pressure impregnation process. Record Results. Vacuum pressure impregnate and cure stator, chase threads and clean excess resin.
Final Testing and Test Run:
Perform all final electrical tests and record results. Since this is an engine driven and supported single bearing unit, a test run is not feasible to be done at the repair facility.
Paint and Prepare for Shipping.
Install all parts and accessories referring to match marks and photos to assure proper positioning. Drain oil if unit is oil lubricated and install “Fill with Oil!” tags. Mask and prepare unit for painting and paint. Install Mechanics Tag with RO #. Prepare unit for shipping. Review and finalize all test results.
Out of Scope Repairs:
If additional work, parts, services or materials are required that are not specifically included in the above work scope an “Extra Work Authorization” will be required. Any additional work, parts, services or materials required will be quoted to MCAAP as soon as they are found and an “Extra Work Authorization” will be requested from MCAAP prior to proceeding with the repairs.
All repair reports and descriptive photos will be completed and provided to MCAAP in electronic and hard copy formats.
MCAAP Personnel will disconnect the motor from the air compressor and re-connect it after repairs have been made.
