About this file

This document is a Justification and Approval (J&A) Amendment 001 for a contract with Lockheed Martin Missile & Fire Control for maintenance and operational support of the HIMARS and MLRS launcher test fleet. The Strategic and Operational Rockets and Missiles (STORM) Project Office seeks to award a hybrid contract (Firm-Fixed-Price and Cost-Plus-Fixed-Fee) for maintaining and operating HIMARS and MLRS launcher configurations at multiple locations including White Sands Missile Range, Redstone Arsenal, and Grand Prairie, TX.

The contract is planned as a one-year base contract with four one-year option periods and an additional six-month extension option, totaling five and a half years. The total estimated contract value is $55,415,922. The procurement will be made on a non-competitive basis under the authority of 10 U.S.C. 3204(a)(1), citing only one responsible source capable of satisfying agency requirements. The government projects an award date in November 2025, with performance locations spanning NM, AL, and TX for housing, maintaining, and upgrading launcher equipment and spare parts.
