About this file

This file is a Questions and Answers (Q&A) document providing clarifications on an RFI for the Next Generation Short Range Interceptor (NGSRI) production program. The RFI, issued by the U.S. Army's Project Manager for Short and Intermediate Effectors for Layered Defense (SHIELD), seeks market research and potential sources for manufacturing approximately 11,000 NGSRI missiles and 2,200 Control Launch Assemblies (CLAs) over a ten-year production period beginning in FY28 (2028). Key clarifications from the Q&A include: "entering production" refers to the start of AUR/CLA production, not delivery; FY28 and FY29 procurement quantities (200 missiles and 20 CLAs in FY28, 500 missiles and 20 CLAs in FY29) are included within the 11,000-unit total; the ten-year production window extends from FY28 through FY37; projected Technology Readiness Level (TRL) and Manufacturing Readiness Level (MRL) should be assessed at the start of production in FY28; and additional test units are not required beyond the 11,000 missiles and 2,200 CLAs, with testing units drawn from overall production quantities.

Respondents must address the full scope of production, including Total Package Fielding, training, contractor logistics support, test support, and engineering services alongside manufacturing. Responses are limited to a combined 20-page maximum for all parts (Parts A, B, C, and white papers) and all information may be submitted on a single cover page if desired. The RFI marked responses as "Releasable to USG Agencies and their supporting Contractors for Review Only," with supporting contractors defined as those providing Scientific, Engineering and Technical Assistance (SETA) under Non-Disclosure Agreements. The Government confirmed that providing a preliminary CLIN structure is premature at this stage, and the RFI does not request respondents to construct a CLIN structure.

QUESTIONS RECEIVEDANSWER TO QUESTION
1)The RFI states that "the system must be capable of entering production no later than FY28 using production-line processes after the completion of design, development, and testing." Does "entering production" mean the start of AUR / CLA production or delivery of the initial AURs / CLAs?"Entering production" means the start of AUR/CLA production and not the delivery of the end items.
2)The RFI states: "Provide projected unit cost estimates given a planning factor of 11,000 NGSRI missiles and 2,200 Control Launch Assemblies over a ten-year production period. As a planning factor, assume procurement of 200 missiles and 20 CLAs in year one (FY28) and 500 missiles and 20 CLAs in year 2 (FY29). As an additional planning factor excursion, assume doubling the LRIP quantities in year one and year two."
a.Are the FY28 and FY29 quantities included in the 11,000 total missiles, or are they in addition to? If the quantities in FY28/FY29 double, does the total quantity remain the same?
b.If FY28 is the first procurement year, is the last procurement year (year ten) FY37?a. The FY28 and FY29 quantities are included in the total 11,000 missiles. If the FY28/29 quantities double the total 11,000 missiles remains the same.

b. The last procurement year is FY37.

3)The RFI states: "Responses will include the projected Technology Readiness Level and Manufacturing Readiness Level and provide supporting information to justify the ratings." Is the projected TRL/MRL at a specific point in time, or over the execution of the production program? The projected TRL/MRL is for the expected TRL/MRL at the start of producuction in FY28.
4)Please provide the CLIN structure for this ROM estimate. For example, is the expectation to provide separate estimates for AUR/CLA unit cost, training, contractor logistics support, test support, and engineering services? The Government providing a CLIN structure is premature at this time. The RFI does not request the respondent to construct a CLIN structure.
5)Is the 20-page count limit associated with the contractor's total response (Parts A, B, C, and white paper) or is it only associated with the white paper describing the NGSRI candidate solution?20 page count limit is total for parts A,B,C, and White Paper.
6)Is it acceptable to provide all of the requested information in Part A on a single cover page?YES.
1) Are additional AURs/CLAs needed for Delta DT and IOT&E testing beyond the 11,000 AURs and 2,220 CLAs referenced in Part C (Technical Submission)?NO. The respondent can assume that units used for testing shall be drawn from the overall production quantities.
2)The RFI requires the following marking. Can you please clarify whom “USG Agencies and their supporting Contractors” are?
a.“Releasable to USG Agencies and their supporting Contractors for Review Only”"Supporting contractors" refers to contractors that directly support the USG for Scientific, Engineering and Technical Assistance (SETA) and have signed Non Disclosure Agreements that ensure Government as well as proprietary information stays protected from disclosure.
1)Part C (Technical Submission) of the RFI requests "a description of the candidate production solution, and how the solution meets the requirements outlined in this RFI". Does “candidate production solution” refer to the candidate's AUR & CLA design solution, or a description of candidate’s manufacturing process?"Description of candidate production solution" refers to the candidate's ability to address the full scope of the production contract that includes "Total Package Fielding, training, contractor logistics support, test support, and engineering services in addition to manufacturing the missile and launcher." The second sentence of Part C "Your submission should also outline key perfomance capabilities of your solution" refers to the operational capability of the weapons system.
