About this file

This document is a Sole Source/Brand Name Justification under FAR Part 13 for the acquisition of one (1) TensileTurn CNC IU system and associated shipping insurance. The Army Contracting Command-Redstone is the contracting activity and is soliciting a quote for this brand name requirement. The justification cites the TensileTurn CNC system as the only product that meets the required travel speeds, tooling, and stability for machining tensile test specimens used in additive manufacturing characterization testing. The solicitation number is W31P4Q-24-Q-0018 and the required delivery is to the US Army CCDC AvMC facility in Redstone Arsenal, AL. Responses are due by 3:00 PM CST on August 21, 2024. Payment will be made via Wide Area Workflow. This is a firm-fixed price requirement funded with Operations and Maintenance, Army (OMA) and RDT&E funds.

1. Agency/Contracting Activity: ACC CCAM-MZA-A

2. Description of Action: The Technology Development Directorate requests the acquisition of one(1) TensileTurn CNC IU system and associated shipping insurance needed to support mechanical testing efforts associated with additive manufacturing properties and evaluation database generation being done at the AvMC.

3. Description of Services or Supplies:

This is a brand name requirement for TensileTurn CNC automated lathe used for machining of tensile samples used in mechanical properties testing. The system provides capability of machining test specimens for use with current mechanical testers in support of additive manufacturing characterization testing.

4. Authority: (Identify the statutory authority, FAR title and FAR citation permitting other than full and open competition. It may be one of the following, but other exceptions may be used.)

Action using simplified acquisition procedures (select one):

☒FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization)

☐ FAR 13.5 (a) - The statutory authority for processing this requirement through other than full and open competition is 41 U.S.C. 1901. This action is for commercial items, as defined in FAR 2.101, and will be processed pursuant to FAR 13.5, Simplified Procedures for Certain ACC Other than Full and Open Competition Guide Commercial Items. This subpart authorizes, use of simplified procedures for the acquisition of supplies and services in amounts greater than the simplified acquisition threshold but not exceeding $6.5 million ($12 million for acquisitions as described in 13.500(e)), including options, if the contracting officer reasonably expects, based on the nature of the supplies or services sought, and on market research, that offers will include only commercial items. Under this program, contracting officers may use any simplified acquisition procedure in this part, subject to any specific dollar limitation applicable to the particular procedure.

5. Reasons for Authority Cited:

TensileMill CNC was the only company identified that meets the travel speed, tooling, and stability requirements needed for machining of these materials. The TensileTurn IU system meets the requirements of being capable of travel at speeds of 500 inches per minute in both the X and Z directions. System is also equipped with a granite frame and balls screws for shock absorption from machining that resists vibrational forces at high machining rates. System provides a user-friendly operation for producing multiple configurations of tensile and fatigue samples needed. The TensileTurn also comes with 4 Boring Tool holders for quick machining. This system also comes preloaded with standard ASTM coupon configurations to be used in current test programs. No other systems were identified that met these capabilities.

Tensil Kut was the only other company close to meeting the government's requirements. Tensile kut would not hold samples that were 4” diameters which will be needed for some test programs. The system also uses a PC with a Pentium processor which is extremely outdated for current Army systems. This system also only has one tool holder while our requirements is for at least four tool holders.
