W31P4Q-21-R-0083, Inert Warhead, Questions and Answers

Question #1: On page 53, #5 notes, "For proposal preparation purposes, the expected or approximate date for contract award is 18 January 2021.". Can you confirm that the anticipated contract award is 18 January 2022 or alternatively, as noted on page 4, a 30 November 2021 date?

Answer: The delivery schedule in the RFP is based on a 30 November 2021 award and the schedule will be adjusted accordingly, if awarded later.

To avoid a break in service, the contract is planned to be awarded no later than 18 January 2022.

Question #2: It seems this solicitation is nearly identical to one released a year ago. It appears that one was awarded and we're not sure why it's being bid again. If you have any information on the backstory that would help us judge whether or not it makes sense to bid.

Answer: The Government is re-competing the Inert Warheads effort due to termination of the previous contract.

Question #3: The first deliverables are approximately three months ACA. The quantity of steel we have to order makes that first delivery very challenging given lead times for steel. The remaining deliveries should be no problem. Does the government have any flexibility on the Feb 2022 delivery date?

Answer: The February 2022 delivery date is based on a November 2021 award. Award is required no later than 18 January 2022 to meet deliveries no later than mid-May 2022.

Note: The Government intends to incorporate FAR 52.216-4 Economic Price Adjustment-Labor and Material into the resulting contract.
