30RFP Section B, CLIN 1001The CLIN states it is for "AFMC Operatons HSV-AWCF" but the Sub CLIN (SLIN) states it is "Phase In - Option" and says that a Lot is 7,973 hours. Please advise which of these is correct as it would result in 33.22 FTE for 30 Days for Phase In. Also, if it is for Phase In, please advise if 7,973 hours is correct. There isn't a Phase-in in the PWS. Please see PWS paragraph 4.9
31Attachment 0002 - Section L - Submission of Proposals r1, page 10.The Government states that "in determining probable cost, the Government will evaluate offerors based on a productive year of 2,000 hours per year for labor CLINs." It also says that the 2,000 hours are based on a productive year that includes 10 Govt holidays. However, SCA employees, because of required leave, only have about 1,864 productive hours. Does the Govt intend that these employees be paid Overtime (OT) in order to work 2,000 hours?"IAW FAR 52.237-10, if uncompensated overtime is proposed for employees who are exempt from the Fair Labor Standards Act, the offeror shall compute an estimated hourly rate for each employee based on the total compensated and uncompensated hours that the employee is expected to work during the year, and shall distribute salary costs to all projected tasks/efforts at the estimated hourly rate."
32Attachment 0002 - Section L - Submission of Proposals r1, page 10.The Government states that "in determining probable cost, the Government will evaluate offerors based on a productive year of 2,000 hours per year for labor CLINs." It also says that the 2,000 hours are based on a productive year that includes 10 Govt holidays. However, SCA employees, because of required leave, only have about 1,864 productive hours. The CLINs all have odd hours (e.g. 1001AA - 7,973, CLIN 1002AA - 23,920, etc.) which results in fractional FTEs (e.g., 1001AA - 33.2208 FTE, 1002AA - 11.96 FTE, etc.). Recommend the Govt revise the CLIN hours to reflect actual FTEs desired by location. The whole statement reads, "For evaluation purposes, in determining probable cost, the Government will evaluate offerors based on a productive year of 2,000 hours per year for labor CLINs. The 2,000 hours are based on a productive year which includes consideration for 10 standard Government holidays. Direct labor rates shall identify the baseline (takeoff point) plus escalation. For evaluation purposes, assume a 3% escalation for WD labor rates."
33RFP Section B, CLIN 1001If this CLIN is for Phase In, please consider making Phase In a Firm Fixed Priced CLIN for a 30 day period. Not sure what CLIN you're seeing in the RFP as there are no CLINs for Transition.
34RFP Section B, CLIN 1001Can the Government please advise if Phase in is for 30 Days and performance CLINs are for 12 months or 11 months after a 30 day Phase In.Phase-In was removed from the RFP as there is no Phase-in in the PWS.
35RFP Section BThe PWS 5.4 Extended Care of Supplies in Storage (COSIS Option) is listed as an Option, there is no corresponding CLIN in Section B of the RFP to enter a price for the COSIS (Option)This is correct.
36RFP, PWS and supporting documentsThere are multiple references to CRDLs and EXHIBIT B - FINAL_W31P4Q_21_R_0029_APPENDIX_B_to_PWS_06_January_2021 lists all applicable CDRLs in a table format. However, the actual CDRLs are not attached for us to review. Please provide a copy of the actual CDRLs.CDRLs have been incorporated.
37RFPAppendix H is referenced in the PWS but not included in the RFP, please provide a copy of Appendix H.Appendix H is available now.
38PWSPWS 5.1 Earned Value Management (EVM) (Option) is in the PWS but no corresponding CLIN is listed in the RFP Section B. Please add a CLIN to the RFP Section B.This is correct.
39RFP Section L InstructionsSection L was posted on 02/25/2021 then rescinded and re-issued the same date. The major change you probably wanted to make was changing the Sample Tasks. A key component missing from the second posting is:

The offeror shall provide a resume for each of the key personnel categories set forth in Exhibit C to the RFP and any key personnel alternates identified in the proposal as well as any additional key personnel the offeror proposes and considers to be essential to the successful accomplishment of the work being performed under the contract. Personnel not currently employed by the offeror must be represented by a signed letter of commitment. These letters of commitment shall be included with the submitted resumes with the salary deleted in the technical volume (letters of commitment in the cost volume must be submitted with the salary clearly noted). Resumes shall be submitted in the following format:

(A) Name

(B) Position and Security Clearance Status

(C) Education/Degree Attained

(D) Experience – Details as to date (months and year)/positions held, responsibilities (with most recent experience listed first) directly related to the specific time and types of experience called out in Exhibit C to the RFP.

Experience unrelated to the employee qualifications and scope of work related field specified in this RFP should not be detailed in the resume.

The offer is still required to provide a Letter of Commitment in the Cost/Price Volume to verify salaries. We believe the above highlighted was inadvertently omitted from the second posting. Without a resume it’s impossible for you to evaluate the position description provided by the offeror and the actual resume to ensure they are compliant and meet or exceed the requirements to support this opportunity’s suitability. The only document you would be able to evaluate is a signed Letter of Commitment and a salary.

We believe evaluation of the resumes are critical components during the evaluation of the Technical Volume and this requirement should be added back in Section L of the RFP. The PWS states in paragraph 2.5.2 “The contractor shall provide sufficient personnel possessing the skills, knowledge, expertise, federal, state and local license, permits and certifications and training to perform the tasks decided herein".

In Appendix C, Labor Categories, the note at the top states, “The following Labor Categories are provided to the offeror’s as guidance only. It is up to the contractor to determine the minimum qualifications needed to successfully fulfill the requirements stated in the Performance Work Statement (PWS)”.

40RFP, Section B, CLIN 1002AA FORT BLISS/FORT SILL CDA - AWCFThe FT Bliss and FT Sill CDAs are 2 different geographic locations. Is this CLIN intended to support both with a combined total of 23,920 HOURS or is this only for the FT Bliss CDA?The purpose is to ensure proper accounting of personnel under the proper funding.
41RFP Exhibit G DD 254The DD 254 attached in Beta.SAM does not reflect the correct information for this opportunity. Please provide an update DD 254 to reflect this opportunity. The DD FORM 245 is for biding purposes only and Not Valid for Actual Contract. Upon award an updated DD FORM 254 will be submitted through the AMCOM Security Channels for Certification. Please see Block 6 a.
42RFP Section BCLIN 1001AA, 1006AA, 1011AA and corresponding CLINs state the location as HSV. Are there any other CLINs for the HSV location? The information provided is what's available.
43RFPWould the Government please provide the Department of Labor Wage Determination (WD) for Huntsville, FT Bliss and FT Sill.Labor Categories https://www.bls.gov/

File details come from the government source that posted it. Updated .
