Statement of Work For Integrated Frequency Control Network (IFCN) Relay Maintenance Support
1.0 General
1.1 Scope
This Statement of Work (SOW) defines the overall requirement for maintenance costs related to the repair and return shipping of the Power Sub-Systems (PSS), part number 103225.
2.0 Government Tasks
2.1 The United States Government shall ship Power Sub-Systems for repair and return to Contact Corporation, Winchester, Virginia.
3.0 Contractor Tasks
3.1 Contractor shall provide the repair and return shipping of up to 13 Power Sub-Systems, part number 103225.
4.0 Place of Support
4.1 Maintenance repair actions will performed at Contact Corporation, Winchester, Virginia.
5.0 Period of Performance
5.1 In accordance with section B of the contract
6.0 Deliverables
6.1 The contractor shall provide the repair and return shipping of Power Sub-Systems, part number 103225.
7.0 Government Furnished Property
None.
8.0 Contractor Manpower Reporting
8.1 The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor shall report all contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor shall completely fill in all the information in the format using the following web address: https://cmra.army.mil/. The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officer’s Technical Representative; (2) Contract Number, including task and delivery order number; (3) Beginning and ending dates covered by the reporting period; (4) contractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Estimated direct labor hours (including sub-contractors); (6) Estimated direct labor dollars paid this reporting period (including sub-contractors); (7) Total payments (including sub-contractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each sub-contractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purpose of reporting this information); (11) Locations where contractor and sub-contractors perform the work (specified by zip code if in the United States and nearest city, or country, when it is an overseas location, using standardized nomenclature provided on the website); (12) Presence of deployment or contingency contract language; and (13) Number of contractor employees deployed in theater this reporting period (by country). As part of its submission, the contractor shall provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period shall be the period of performance not to exceed 12 months ending 30 September of each government fiscal year and must be reported by 31 October of each calendar year.
9.0 Cyber Security
9.1 The Contractor shall adhere to Cyber Security regulations and policies including the National Security Act; Clinger-Cohen Act; Federal Information Security Management Act (FISMA); AR 25-1 Army Information Technology; AR 25-2 Information Assurance; Any applicable DoD 8500 series Directives and/or Instructions and their associated references (Cyber security); National Institute of Standards and Technology (NIST) SP 800 series Special Publications (SP) and their associated references; CNSSI No. 1253 Security Categorization and Control Selection for National Security Systems; Chairman of the Joint Chiefs of Staff Instruction (CJCSI) and Chairman of the Joint Chiefs of Staff Manual (CJCSM) 6000 Series; National Security Agency (NSA) Guides; Defense Information System Agency (DISA) Security Technical Implementation Guides (STIGs).
