DRAFT RFP QUESTIONS AND ANSWERS
Question: Would the Government consider providing an alternate Prime Mover as GFE, or is the Family of Medium Tactical Vehicle (FMTV) required? Reference Draft Interface
Design Description 3.1.10.
Answer: The baseline is the FMTV, and the Government is currently upgrading its entire Sentinel fleet to the FMTV prime mover and trailer. However, we would consider alternatives if there is a compelling rationale for a platform change and that change results in overall positive value to the Government.
Question: The system requirements specification references a Program Protection Plan
(PPP). Is this document available and can it be provided? Does the PPP identify
Sentinel A4 Critical Program Information (CPI)?
Answer: The Government is currently drafting the PPP. We hope to release a draft version with the next draft RFP release this upcoming June. This version of the PPP will only provide a list of "candidate" CPI/Critical Technology (CT) and Mission Critical
Components (MCC). Once we select a Sentinel A4 prime contractor, we will then conduct an official CPI/CT and MCC assessment of the design.
Question: The SCG and draft DD 254 do not provide guidance for Anti-Tamper (AT) efforts associated with Sentinel A4. Without such guidance, no classified AT data can be generated for Sentinel A4 in an RFI response or subsequent proposal. We recommend adding a reference in the draft DD 254 to the U.S. Air Force, Assistant
Secretary of the Air Force (Acquisition), AT SCG dated 17 March 2010.
Answer: The Government will send a SCG and its amendments for Anti-Tamper guidance to those respondents on file that requested the controlled and classified Draft
RFP documentation. The draft DD 254 remains unchanged (see notes for Block 11c directing use of updated SCGs).
Question: In the Baseline Schedule, on the Systems Engineering & Production row, there are upside-down white triangles with right-pointing arrows which point to the EMD system deliveries. What do the upside-down white triangles represent?
Answer: The triangles represent the Government’s estimate of when the EMD unit builds will start, to include procuring materials and the start of labor expenditures associated with the builds. The first four units begin at the CDR with completion of those units 12 months later. The last unit begins in 2QFY22 with delivery approximately
10 months later. However, if material lead-times require procuring materials earlier (i.e., a long-lead material buy requirement), your response and cost estimate should outline your plan for that. See the Draft RFP Instructions to Respondents (Attachment 0004), part d. The Government does desire to accelerate the CDR and the EMD deliveries by up to six months if possible within technical and affordability constraints. Your cost estimate should outline the impacts if you determine that is possible.
Question: In the Baseline Schedule, on the Systems Engineering & Production row, the
EMD deliveries appear to be separated into two lots (qty. 4 and qty. 1). Can the
Government provide insight on the reasoning for the distinction and timing of the deliveries as depicted?
Answer: Originally, the Government desired to procure all five EMD units at the same time. However, the Government cost estimate showed insufficient fiscal year funding in
FY21 to buy five units. Thus, we split the buy into two parts. The reason the start of the last unit begins in 2QFY22 is that there is normally a delay before the program receives its FY funding. The Government still desires a single lot buy. If you procure all five units at the same time, what is the cost impacts by fiscal year to accomplish that?
Question: The Government requires adherence to "CS/IA regulations and security policies including the following:…National Institute of Standards and Technology (NIST)
800-53." What Revision number for NIST 800-53 does the Government intend for contractors to use as a reference?
Answer: The revision numbers for all referenced documents are contained in the
Document Summary List (DSL) that is Attachment 0003 to the Draft RFP. For NIST
800-53, the version is April 2013. The latest revision to use for this Draft RFP is listed at http://csrc.nist.gov/publications/PubsSPs.html as Revision 4, which includes updates through January 2015. The site also lists a draft Revision 5, dated February 2016, for further reference.
