A-2. REVISE LOE OPTIONS SCHEDULE (CLIN 0001) IN SECTION H.

A-3. INCORPORATE COST/PRICE VOLUME AND EVALUATION CRITERIA INTO SECTION L.

A-4. ADDRESS THE FOLLOWING 27 QUESTIONS/COMMENTS IN RESPONSE TO THE RFP:

1. In reading the Solicitation W31P4Q16R0001, I find no mention of Service Disabled Veteran Owned Small Business (SDVOSB) as an

Evaluation Factor of the bidders Management and small business plans.

Page 57 - 4. Participation by Small Businesses - HBCUs, and SDBs. The Government will evaluate the extent of participation of the below listed entities in the performance of this contract in accordance with FAR Subpart 19.12 and DFARS 215.304. The Offeror shall provide a separate statement as to the extent of participation (by dollars and percentage of contract value) and address the considerations below for each of the following entities:

a. Small businesses.

b. Historically black colleges or universities and minority institutions.

c. Small Disadvantaged Businesses (only for, and by SIC Major Groups provided in for FAR 19.201(b).

Comment: Hopefully this was just an oversight and it will be included in an Amendment.

Government Response: This was an oversight and the following statement has been added to Section L Item 4a in the RFP: "Small Business types include: Small Business (SB), Small Disadvantaged Business (SDB) (including HBCU/MI), Women-Owned Small Business (WOSB), HUBZone small business (HUBZone), Veteran-Owned Small Business (VOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB)."

2. Section L, page 53, I. Technical/Management Volume, A.2. Sub paragraph (d) states The offeror shall provide (for each labor category proposed) a resume (education, training and experience) which will establish the minimum qualifications for personnel during contract performance. Offerors proposed minimum qualifications will be incorporated into the resulting contract.

Question: Please clarify if we are to submit actual resumes or minimum qualifications (job descriptions) for each labor category ____ proposed.

Government Response: Section L, page 53, I. Technical/Management Volume, A2. Sub paragraph D is intended to request the minimum qualifications for each proposed labor category. Sub paragraph E requires actual resumes for the identified personnel.

3. Section B, page 5, CLIN 0002 description/pricing.

Question: The CLIN descriptions and Section L do not provide any guidance on how to price the 80,000 hours in CLIN 0002. Is there a breakdown of these hours by labor category or should a composite fully burdened hourly rate be used to determine the total CLIN cost?

Government Response: The hourly rate for CLIN 0002 should be a Composite fully burdened hourly rate. There is no breakdown of these hours by labor category.

4. Section B, page 5, CLIN 0002 description and page 58 section M. III. Cost. Question: CLIN 0002 indicates the use of 80,000 hours to

2 13

determine the CLIN Amount, but section M states that only 50% of the option hours are to be used for determining the most probable cost.

Should 80,000 or 40,000 hours be used to determine the CLIN 0002 proposed costs?

Government Response: Offerors should provide a composite fully burdened hourly rate for task completed under CLIN 0002. The government will, for evaluation purposes only, factor in 50% of the option hours utilizing the offeror's applicable composite rate to calculate the most probable cost.

5. Section B, page 7, CLIN 0003 description/pricing. Question: The RFP does not provide sufficient detail to estimate CLIN 0003 Travel

Costs. Please provide a plug number for all bidders to use.

Government Response: Travel costs will be based on the actual travel required to complete mission requirements. All travel associated with this contract will be approved prior to travel and will not be evaluated as part of this contract evaluation. CLIN 0003 is a No-

Fee CLIN.

6. Section B, page 9, CLIN 0004 description/pricing. Question: The RFP does not provide sufficient detail to estimate CLIN 0004

Subcontract Costs. Please provide a plug number for all bidders to use.

Government Response: Subcontract costs will be based on actual subcontracts required to meet mission requirements and the actual value is unknown at this time. Subcontracts are approved by the government prior to the subcontract activity, therefore subcontract costs will not be evaluated as part of this source selection.

7. Section B, CLINs 0003 and 0004. The descriptions for CLINs 0003 and 0004 state Cost No Fee. Question: Are we correct to interpret this statement to mean that no profit should be applied to the CLINs, but that a bidders may apply G&A or similar to these costs in accordance with our disclosure statements?

Government Response: CLIN 0003 is a No-Fee CLIN, and the basis for CLIN 0003 can be found in Section H-3. CLIN 0004 is addressed in section B, The contractor shall be reimbursed for the actual and allowable costs incurred for subcontracted services, supplies and materials determined necessary to accomplish the effort required under the contract in Accordance with ATFS SOW.

8. Section H, page 27, Section H-12 Insurance. Question: Does the Government assume liability for aerial target flights or does the contractor? If the contractor, should the cost for pilot insurance be included in the CLIN 0001 FFP costs?

Government Response: a. According to section H-12, IAW CLAUSES 52.228-7 AND 52.228-5 REFERENCED IN SECTION I, CONTRACT CLAUSES, INSURANCE LIABILITY REQUIREMENT, THE CONTRACTOR SHALL MAINTAIN INSURANCE IN THE TYPE AND MINIMUM AMOUNTS SPECIFIED AT FAR 28.307-2(a),

(b) AND (c). SUCH INSURANCE IS MAINTAINED PURSUANT TO THE PRIMARY FIRM FIXED PRICE LEVEL OF EFFORT ACTIVITY AND IS NOT REIMBURSABLE

UNDER THE COST CLINS.

b. Such insurance is not reimbursable under the cost CLINs, so it is up to each offeror how this cost will be handled/proposed.

9. Section H, page 28, Section H-15 Organizational Conflict of Interest, paragraph (e) states, The Contractor further agrees that, during the performance of this contract and for a period of three years after completion of performance of this contract, the

Contractor, \'85 shall not furnish to the United States Government, either as a prime contractor or as a subcontractor, or as a consultant to a prime contractor or subcontractor, any system, component or services which is the subject of the work to be performed under this contract. Question: Does this eliminate all of the Armys current and future aerial target vehicle, associated electronic systems, scoring systems, control systems and associated launch equipment manufacturers or those that may provide such products during the life of the contract from either bidding on the contract or being part of a post award prime contractors team?

Government Response: Section H-15 OCI Clause has been deleted from the RFP, as it is inapplicable to this requirement.

10. Section M, page 57 section M. I. Technical/Management Factor states, The technical proposal will be examined to determine the degree of confidence (see adjectives below) the government has that the technical approach will result in effective and efficient performance of the SOW requirements. Question: The adjectival definitions appear to have been left out. Please provide.

Government Response: The adjectives that were left out are for technical evaluation purposes only and are not relevant to the bidders/offerors.

11. Section M, page 58 section M. III. Cost states, With regard to Overtime hours, the Government will calculate the most probable cost by including 2,000 hours at the composite Option Hour CLINs rate. Question: Does this mean that the FFP values for CLIN 0001 are not to include Overtime?

Government Response: Yes, it is preferred that overtime not be used in execution of this contract, but in the rare instance that overtime is used, it will be approved prior to use. If overtime is approved, it will not be funded under CLIN 0001.

12. SOW Para. 4.1.3, RFP Section L and Attachment CDRLS_ATFS A017 SSPP. SOW Para. 4.1.3 states, The SSPP shall be delivered in Section

L of the contract proposal, and if approved shall become part of the contract. However, Section L is silent on the inclusion of a

Systems Safety Program Plan or SSPP in the proposal.\~ CDRL A017 states the initial plan is due 45 days after contract award. Question:

Please clarify if SSSP is to be included in the proposal. If so, is it included in the page count?

Government Response: The SSSP is to be included in the proposal. However, it will not be included in the page count.

13. Ref: RFP General Instructions c page 52 of 58, Sub paragraph (c) states The printed or typed content may not be smaller than that printed by a standard typewriter using pica or elite type. Recommend submission in Microsoft Word (Office 2013), Times New Roman font, 12 pitch.

Question: This requirement seems to apply to normal proposal text, will a smaller font (down to 8 point Times New Roman) be permitted for charts, graphs, illustration, timeline and tables?

3 13

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

Government Response: Yes, 8 point Times New Roman is acceptable for use in charts, graphs, illustrations, timelines and tables.

14. Ref: RFP General Instructions I.A.1.(a) page 53 of 58, Paragraph I.A.1.(a) states Statement of Work: This part shall contain the offeror's responses to enclosures entitled statement of work and attachments, including the contract data requirements list (DD Form

1423). The responses shall address each task/requirement/issue in the order it appears in the SOW/attachment. The offeror is not required to address "government responsibilities." Document the methodology and procedures to be followed in accomplishing the task and discharging responsibility.

Question: While it is understood we do not have to address "government responsibilities", it is unclear if the contractor should only address SOW paragraphs 3.0 on or also those in 1.0 and 2.0. Please clarify.

Government Response: Offerors shall address any requirement to be performed by the contractor in the entire Statement of Work and attachments, including the Contract Data Requirements Lists (DD Form 1423). The responses shall address each task/requirement/issue in the order it appears in the SOW and attachments.

15. Ref: RFP General Instructions I.A.2.(d) page 53 of 58, Sub paragraph (d) states The offeror shall submit actual resumes for each individual proposed for the following labor categories (or related contractor category). For individuals not presently employed, letters of commitment shall be included. (a) Base/Program Manager,(b) Target System Supervisor/Leader, (c) Mechanic, (d) Avionics or Electronics

Technician, (e) TCS Operator and Remote Control Operator.

Question: There are some labor categories (Mechanic, Technician and Operator) that may require more than one individual to perform the

SOW tasking. If our proposed Staffing matrix has more than 1 FTE for any of the 5 labor categories, must an equal amount of resumes for that labor category be submitted?

Government Response: a. Section L, I Technical/Management Volume, A 2, (d) requires the offeror to provide the minimum qualification for each proposed labor categories, the mix of personnel and the number of people per labor category is to be decided by the proposed offeror, but must be specified in the proposal.

b. Section L, I Technical/Management Volume, A 2, (e) the offeror shall submit actual resumes for each individual proposed for the following labor categories (or related contractor category). For individuals not presently employed, letters of commitment shall be included. In the following categories of labor, the offeror must provide an equal amount of resumes for the labor categories and must be specified in the proposal.

i. (a) Base/Program Manager

ii. (b) Target System Supervisor/Leader

iii. (c) Mechanic

iv. (d) Avionics or Electronics Technician

v. (e) TCS Operator and Remote Control Operator

16. Ref: RFP General Instructions II.A, page 55 of 58, Paragraph II. A states Information on two government contracts/ subcontracts performed within the last three years and having relevancy to this SOW.

Question: The section seems to imply the two referenced contracts must be from the prime contractor. Is this a correct assumption?

Government Response: No, that is an incorrect assumption. Relevant subcontract activities within the last three years will be considered acceptable.

17. Ref: RFP General Instructions II.A.e., page 55 of 58, Paragraph II. A.e. states Standard Industrial Code (SIC) Number of effort.

Question: Please provide the SIC or North American Industry Classification System (NAICS) number.

Government Response: The NAICS code for this Acquisition is 541990 (found on p 45/58, k-6 (a)).

18. Ref: SOW paragraph 3.2.28 and Attachment B QASP Special Provisions Para. 1.f on page 2, SOW paragraph 3.2.28 states The contractor shall return all recovered targets to a flight ready condition within 10 working days of mission completion, or as directed by the

COR/TM. However, Attachment B QASP Special Provisions Para. 1.f states Target Flight Readiness. The acceptable level of readiness is established by returning all recovered targets to a flight ready condition within 21 days of mission completion. These two RFP references are in conflict.

Question: Which is correct; SOW paragraph 3.2.28 or Attachment B QASP Special Provisions Para 1.f?

Government Response: The two references are in conflict. The Statement of Work had been updated and the QASP was not amended. The correct number of is 10 days. The QASP now reads: Target Flight Readiness - The acceptable level of readiness is established by returning all recovered targets to a flight ready condition within 10 days of mission completion.

19. Ref: Page 44, Section J, List of Attachments.

Question: We understand that a Collective Bargaining Agreement (CBA) applies to some of the services provided on this contract. Please provide a copy of the current CBA.

Government Response: 41 U.S.C. 6707(c) provides that a successor contractor must pay wages and fringe benefits to service employees at least equal to those agreed upon by a predecessor contractor. If requested by successor after contract award, a copy of the incumbent's

CBA will be provided. A copy of Wage Determination No. 2016-8552 is hereby provided as an attachment to this amendment.

20. Ref: Page 55, Section L. There are no instructions provided for a Price volume.

Question: Is the completed Section B all the Government wants for pricing? If so, in which volume shall the completed section B, signed SF 33 and contract fill-ins (Section H and K) be placed?

Government Response: Section has been updated to include a Cost/Price Volume and Evaluation Criteria.

21. Ref: SOW 6.1 states the contractor shall require that lead and support personnel performing IA-enabled job functions possess the

Information Assurance Management (IAM) or Information Assurance Technical (IAT) certification relevant to their role within the execution of this contract. It is unclear who specifically needs this certification.

Question: Is the IAM Level and IAT certification only required of the ISSO? If not, who else must have these certifications?

Government Response: Yes, only the ISSO needs the IAM or IAT certification. DoD 8570.1 has the list of the correct certifications required.

22. Ref: SOW 6.1.1 states contractor shall assist in the upkeep of the System Identification Profile (SIP)\'85and Plan of Action and

Milestones (POA&M). The terminology of assist is confusing as it can mean a whole spectrum of support and specifics are needed to determine LOE and skill sets required to accomplish this assistance.

Question: Please define specifically what is expected of the contractor with regards to the terminology shall assist. Also provide specific limits to the scope of effort the assist encompasses.

Government Response: a. The contractor assist by providing feedback from field user and by running audits on the information systems under the contractors control.

b. Plan of Action and Milestones (POA&M) shows whether IA Control is Non-Compliant, Inherited, or N/A. The contractor will assist on addressing the IA Control

i. For example if an IA Control is Non-Compliant they will need to assist in the following

1. Why cant the IA Control be put in place (Definition/Explanation)

2. Assist on writing what mitigation is in place for that mitigation

3. If the IA Control is going to be fixed how and when it will be fixed

a. Cost involved they will need to identify to the government how much it would cost to put IA Control in place.

c. The level of effort is when the system is being assessed by Government Auditors every 3 years and when system is being reviewed and this is done either quarterly, every 6 months or Annually depending on the type of system and what the Approving Official has approved.

23. Ref: SOW 6.1.2 states Configure the system to maintain an Authority To Operate (ATO) certification as required to the Mission

Assurance Category (MAC) and Certification Level (CL). The contractor shall coordinate with the Government to maintain the system accreditation by incorporating the necessary STIG (security technical implementation guide not in acronym list) compliance updates and mitigating the results of penetration testing into all software baseline release activities. It is unclear from SOW 6.1.1 if the contractor or the Government is responsible for and will perform the systems Accreditation paperwork submissions.

Question (A): Who is responsible for the Systems Accreditation documentation and submission?

Government Response: The government submits the documentation and the contractor will assist by providing user level input on any of the documentation. The contractor will have to run ACAS/Nessus scans and SCAP Scans. These scans will be sent to government ISSM or ISSO for review. The government ISSM or ISSO will review the scans and if there are any corrections required the Government ISSM or ISSO will require the contractor to correct the vulnerably and re-run the scans. Once the Government ISSM or ISSO approves the scan results;

Auditors, NETCOM and Approving Official will provide a review of the scans and grant approval or Authority To Operate (ATO). This will be done Quarterly, every 6 months, annually or when a High Vulnerability Patch is required or if Approving Official ask for.

Question (B): The term coordinate is vague in that who is the lead on system accreditation and who coordinates with them.

Government Response: The government ISSM or ISSO is the lead. The government ISSM or ISSO will coordinate with COR, Contractor PM and

Contractor ISSO. The contractor ISSO will coordinate between field users and the Government ISSO and COR. Attachment F - Acronyms and

Definitions has been updated and provided as an attachment to this amendment.

24. Ref: SOW 6.1.3 states Perform automated and manual IAVM scans per the latest STIG requirements and incorporate the updates into each subsystem/system software revision. It is unclear as to how many systems and subsystems SOW 6.1.3 means to encompass. It is also unclear if this is just the contractors CFE computer systems or does it include the Government computer systems.

Question: Does the requirements for SOW 6.1.3 include Government systems, subsystems and computers? If yes, please provide detailed report, to the extent allowed for each system of record managed under this SOW (function, hardware, manufacturer, quantity and software, manufacturer, quantity).

Government Response: a. This is for all government systems issued to the Contractor in fulfillment of the contract requirements. The number cannot be determined because there are multiple systems to include: Target Control Systems, Training Systems, Test Sets and

Business Systems. (Government Furnished Equipment)

b. Hardware is purchase through Computer Hardware Enterprise Software and Solutions (CHESS) database per AR 25-1. For example the environmental requirements dictate what can be used along with CHESS: Temperature Environmental Requirements

c. Software currently used is Windows Professional Enterprise Army Gold Master (AGM) and Linux 5.0 and 6.0. Note: Software can change depending on type of system and DoD directive.

d. GFE systems are issued on this contract on an as needed basis as daily mission requirements change the contractor will turn in or be issued an information system as GFE.

25. Ref: SOW Para. 3.2.31. Paragraph 3.2.31 states, The contractor shall provide vehicles for contractor personnel and for transport, retrieval, and movement of all target hardware to sites within 125 miles of the OroGrande Base Camp.

Question: Does all target hardware include the requirement for movement of the MSAT launchers and bunkers with contractor furnished equipment (CFE) or is that a Government function?

Government Response: The Government provides (as GFE) a Semi-truck capable of transporting the MSAT launcher and bunker. The truck requires a Commercial Drivers license to operate.

26. Ref: Section L, General Instructions I. Technical/Management Volume, A. Technical. 2. Para. (c). Paragraph (c) states The offeror shall disclose which labor categories (including the number of proposed employees within each category), will be directly charged to this contract (i.e. what constitutes a billable hour at the contract Firm-Fixed-Price rate per hour). The assumptions and practices used to perform the contract shall be consistent with those disclosed in the proposal.

Question: Please clarify what information the Government is looking for in terms of; (1) what constitutes a billable hour at the contract Firm-Fixed-Price rate per hour (is this for the CLIN 0002 Option hour requirement?) and (2) assumptions and practices.

Government Response: The firm fixed price shall include billable hours for CLIN 0001 to meet the requirements defined in the basic SOW and the Attachments. For CLIN 0002, a fully burdened composite labor rate is requested for use to meet emerging requirements that fall within the Scope of the contract, but were not defined at the time the contract was solicited.

27. Ref: Section B, CLINs 0001 and 0002 Question: Please verify whether or not the prices proposed for CLINs 0001 and 0002 are to include the New Mexico Gross Receipt Tax?

Government Response: Yes, the proposed prices for CLINs 0001 and 0002 should include the New Mexico Gross Receipt Tax.

28. Page 57, section M.I.B.2. Sample Task states Effectiveness of the offerors management support planning process to respond to lengthy

OCONUS operations to include deployment planning and staffing to ensure that OCONUS target flight requirements are met. Comment: But the sample task provided in L.I.B.2 Sample Task does not require any OCONUS operations.

Government Response: The Sample Task on page 54, Part A, identifies a mission that takes place at sea range near Daecheon, South Korea.

The COR provides a Mission Calendar that requires four simultaneous missions. One mission requires one MQM-175A Medium Speed Aerial

Target flight with C band beacons for a Japanese Chu-SAM live fire test at White Sands Missile Range (WSMR), NM. The target launch site is LC32. The C band beacons are provided by WSMR. The second mission requires one MQM-107 target flight for PATRIOT live fire training at McGregor Range, Fort Bliss, TX. A third mission requires one MQM-107 target flight using calibrated sphere towed targets for a sensor tracking mission at the Utah Test and Training Range. The fourth mission requires two MQM-178A single target flights for a live fire training at Sea Range near Daecheon, South Korea. Sixty days prior to these missions the TMO exercises option hours for a fifth mission.

The fifth mission involves a dual formation flight, using two MQM-107D targets with Miss-Distance scoring at Eglin Air Force Base, FL for a FMS customers PATRIOT live fire engagement. The scoring payload and services are provided by another contractor. Launch, control, and recovery are all to occur on US Air Force property on Okaloosa Island.

Part B: All missions are conducted as scheduled, and all but one is successful. One of the MQM 107D targets launched at Eglin Air Force

Base has a GPS failure shortly after launch and the recovery system fails to operate properly. As a result, the target crashes into the

Gulf 9 Kilometers from shore.

PATRIOT live fire training at McGregor Range, Fort Bliss, TX. A third mission requires one MQM-107 target flight using calibrated sphere towed targets for a sensor tracking mission at the Utah Test and Training Range. The fourth mission requires two MQM-178A single-target flights for a live fire training at Sea Range near Daecheon, South Korea.

Part B: All missions are conducted as scheduled and all but one is successful. One of the MQM 107D targets launched at Eglin

Air Force Base has a GPS failure shortly after launch and the recovery system fails to operate properly. As a result, the target crashes into the Gulf 9 Kilometers from shore.

2. Sample Task - The offeror shall submit for Government evaluation a response to the following hypothetical target mission requirements and related events. The following task is designed to evaluate program management activities and subcontracting ability not technical approach. Develop a management support plan and subcontract management strategy to address the offerors proposed method of supporting a General Option Hour Requirement for acquiring additional target capability:

The Targets Management Office has received a new requirement for the PATRIOT weapon system, but the requirement is outside of the current government owned target fleets capability. The new requirement is a short-term requirement and needs to be completed within this fiscal year. The PATRIOT project office has requested two separate events at different locations. The first mission is to be completed at WSMR, NM and is scheduled for six months out; the second mission is to be completed at McGregor Range Fort Bliss, TX and is scheduled for one year from today. A commercial target appears to meet the requirement; however, it is not within the current TMO target inventory. Program Office staff works to validate the threat signature of the target and this target is approved as a suitable threat to meet the emerging requirement. The TMO Operations division plans to use the General Option Hour Requirement portion of this contract to bridge the gap in capability. The targets Telemetry Package and Flight Termination package has been reviewed by White Sands and McGregor Range flight Safety offices and has been approved for launch operations. The concept of operations plan for the WSMR mission calls for the targets to be launched at Sulf site and the shooter will be emplaced at Pony site. For the operation on McGregor the targets will be launched from Excalibur site and the shooters will be set up at TAC site 24. Each Operation calls for six (6) intercepts. Describe in detail how subcontracting activities would be used to complete this mission and outline the management strategy implementation plan.

3. Experience - The offeror shall describe in detail all contractual efforts it has performed within the past three years or is currently performing as a prime contractor or a subcontractor that are similar in nature to the contractual effort being solicited.

Contractual information provided in the Past Performance and Administrative Matters volume need not be repeated in this volume.
