About this file
This is a Justification Review Document under GSAR 538.7104-3(b)(iii) for a limited sources acquisition on the General Services Administration Federal Supply Schedule Program.
The Combat Capabilities Development Command (DEVCOM), Aviation & Missile Center (AvMC), Technology Development Directorate (TDD) at Redstone Arsenal, Alabama requests a non-competitive ceiling increase to Blanket Purchase Task (BPA) Order W31P4Q-23-F-0309 awarded to Intuitive Research and Technology Corporation (IRTC), 5030 Bradford DR NW STE 205 Bldg 2, Huntsville, AL 35805-1923 (CAGE Code 1MQC1). The original BPA was awarded competitively under the OASIS MAC on September 22, 2022 for five years with a six-month FAR 52.217-8 option period. This modification is a Firm Fixed Price/Time and Material hybrid contract. The requirement encompasses hardware development and delivery for air and ground-based weapons technologies, including technology development, maintenance of test articles and facilities, prototype fabrication, guidance and control systems, propulsion and structures, missile systems, air platforms, aviation mission systems, autonomous systems, flight controls, avionics architectures, and aviation technical integration. The ceiling increase is justified as a logical follow-on based on unforeseen factors including increased global pressures requiring expanded technical support, the Prototype Integration Facility's unexpected utilization of the contract vehicle, and current monthly burn rates projected to exhaust remaining ceiling before the Period of Performance expires on September 21, 2027. Market research conducted in April 2026 determined no other source could mobilize timely to meet requirements. The Government is pursuing a competitive recompete under OASIS+ concurrently. Fair and reasonable pricing will be based on negotiated rates established under the basic contract per DoD Class Deviation 2014-O0011, with no certified cost or pricing data required based on FAR 15.403-2(b)(3) exception.

Control Number: MZB-A-LSJ26-2389
GSAR 538.7104-3(b)(iii) Limited Sources Justification Under the General Services Administration Federal Supply Schedule
Program
Requiring Activity: DEVCOM AvMC TDD, Redstone Arsenal Alabama 35898-5280
Contracting Activity: The Department of the Army, Army Contracting Command- Redstone Arsenal (ACC-RSA) CCAM-MZB-A, Redstone Arsenal, Alabama 35898- 5280.
Description of Action: The Combat Capabilities Development Command (DEVCOM), Aviation & Missile Center (AvMC), Technology Development Directorate (TDD), Redstone Arsenal, Alabama, 35898, requests to non-competitively award a logical follow-on to Intuitive Research and Technology Corporation (IRTC), 5030 Bradford DR NW STE 205 Bldg 2, Huntsville, AL 35805-1923, Commercial and Government Entity (CAGE) Code 1MQC1 to increase the ceiling by . This requirement is a Firm Fixed Price/Time and Material Blanket Purchase Task (BPA) Order.
BPA Order W31P4Q-23-F-0309 was originally awarded using competitive procedures under the OASIS MAC on 22 September 2022 for five years with a six-month FAR 52.217-8 option period with a total estimated ceiling amount not to exceed
This LSJ is for additional ceiling and period of performance of the current BPA Order, W31P4Q-23-F-0309, which will support requirements as the follow-on
Ongoing international events have significantly created an urgent need for increased
A modification to the contract is required to increase the ceiling due to several unforeseen factors that were not anticipated at the time of the original award.
Army customers look to the AvMC for specific . The Prototype Integration
Facility (PIF) . At the time of initial contract award in FY 2023, the PIF did not anticipate utilizing the OASIS contract vehicle under TDD and therefore did not provide input or projections related to the contract’s ceiling. Upon confirmation that the PIF could leverage this contract, it was utilized for core customer requirements. As a result, several projects with relatively high dollar values were executed through this contract vehicle, which significantly impacted the remaining ceiling balance.
Also, due to increasing global pressures, DEVCOM AvMC’s requirement for technical support has dramatically increased since the time of award. As a foundational enabler, DEVCOM AvMC’s support extends beyond the
. The parallel needs of these external partners are all responding to the same global pressures thereby increasing the Government’s requirements on this BPA Order.
Description of Supplies/Services:
This requirement provides hardware development and delivery for air and ground-based weapons technologies to identify current threats, system vulnerabilities, and develop solutions to provide engineering and technical support for aviation and ground mission systems and platforms. This includes technology development, maintenance (of test articles, test apparatuses, or test facilities) and prototype fabrication efforts in the areas of guidance and control; propulsion and structures;
missile guidance and control; missile propulsion and warheads; air platforms engines, drives, and structures; aviation mission systems survivability, intelligent teaming, computational and experimental aeromechanics, autonomous aviation systems, flight controls and dynamics, conceptual aviation system analysis & design, avionics architectures and networks; and aviation technical integration.
The contractor will discover, develop and demonstrate aviation and missile modernization technologies and provide life cycle engineering to improve readiness. The contractor will provide critical technical support services which are essential to the advancement of the United States Department of War’s (DOW) technology advancement.
This ceiling increase will enable uninterrupted support for these critical technical support services until a follow-on TO can be awarded using competitive procedures.
The PIF is anticipating a greater need to use this contract
. Based on the current monthly burn rate of it is anticipated that the remaining ceiling of dollars will not be adequate to cover the anticipated requirements through the current Period of Performance (PoP) of 21 September 2027.
which will result in TDD’s inability to work high priority actions for the PIF, TDD and outside customers that are vital to
. The labor categories which perform this work are already on contract and currently performing these functions. This allows IRTC to meet the government’s requirement timely, , thus providing support without interruption to TDD.
This acquisition is the most efficient path forward for the following reasons: Award of a new BPA Order will still require more time, and the existing task order does not have sufficient ceiling to last until the new award due to evolving conflicts across the globe which requires the PIF and TDD to increase the amount of requirements to service our military and our FMS partners militaries. The value the government is obtaining is a result of maintaining the same , with the efficiency necessary to support the mission without interruption.
The relationship between the initial order and this follow-on is logical from a technical, economic, and efficiency standpoint, as the increased ceiling will enable uninterrupted continuity of services, thereby preventing a disruption that would otherwise be detrimental to operations. The technical requirement has not changed.
The Performance Work Statement (PWS) will remain the same as awarded under the current effort. Without the current IRTC contractors, TDD and the PIF would face difficulties in providing its customers access to specialized skills and development that would prohibit the Army, FMS partners, and other DOW services from having access to a contract vehicle which would allow them to
The requirements anticipated for this modification to the TO are to continue to fund the current task order until the follow-on for this requirement can be competitively awarded under the OASIS Technical Domain.
Efforts to Obtain Competition:
Effective competition. As stated above, the Government is in a re-compete posture for this requirement. The Government is seeking to compete this effort in a timely manner.
Subcontracting competition. The government shall ensure all contractors obtain subcontracting competition in accordance with FAR 52.244-5:
Competition in Subcontracting and FAR 52.244-5: Competition in Subcontracting and DFARS 252.219-7997 SMALL BUSINESS
SUBCONTRACTING PLAN (TEST PROGRAM) (DEVIATION 2026-
O0037) (FEB 2026), which will be included in the solicitation and resulting contract.
Actions to Increase Competition: No actions have been taken to seek competition for this modification to the TO, since the requested modification is due to a recompete already in process. The ceiling increase is only intended to prevent mission failure, ensure economy and efficiency, and allow mission-essential efforts to continue until the Government’s re-compete effort under competitive procedures is complete.
Market Research: In accordance with Federal Acquisition Regulation (FAR) Part 10, market research was conducted on April 2026 by the COR who utilized personal knowledge of the OASIS Program, contacted knowledgeable personnel in the Government regarding commercial nature of the requirement, and reviewed the OASIS MAC Technical Domain sources list. Both program experience and personal knowledge were used to determine that no other source can mobilize in time to meet the requirement within the needed timeframe.
