About this file
Summary
This is a Justification Review Document for a FAR Part 8 Limited Sources procurement by the U.S. Army Aviation and Missile Command (AMCOM) Safety Office through Army Contracting Command-Redstone Arsenal (ACC-RSA). The document justifies a non-competitive contract modification to extend and increase the ceiling of Task Order W31P4Q-19-F-C005 under GSA Schedule 47QRAA19D007C with incumbent Bastion Technologies, Incorporated (CAGE Code 1PM71) located at 7625 El Camino Real STE 330, Houston, TX 77058-3075. The modification extends the period of performance for twelve months from March 12, 2026 through March 11, 2027 and increases the contract ceiling, with award anticipated on or before December 18, 2026. The original task order was competitively awarded on September 12, 2019 for five years as a Small Business Set-Aside under the Expedited Professional and Engineering Support Services (EXPRESS) Blanket Purchase Agreement, operating on a Time & Materials/Labor Hour basis.
The services provide critical System Safety, Software Safety, and Explosive Safety support and analysis for mission-critical AMCOM programs including Hypersonic Missile, THAAD, GMLRS, Patriot, PAC 3 MSE, Iron Dome, and Defense of Guam systems, along with explosive safety support for all Explosive Operations at Redstone Arsenal. The justification cites economy and efficiency under FAR 8.405-6(a)(1)(i)(C), arguing that continuing with the incumbent eliminates duplication of efforts and unnecessary costs during the interim period before the follow-on recompete award. Market research confirmed that no other source can mobilize within the necessary timeframe. The modification is funded through FY 26 Operation and Maintenance (O&M), Aircraft Procurement Army (APA), and Research, Development, Test, and Evaluation (RDT&E) appropriations, with the extension necessitated by delays from the FY 26 Government shutdown, COFC protests, and anticipated delays in the follow-on award process.

FAR Part 8 Limited Sources Justification
1. Requiring Activity: The U.S. Army Aviation and Missile Command (AMCOM) Safety Office.
2. Contracting Activity: Department of the Army, Army Contracting Command- Redstone Arsenal (ACC-RSA), CCAM-CAC-B, Redstone Arsenal, AL 35898-5000.
3. Description of Action: The U.S. Army Aviation and Missile Command (AMCOM), Safety Office requests approval to award a Time & Materials/Labor Hour (T&M/LH) contract modification with FY 26 Operation and Maintenance (O&M), Aircraft Procurement Army (APA), and Research, Development, Test, and Evaluation (RDT&E) funding increase the ceiling and extend the Period of Performance (PoP) for a cost of
, non-competitively, to Bastion Technologies, Incorporated, 7625 El Camino Real STE 330 Houston, TX 77058-3075, Commercial and Government Entity (CAGE) Code: 1PM71, Federal Supply Schedule (FSS) under the Expedited Professional Engineering Support Services (EXPRESS) Blanket Purchase Agreement (BPA) General Service Administration (GSA) Schedule Number 47QRAA19D007C Task Order (TO) W31P4Q-19-F-C005 (hereafter Task Order W31P4Q-19-F-C005). The original PoP dates of the TO are 12 September 2019 to 11 September 2024. Services were extended for an additional six months, to 11 March 2025 IAW FAR 52.217-8, Option to Extend Services. Note that FAR 52.217-8 was evaluated at the time of award.
W31P4Q-19-F-C005, P00071 extended the PoP for an additional twelve months from 12 March 2025 to 11 March 2026.
Award for the follow-on order is anticipated on or before 18 December 2026. The modification to Task Order W31P4Q-19-F-C005, for technical support for AMCOM Safety Office, will allow continuous support due to delays experienced from the FY 26 Government shutdown and unforeseen delays with the impending award (possible protests and litigation) while the follow-on requirement is being processed. This extension will also prevent disruption of services, which will allow the AMCOM Safety Office and ACC-RSA to continue the acquisition process for a new contract while continuing to provide the necessary critical support through the existing Safety Support Services task order. Failure to provide this support could endanger the safety of soldiers and civilians worldwide.
4. Description of Supplies/Services: This TO provides technical support services for Material Release/Urgent Material Release for Aviation Assets, Missile Programs and Weapon Systems necessary to support the War Fighter. This period of performance extension and ceiling increase will allow continuous technical support to AMCOM Safety Office. This contract provides critical System Safety, Software Safety and Explosive Safety support and analysis for mission critical programs such as Hypersonic Missile, Tactical High Altitude Air Defense (THAAD), Guided Multiple Launch Rocket System (GMLRS), Patriot, PAC 3 MSE, IAMD Sentinel Radar Systems (Iron Dome), Defense of Guam (DOG) and numerous Army Aviation and Missile Platforms. In addition, it provides explosive safety support for all Explosive Operations at Redstone Arsenal the applicable FSS ordering procedures. The relationship between the original TO and the work associated with the period of performance extension is logical because it is a continuation of the same, already existing effort (scope). This extension is requested to bridge a gap between current contract expiration 11 March 2026, and the award of the follow-on recompete projected in December 2026
a. Background: Task Order W31P4Q-19-F-C005 was competitively awarded on 12 September 2019 for a period of five years, through 11 September 2024 as Small Business Set-Aside competition for a Time & Materials/Labor Hour contract. A six-month extension was exercised 12 September 2024 through 11 March 2025 in the amount of . A LSJ was incorporated to extend the PoP for an additional 12 months from 12 March 2025 to 11 March 2026. This requirement is being obtained without providing full and open competition, because it is a continuation of the same and existing effort (scope). The period of performance for the current task order expires March 2026, and the logical follow-on is anticipated to be awarded on or before 18 December 2026. Thus, an extension is needed to ensure continuation of these critical services. The CRP documents were submitted to ACC-RSA in February 2025; from March to September Contracts and the Customer worked to finalize the CRP documents with multiple revisions, teams’ calls, and meetings. During this time frame Contracts was also engaged in a COFC Protest which placed this acquisition on a temporary hold while Contracts worked the protest. The finalized CRP documents were received and accepted on 8 September 2025. The Request for Information (RFI)/Sources Sought was scheduled to be released in October 2025. On 01 October 2025, the Government went into shutdown causing additional delays in the acquisition process. During this time the contract specialist and contracting officer were furloughed because of the Government shutdown causing the process to be placed on another hold until the shutdown was resolved. The purpose of this modification is to continue the required services pending the completion of the logical follow-on.
1) In the interest of economy and efficiency, it would be neither cost effective nor realistic, Bastion Technologies Inc., as the current contractor has the required technical expertise and current personnel in place that would eliminate duplication of efforts and any unnecessary or additional costs that might be incurred if the modification was awarded to a new contractor. Expecting another contractor to perform during the brief interim period between the current TO end date and the award of the re-compete would be neither cost effective nor realistic. The AMCOM mission is critical to national defense, and the scope of these efforts are such that a gap in service would seriously impact fielding and sustainment. The contractor’s safety support and analysis are required to support material release of these AMCOM managed weapon systems.
Therefore, it is not time or cost- effective to award this action to a new contractor. It is in the USG’s best interest to continue services with Bastion Technologies to prevent schedule delays. Failure to provide this support could adversely impact the success of the warfighter as well as the safety of soldiers and civilians worldwide who support these weapon systems.
Alternatives:
Suspend Operations: Currently, if this extension is not granted, there are no other alternatives except to suspend operations until the new award is executed. As previously mentioned, failure to provide Explosive Safety and UXO Support as well as System Safety Support and analysis will negatively impact the War Fighter, Department of War Civilians and Support Contractors as well as visitors to RSA. Therefore, this extension is critical to continuing mission until the logical follow-on is awarded. If a lapse of service is experienced, it will force the immediate withdrawal of contractor personnel from critical missions and impact the user in the field significantly and ongoing explosive operations at RSA as well as emerging threats to Military, Government Civilians, Contractors and civilian visitors to RSA from Unexploded Ordinance (UXO). In addition, Bastion is the only immediate company capable of providing the required support during the ongoing competition of the follow-on task order. As a result, the suspension of operations is not a viable alternative. The use of in-house personnel/expertise is not an option; there are simply not enough qualified USG personnel to perform the services delineated in the requirement.
7. Efforts to Obtain Competition:
a. Effective competition. The U.S. Government issued a Request for Information (RFI)/ Sources Sought Announcement (SSA) for the follow-on requirement on 19 November 2025 with a closing date of 10 December 2025. However, until the recompete is awarded and based on the above-mentioned facts, it is not practicable to utilize another source for this extension and ceiling increase since only Bastion Technologies personnel have the immediate in-depth knowledge and experience necessary to meet the TO requirements in the time available. There are no efforts to obtain competition for this ceiling increase at the current time.
- The notices required by FAR 5.201 shall be or have been published, and any bids or proposals received shall be considered.
b. Subcontracting competition: FAR Clause 52.244-5, Competition in Subcontracting is included in the basic contract. Since the Subcontracting Plan is already prevalent on the BPA, it is not required at the Order level. All contract clauses currently contained in the BPA will still be in effect.
8. Actions to Increase Competition: As stated above the anticipated award date for the logical follow-on is 18 December 2026. This requirement is a bridge modification with the incumbent to allow continued technical support to AMCOM Safety Office. The TO is in the pre-solicitation phase, the Contracting Officer is currently reviewing the draft solicitation to be released early February 2026. Under the previous LSJ (Control Number SE-LSJ25-2008), the recompete CRP documents were received by Contracts in February 2025. The recompete experienced delays in finalizing the complete CRP documents which were approved and accepted in September 2025. The recompete also experienced delays due to the Government shutdown which began on 01 October 2025. Both the
Specialist and Contracting Officer were furloughed during this time. The purpose of this action is to continue the required services pending the completion of the award. In the interest of economy, efficiency and safety, it would be neither cost effective nor realistic to expect another contractor to perform during the interim period between now and the end of the current TO and the re-compete.
9. Market Research: In accordance with FAR10.002, market research was conducted by the Contracting Officer’s Representative (COR) for 47QRAA19D007C W31P4Q-19-F- C005. The Contracting Officer signed the Market Research Report/Commerciality (MRR- CD) on 10 December 2025. The AMCOM Safety COR utilized personal knowledge of the EXPRESS Program and contracted knowledge persons in the USG to review the Technical Prime BPA Holders that could possibly complete this task. The market research revealed that it is not feasible to utilize another source for this effort in the necessary timeframe. Program expertise and personal knowledge were used to determine that no other source can mobilize to meet the requirement within the timeframe needed. Bastion Technologies personnel have the immediate in-depth knowledge and experience necessary to meet the TO requirements in the time available. In accordance with FAR 8.404(a), this action is exempt from pre-award synopsis requirements.
