About this file

This Limited Source Justification (LSJ) document supports a modification to an existing Task Order (TO) W31P4Q-19-F-0495 for the Special Operations Aircraft Division (SOAD) at the Army's Combat Capabilities Development Command. The modification seeks to increase the contract ceiling by $3,235,942.00 and extend the Period of Performance (PoP) from 07/30/2025 to 01/29/2026, with two additional optional three-month extensions through 07/29/2026.

The task order provides systems engineering support for MH-47, MH-60, and other aircraft systems, including Foreign Military Sales (FMS), for the US Army Special Operations and Technology Applications Program Office. The contract is with Simulation Technologies and is structured as a Firm Fixed-Price/Time-and-Materials hybrid. The justification emphasizes maintaining continuity of critical technical support services while the contract is being recompeted, leveraging the existing contractor's specialized expertise with military aircraft engineering and maintenance personnel.

FAR 8.405-6 Limited Sources Justification Under the General Services Administration Federal Supply Schedule

Program

Contracting Activity: The Department of the Army, Army Contracting Command- Redstone Arsenal (ACC-RSA) CCAM-MZB-A, Redstone Arsenal, Alabama 35898- 5280.

Description of Action: The SOAD of the Systems Readiness Directorate (SRD), Combat Capabilities Development Command (DEVCOM), Aviation & Missile Center (AvMC), Redstone Arsenal, Alabama, 35898, requests to non-competitively award a logical follow-on to Simulation Technologies, to increase the ceiling by $3,235,942.00 dollars and to request an extension of the Period of Performance (PoP) from 07/30/2025 to 01/29/2026. This LSJ also requests an inclusion of two additional three-month optional period of performance extensions from 01/30/2026 to 04/29/2026 and 04/30/2026 to 07/29/2026 by executing a modification to add work to the Task Order (TO) W31P4Q-19-F-0495 under the Expedited Professional and Engineering Service (EXPRESS) Blanket Purchase Agreement (BPA). This requirement is a Firm Fixed Price/Time and Material TO.

TO W31P4Q-19-F-0495 was originally awarded using competitive procedures under the EXPRESS BPA on 31 July 2019 for five years with an estimated ceiling amount not to exceed $12,286,890.36 dollars. On 28 July 2022 MOD 55 was executed based upon the execution of a Limited Source Justification (LSJ) increasing the amount of the TO to $21,761,890.36 dollars. This modification was executed due to a request by the Foreign Military Sales (FMS) customer to contract for additional support. This support was not expected at the time of the award.

On 17 April 24 MOD 97 was executed based upon the execution of a Limited Source Justification (LSJ) increasing the amount and PoP of the TO to $26,550,752.44 dollars. This modification was executed to prevent a gap in services until the new TO could be competitively awarded.

This LSJ for additional time and ceiling of the current TO, W31P4Q-19-F-0495, will be sufficient to support requirements through the new potential PoP of 07/29/2026.

The total estimated value of this PoP extension will be $3,235,942.00 labor dollars increasing the ceiling to $ 29,786,694.44 labor dollars, 68,923 labor hours, and $378,700.80 travel dollars. TO W31P4Q-19-F-0495 is currently being recompeted.

The purpose of this LSJ is to increase the ceiling and PoP to provide continued support while the effort is being recompeted.

CUI//SP-PROCURE//FED ONLY

Description of Supplies/Services: This effort provides systems engineering for MH-47, MH-60 and any aircraft or system supported, to include Foreign Military Sales (FMS), by US Army Special Operations and the Technology Applications Program Office (TAPO). This support is required to maintain continued safety and airworthiness of the Special Operation Aviation (SOA) fleet. This task order provides critical airworthiness support to the TAPO in the area of airworthiness and systems engineering. This ceiling increase and PoP extension will enable uninterrupted support for these critical technical support services until a follow-on TO can be awarded using competitive procedures.

The re-compete action for this TO is in process. However, as stated above, the re-compete has been delayed. Due to the extended delays and to allow the requirement to move forward, it is being competed as full and open.

The requirements anticipated for this modification to the TO are to continue to fund the current task order until the anticipated award date of the new task order under EXPRESS and additional protest period if needed. The values below represent a breakdown of the numbers associated with this request. The requests are as follows:

Authority Cited: Title Ill of the Federal Property and Administrative Services Act of 1949, (41 U.S.C. 251, et seq.), Title 40 U.S.C. 501, Service for Executive Agencies, as implemented by FAR 8.405-6(a)(1)(i)(C). In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order placed in accordance with applicable Federal Supply Schedule ordering procedures.

Reason for Authority Cited: The proposed acquisition requires the use of the above cited authority FAR 8.405-6(a)(1)(i)(C) based on the following:

The reason for the authority cited in this LSJ regarding , is that the work to be performed during this PoP extension and ceiling increase is a logical follow-on to the current task order. The relationship between the initial order and the follow-on is logical as the follow-on effort is a continuation of the same scope of work currently being performed. This LSJ supports the authority cited above as a logical follow-on to the existing W31P4Q-19-F-0495 Task Order, which was initially awarded 31 July 2019.

This acquisition is in the interest of economy and efficiency because this ceiling increase and PoP extension will prevent costly and unacceptable disruption of services. The request is required to ensure all requirements associated with this TO continue to be economically and efficiently performed until a new TO can be competitively awarded.

This acquisition provides the best economy to the government for the following reasons: SimTech employs contractors with extensive specialized experience in airworthiness, analytical and technical support with the majority having been U.S.

Army operators (aviators) and/or maintenance personnel for the MH-60/MH-47 aircraft. This allows SimTech to meet the government’s requirement timely, without having to find employees with these qualifications, thus providing support without interruption to the SRD airworthiness mission.

This acquisition is the most efficient path forward for the following reasons: Award of a new TO using full and open procedures will still require more time than is left under the current POP. The value the government is obtaining is a result of maintaining the same technical skill set, with the efficiency necessary to support the mission without interruption.

The relationship between the initial order and this follow-on is logical from a technical, economic, efficiency standpoint, as the increased ceiling will enable uninterrupted continuity of services, thereby preventing a disruption that would otherwise be detrimental to operations. The technical requirement has not changed.

The Performance Work Statement (PWS) will remain the same as awarded under the current effort with the approval and award of the LSJ.

The requirements anticipated for this modification to the TO are to continue to fund the current task order until the follow-on for this requirement can be competitively awarded under EXPRESS Technical Domain.

Efforts to Obtain Competition:

Effective competition. As stated above, the Government is in a re-compete posture for this requirement. The Government is seeking to compete this effort in a timely manner.

Subcontracting competition. The government shall ensure all contractors obtain subcontracting competition in accordance with FAR 52.244-5:

Competition in Subcontracting and DoD FAR Supplement (DFARS) 252.219- 7004, Small business Subcontracting Plan Test Program, which will be included in the solicitation and resulting contract.

The notices required by FAR 5.201 shall be published.

Actions to Increase Competition: No actions have been taken to seek competition for this modification to the TO, since the requested modification is due to a recompete already in process. The ceiling increase and six-month PoP extension, and two three-month PoP extensions are only intended to prevent mission failure, ensure economy and efficiency, and allow mission-essential efforts to continue until the Government’s re-compete effort under competitive procedures is complete.
