About this file

This is a Notice of Intent issued by the Massachusetts Department of Public Health (MDPH), Office of Preparedness and Emergency Management (OPEM), announcing the agency's intent to contract with pediatric academic medical centers for an Emergency Medical Services for Children (EMSC) program funded by the U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA). The program aims to ensure seriously sick or injured children have access to high-quality pediatric emergency healthcare by expanding education, knowledge, preparedness, and skills among healthcare providers in pre-hospital and hospital environments. OPEM intends to contract with six specific institutions: Baystate Medical Center, Boston Children's Hospital, Boston Medical Center, Massachusetts General Hospital, UMass Memorial Medical Center, and Tufts Medical Center. The contract period runs from April 1, 2026, through March 31, 2027, with potential renewals for an additional three years subject to funding availability. Interested organizations must submit an email to Benjamin Palmere, Pediatric Preparedness Planner, at Benjamin.palmere@mass.gov no later than 12:00 p.m. EST on March 20, 2026.

The contracted institutions will provide high-fidelity pediatric simulation training supported by academic subject matter experts, specialized pediatric clinical consultation on education and emergency response planning, and access to academic research capabilities. OPEM has determined that the identified medical centers possess the unique faculty, services, expertise, equipment, and resources necessary to execute the grant's mission and achieve evidence-based, effective pediatric emergency care aligned with national best practices. Funding is provided through the HRSA grant to MDPH for the designated budget period, with the scope of work focused on expanding the state's capacity to deliver quality pediatric emergency care in both pre-hospital and hospital settings.
