Special Notice Synopsis:
Added: Aug 23 2019 13:33 Army Contracting Command APG, Tobyhanna Division intends to award a sole source service which can produce equipment specifically intended to be delicate on a circuit board but yet abrasive enough to remove conformal coating. This is a Notice of Intent to issue a negotiated sole source Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 332813 with a small business size standard of $500 in average annual revenue.
The Government intends to negotiate a sole source contract with:
Crystal-mark, Inc., A Swan Technologies Corporation 613 Justin Avenue Glendale, CA 91201-2326 1-818-240-7520 POC: Chris Romero The Contractor shall provide services and materials for using a micro abrasive blasting system designed to selectively remove conformal coating from electronic printed circuit boards’ (PCB) components with pinpoint accuracy, without causing mechanical or ESD damage.
Market research to date has determined Tobyhanna Army Depot (TYAD) engineering representatives have used “like” equipment from Crystal Mark in the past. TYAD engineering representatives have visited/discussed circuit card repairs with commercial vendors and this is the industry leader in circuit card repair equipment. No other know manufacturer produces equipment that meets the required specs of the
Turbo-MAX CCR-MAX-MV2L with microscope Zoom Assembly. The additional zoom assembly allows TYAD technicians with the ability to troubleshoot AND repair microscopic defects pertaining to soldiering and defective components. Using this added feature allows the technicians to remove conformal coating to only the specific area of the circuit card, allowing minimal risk of damage to the remaining components on the card. TYAD engineering reps have also scoured the internet to find any other vendors of “like” equipment that perform to the same specifications and have not found any other sources.
This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement, which shall be considered by the agency. All inquiries should be sent by email to maria.t.lucarine.civ@mail.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 26 September 2019.
