MINIMUM SPECIFICATION FOR
SEMI-AUTOMATIC ROTARY STRIPPER
1. Scope
This specification defines the minimum requirements for a new Semi-Automatic Rotary Stripping Machine for the Electronic Fabrication Division. This specification includes details for the purchase and training for a new semi-automatic rotary stripping machine with the accessories defined in this specification.
2. Application
The semi-automatic stripping machine along with its accessories will be used to strip and wire for cable assemblies.
3. Process/Performance Requirements: The stripping machine shall be activated when a wire end is inserted and touches the trigger sensor at which time the wire is automatically clamped and stripped. The stripping machine shall meet the following requirements as a minimum:
3.1 Wire gage: The stripping machine shall be capable of stripping wire from 36 to 10 AWG with an outer diameter up to .27” (7 mm). Diameter stripping increments shall be .01 mm.
3. 2 Strip Length: The stripping machine shall be capable of stripping lengths from .01 inches (.1 mm) to 1.34 inches (34 mm) as a minimum. Strip length adjustment increments shall be .1 mm.
3.3 Wire Insulation: The stripping machine shall be capable of but not limited to stripping polyvinyl chloride (PVC), polyurethane (PUR), rubber, Teflon, Tefzel and Kapton wire insulation.
3.4 Processing Applications: The stripping machine shall be capable of being used to strip wire where controlled twisting of the wire strands is required.
3.5 Control: The stripping machine shall employ an intuitive touchscreen interface to allow the user to program such parameters as the rotary speed, incision diameter, incision speed, stripping length, pull-off length, wire clamping force and twisting force & direction. Machine control shall be capable of storing programs for the stripping of a minimum of 1,000 wire/cable configurations.
3.6 Accessories The vendor shall provide the following accessories as a minimum:
- Set of standard carbide flat blades (installed)
- Power cord
- Safety shield (installed)
- Slug container (installed)
- Tooling kit – including hex key set, torx key, grease, calibration fixture & brass sleeve
3.7 Machine Size: The stripping machine shall not require a foot print greater than 16” by 6”.
3.8 Utilities
The stripping machine shall operate on 120 VAC, single phase, 60 cycle power. The necessary power required and the amperes shall be stated in the proposal.
4. Safety
The stripping machine shall meet all requirements set forth in OSHA General Industry Standards 29 CFR 1910, dated 1 July 1996. In addition it shall meet or exceed the National Fire Protection Association (NFPA) requirements of NFPA 79-1994, "Electrical Standards for Industrial Machinery." Machine shall comply with all CE and EMC equipment guidelines relative to mechanical and electrical safety and electromagnetic compatibility. System shall have appropriate safety shielding to protect operators and personnel working near the system.
5. Documentation
The contractor shall provide a complete set of commercial operator and maintenance manuals with the stripping machine. This documentation shall be provided at the same time as the machine delivery.
6. Demonstration/Training Demonstration/training shall begin within 10 working days of installation and set-up. The contractor shall provide demonstration/training for a maximum of 3 shop personnel and 2 Engineering personnel in the proper set-up, operation, and calibration of the equipment. The contractor shall also provide instruction on the proper preventative maintenance and troubleshooting techniques for the cut and strip system. Instruction shall be performed at the Depot during normal Depot working hours (Monday thru Friday 7:30 AM to 4:00 PM) excluding Federal Holidays. The instruction shall be structured to be completed within 4 (minimum) to 8 hours (maximum) and have sufficient time for a question and answer session. Demonstration/training will take place after installation and set-up. Wire required for the demonstration/training shall be provided by the government.
7. Delivery
a. Delivery of the stripping machine shall be within 4 weeks of contract award. Setup & demonstration/training shall be performed by the contractor not later than 10 days after delivery of the equipment and shall be completed within 5 days of start date.
b. Training shall be completed not later than 10 days after installation and set-up.
c. Contractor shall coordinate delivery with the Contracting Officer, to include a pre-delivery notification at least 10 days prior to shipment of equipment.
8. Installation
Installation responsibilities shall be shared between the Government and the contractor. The Government shall unload the equipment from the truck, move it to the shop area, unpack the machine and place machine on bench and connect the utilities (electricity). The contractor shall then complete any incidental installation processes in order to place the stripping machine into service and ready for demonstration/training. All installation procedures shall be coordinated with the Contracting Officer (KO) or the Contracting Officer's Representative (COR). All installation shall be performed by English speaking U.S. citizens. All work shall be performed during normal working hours: Monday through Friday from 7:30 am to 4:00 pm Eastern Standard Time, excluding Federal Holidays, unless special arrangements are made with the KO or COR.
9. Warranty
The equipment furnished under this specification shall be warranted for parts and labor for a period of 1 year from the date of final acceptance. IN THE CASE OF ANY COMPONENTS OR SUBSYSTEMS WHICH COME WITH A WARRANTY FROM THE MANUFACTURE THAT IS LONGER THAN A YEAR, THAT WARRANTY WILL BE PROVIDED TO THE GOVERNMENT WITH THE OTHER REUQIRED DOCUMENTATION. THE EXISTANCE OF WARRANTIES FOR COMPONENTS OR SUBSYSTEMS WHICH HAVE A DURATION OF LONGER THAN ONE YEAR IN NO WAY NEGATES OR DIMINISHES THE RESPONSIBILITY OF THE CONTRACTOR FOR PROVIDING WARRANTY OF THOSE COMPONENTS OR SUBSYSTEMS FOR A PERIOD OF ONE YEAR AFTER THE DATE OF FINAL ACCEPTANCE. There shall be single contractor accountability to prevent confusion of responsibility if a problem or breakdown occurs. Warranty will not apply to consumables such as blades.
