AS9100/9110 REGISTRAR SERVICE

Solicitation ID: W25G1V-23-Q-0049

QUESTIONS and ANSWERS (March 27, 2023)

Listed in order of receipt – (Newest are added to bottom of list.)

(Number 01 of 04 – Submitted March 8, 2023)

Q: “In the OASIS database we do not see an exclusion for design for either AS9100 or AS9110 though the scope statement does not support the inclusion of design. Is that an oversight or is that site design responsible for both standards?”

A: Design exclusion was dropped a few years ago - that might have been an oversight.

(Number 02 of 04 – Submitted March 8, 2023)

Q: “Surveillances for 2024 and 2025 option years will be calculated using the newly released AS9104-1:2022 and the OCAP method of calculating audit time, not the ADC referenced in paragraph 1.6.12 of the PWS. Will further information be provided so that the methodology defined in AS9104-1:2022 can be used to calculate audit time?”

A: The new OCAP method will not be implemented until 2024 (which is an option year). Until that method is fully implemented, the legacy system will still apply. Starting in 2024 the new OCAP method will be used, and corresponding data will be provided.

(NOTE: This question is answered under the assumption that the intended PWS reference within, is meant to be bullet item # 12 under paragraph 1.6.8., as the context of paragraph 1.6.12. does not match the inquiry.)

Number 03 of 04 – Submitted March 23, 2023

Q: “My question is, what exactly do you mean when you say “Transition” in the following PWS paragraphs (see below)? I ask because “transition” is not a word in the vernacular of AS9101F or AS9104-1. Also, I want to make sure everyone understands that according to AS 9104-1 paragraph 8.6.2 “Certificate expiration date; the maximum term for which a certificate is valid is three years. There is no extension allowed to a three-year certificate” What that means is that unless the recertification audit is completed by the certificate expiry date the certificate of registration will be revoked.

1.2 - To avoid a lapse in the TYAD’s current AS9100D and AS9110C certifications, the Transition Audit shall be complete prior to expiration, which is 03 June 2023. After the transition audit takes place, the contractor shall issue a new certificate with a date sufficient to avoid a lapse in certification while the recertification audit takes place.

1.3 - Within 12 months of contract award, the Registrar shall execute a Transition Audit and a Re[1]Assessment Audit. NOTE: The Transition Audit shall be complete prior to 03 June 2023.”

A: The official language would probably be a “Transfer Audit” or “Special Audit” due to transfer of CB.

Number 04 of 04 – Submitted March 24, 2023

Q: “There is IAQG Resolution 150 that states if the recertification activities have started, i.e., an on-site audit prior to expiration then we have 6 months to continue the recertification and re-instate the certificate. By starting the recertification process that means doing at least one day of the audit prior to expiration.”

A: Yes, that is what is meant by the “Transition Audit” described in the most recent solicitation amendment (# 0004) and revised PWS (Attachment 01 – PWS_v2).
