AMENDMENT TO ADD THE FOLLOWING LANGUAGE TO THE STATEMENT OF WORK IN SECTION 7:

If it is not possible for the contractor to travel to Tobyhanna Army Depot due to official travel restrictions associated w ith COVID-19 or another unforeseen situation, the contractor shall virtually w alk government personnel through incidental start-up steps to place the system into service and ready for operation and provide virtual training per the same standards identified for in person training. The in person/onsite set-up and training is the desired method and virtual w ill only be accepted if off icial restrictions prohibit it.

STATEMENT OF WORK

MINIMUM SPECIFICATION FOR

AUTOMATIC CUT AND STRIP SYSTEM

1. Scope

This specification defines the minimum requirements for a new Automatic Cut and Strip System for the Electronics Fabrication Division. This specification includes details for the purchase and training for a new automatic cut and strip system with the accessories defined in this specification.

2. Application

The automatic cut and strip system along with its accessories will be used to measure, cut, strip and mark wire for cable assemblies.

3. Requirements

3.1 Process/Performance Requirements The cut and strip system shall have a rotary head to provide for a rotary incision to cut cleanly through braided shield when necessary. The cut and strip system shall meet the following requirements as a minimum:

3.1.1 Wire gage: The cut and strip system shall be capable of measuring, cutting, stripping and marking wire from 32 to 2/0 AWG.

3.1.2 Wire size: It shall be capable of measuring, cutting, stripping and marking wire up to

.630” outside diameter.

3.1.3 Wire Length: The cut and strip system shall be capable of measuring, cutting, stripping and marking wire as short as 3 inches up to as long as 39,370 inches.

3.1.4 Stripping Length: The cut and strip system shall be capable of stripping up to 39,370 inches.

3.1.5 Pull-off Length: The cut and strip system shall be capable of up to 4.5 inches on the left and up to 9.5 inches on the right.

3.1.6 Stripping Applications: The cut and strip system shall be capable of the following strip applications as a minimum:

- Cut & Strip with partial or full pull-off, right and left

- Multi-stage stripping

- Multi-step stripping

- Jacket stripping of multi-conductor cable

- Stripping of very thin insulation

- Jacket stripping of multi-conductor cables and power cord with stripping of inner conductors

- Out-of-line cutting, separating and stripping

- Multi-step stripping of jacket and inner conductors

- And Multi-step stripping of shielded cables with or without processing the shield

3.1.7 Control The cut and strip system shall have a built in PC to control cut and strip operations. The control shall employ a minimum of a 10” color touchscreen monitor to provide user interface.

3.1.8 Accessories The vendor shall provide the following accessories as a minimum:

- Guide Tubes – Front and rear guide tubes shall be provided from 2mm through 18mm in 2mm increments. Any guides required for the rotary unit shall also be provided.

- Air injector, turret guide, cable recoil brake and transport belts shall be installed

- Wire Straightener - The cut and strip system shall include two wire straighteners to provide for quality cut, strip and marking.

- Interface – The cut and strip system shall include all interfaces, cables, encoders and etc that are necessary to provide it as a fully functional system.

3.1.9 Machine Size: The cut and strip system shall not require a foot print greater than 4’ by 4’.

It is acceptable to provide the equipment in a disassembled condition but the depot will not assemble the equipment. This will be considered part of the contractor’s installation.

3.2 Utilities

The cut and strip system shall operate on 120 VAC, single phase, 60 cycle power. The necessary power required and the amperes shall be stated in the proposal. The cut and strip system shall rely on regular shop air if it has a compressed air requirement. Shop air is approximately 90-100 PSI.

4. Safety

The cut and strip system shall be UL listed and meet all requirements set forth in OSHA General Industry Standards 29 CFR 1910, dated 1 July 1996. In addition it shall meet or exceed the National Fire Protection Association (NFPA) requirements of NFPA 79-1994, "Electrical Standards for Industrial Machinery." All energy control sources shall have the capability of being locked out and tagged out. The contractor's manuals shall detail the lockout/tagout procedures which are required to bring the cut and strip system to a zero mechanical state for maintenance or service procedures. Procedures to return from the zero mechanical state to full operational capability shall also be provided.

5. Documentation

The contractor shall provide two sets of commercial manuals with the cut and strip system. This documentation shall be provided at the same time as the machine delivery.

6. Delivery

a. Delivery of the cut and strip system shall be within 90 days of contract award.

b. Start-up/set-up shall be performed by the contractor not later than 15 days after delivery of the equipment and shall be completed within 5 days of start date. Start-up/set-up shall be completed per paragraph 8 of this specification.

c. Contractor shall coordinate delivery with the Government Point of Contact (GPOC) to include a pre-delivery notification at least 10 days prior to shipment of equipment.

7. Start-up/Set-up

Start-up/set-up responsibilities shall be shared between the Government and the contractor.

The Government shall unload the equipment from the truck, move it to the shop area, rough level the equipment, and connect the utilities(electricity and compressed air). The contractor shall then complete any incidental set-up in order to place the cut and strip system into service and ready for operation. All set-up shall be coordinated with the GPOC. All start-up/set-up shall be performed by English speaking U.S. citizens. All work shall be performed during normal working hours: Monday through Friday from 7:30 am to 4:00 pm Eastern Standard Time, excluding Federal Holidays, unless special arrangements are made with the GPOC. If it is not possible for the contractor to travel to Tobyhanna Army Depot due to official travel restrictions associated with COVID-19 or another unforeseen situation, the contractor shall virtually walk government personnel through incidental start-up steps to place the system into service and ready for operation and provide virtual training per the same standards identified for in person training.

The in person/onsite set-up and training is the desired method and virtual will only be accepted if official restrictions prohibit it.

8. Warranty

The equipment furnished under this specification shall be warranted for parts and labor for a period of 1 year from the date of start-up/set-up. IN THE CASE OF ANY COMPONENTS OR

SUBSYSTEMS WHICH COME WITH A WARRANTY FROM THE MANUFACTURE

THAT IS LONGER THAN A YEAR, THAT WARRANTY WILL BE PROVIDED TO THE

GOVERNMENT WITH THE OTHER REUQIRED DOCUMENTATION. THE EXISTANCE

OF WARRANTIES FOR COMPONENTS OR SUBSYSTEMS WHICH HAVE A DURATION

OF LONGER THAN ONE YEAR IN NO WAY NEGATES OR DIMINISHES THE

RESPONSIBILITY OF THE CONTRACTOR FOR PROVIDING WARRANTY OF THOSE

COMPONENTS OR SUBSYSTEMS FOR A PERIOD OF ONE YEAR AFTER THE DATE

OF start-up/set-up. There shall be single contractor accountability to prevent confusion of responsibility if a problem or breakdown occurs.
