2 Vision 21 Points Listing

Appendix J: Fire Detection & Suppression Construction/Renovation Requirements

1. Introduction. Tobyhanna Army Depot (TYAD) serves an important role in supporting the Warfighter and is a recognized leader in providing World-Class Logistics Support for Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Systems across the Department of Defense. Integral to the success of this mission is the need to ensure the safety of all personnel and the protection of the resources needed to fulfill the mission. An important part of this is ensuring that the fire alarm systems are fully operational and in good working condition to provide early and accurate detection and notification in the event a fire or other emergency. This requires that the systems in place are functioning properly in accordance with (IAW) the manufacturer’s specifications, National Fire Protection Association (NFPA), Army Scope of Service and Unified Facilities Criteria (UFC) Standards.

2. Background. The scope of this performance requirement includes inspecting, testing, preventative maintenance and remedial repairs to the fire alarm systems located throughout TYAD. The contractor shall furnish all supervision, labor, equipment and parts in support of this contract. Additional systems may come online due to the construction (renovation/self-help) or acquisition of new buildings, facilities or equipment; removals may result from the replacement or obsolescence of existing buildings, facilities or equipment. In the case of adding equipment, the Contractor shal l incorporate the new equipment into the inspection, testing, preventative maintenance schedule.

3. General Requirements.

3.1 Place of performance. All of the fire alarm systems within the scope of this effort are located on-site at TYAD. TYAD is located in Monroe County, Northeast region of Pennsylvania.

3.2 Period of performance. The period of performance is 12 months from the commencement of the service, subject to the Government’s option to extend the period of performance. The contract will be for one base year and two one-year option periods. Exercise of options is at the sole discretion of the Government.

3.3 Hours of Operation. The contractor shall physically report to the Emergency Communications Center (ECC) each weekday prior to 8:00 AM. All work shall be performed between the hours of 8:00 AM and 4:00 PM Monday through Friday, excluding federal holidays, hard closures or periods otherwise stipulated by the Government. The contractor shall notify the (Contracting Officer’s Representative (COR) via email, phone or text by 7:00 AM anytime that the contractor will not be on-site by 8:00 AM so that all appropriate personnel may be notified. In the event of the unavailability of the contractor’s normally designated on-site personnel, the contractor shall be responsible for providing substitute personnel who are of the same qualifications and are familiar with the performance of the contract requirements so that no disruption to services to the government are evident.

3.4 Phase-In/Out.

3.4.1 Phase In. Minimum phase in shall be ten business days. Maximum phase in period shall not exceed fifteen business days. The contractor shall develop and provide the COR a detailed written transition plan prior to phase in.

This plan shall ensure a seamless transition between the outgoing contractor and the incoming contractor. Phase-in is defined as providing appropriately trained and qualified personnel to perform functions associated with inspecting, testing, preventative maintenance and remedial repairs to the fire alarm systems located throughout TYAD.

This transition plan shall include, but is not limited to:

• Coordination with Government representatives.

• Transition of historic data to new contractor system.

• Government-approved training and certification process.

• Transfer of all necessary business and technical documentation.

• Orientation phase and program to introduce Government personnel, programs, and users to the Contractor's team, tools, methodologies, and business processes.

• Distribution of Government owned assets such as portable radio.

• Transfer of GFE and provide GFE inventory management assistance.

• Applicable personnel in-processing procedures.

• Issue and account for government keys, identification and access cards.

3.4.2 All contract personnel shall in-process through designated

Government personnel to ensure compliance with the Government’s requirements for security measures and other administrative in-processing requirements as identified by the Government.

3.4.3 At the time of phase in, the contractor shall provide the COR with copies of the contractors training certifications related to all systems provided in Attachment 1. For any system manufacturer the contractor is not certified to work on, a certified sub-contractor should be used for programming. The contractor shall also provide copies of those employees credentials to the COR prior to work being performed.

3.4.4 Phase Out. The Contractor shall provide a plan for a 30 calendar day outgoing transition period in order to transition work. The COR will notify the incumbent contractor of all outstanding requirements the contractor must complete before the contract ends. The contractor shall not defer any requirements for the purpose of avoiding responsibility or of transferring such responsibility to the succeeding contractor. The contractor shall fully cooperate with the succeeding contractor and the Government so as not to interfere with their work or duties.

In accordance with the Government-approved plan, the contractor shall assist the Government in planning and implementing a complete transition from this contract and orders issued under this contract to a successful provider. This shall include formal coordination with Government staff and successor staff and management. It shall also include delivery of copies of existing policies and procedures and delivery of required metrics and statistics. This transition plan shall include, but is not limited to:

Coordination with Government representatives.

Review, evaluation and transition of current support services.

Transition of historic data to a new contractor system.

Government-approved training and certification process.

Transfer of all necessary business and technical documentation.

Transfer of Government Furnished Equipment (GFE) and provide GFE inventory management assistance.

Applicable transition debriefing and personnel out-processing procedures.

Coordinate with the Government to account for Government keys, Identification, and access cards.

3.4.5 All contract personnel shall out-process through the designated Government personnel to ensure compliance with the Government’s requirements terminating access and other administrative out-processing requirements as identified by the Government.

3.4.6 Administrate Matters: The Contractor shall provide a listing of personnel, in order of notification preference, by name and phone numbers, where the government can make timely contact with management for administrative issues affecting contract performance (e.g., contractor no show).

3.4.7 Management and Supervision of Contractor Personnel. The contractor shall provide all management, quality control, labor, supervision, parts, materials, tools, equipment, supplies, transportation and other services necessary for the inspection, testing, preventative maintenance and remedial repair of the fire alarm systems at TYAD. The contractor shall inspect, test, perform preventative maintenance and minor repairs to the fire alarm systems to determine whether they are in service and in satisfactory operating condition IAW the manufacturer’s published specifications, UFC, NFPA, etc. and complete any remedial repairs upon COR approval.

The contractor shall, without additional expense to the Government, be responsible for obtaining any and all necessary licenses and permits and shall comply with any applicable safety and health requirements by Federal, State and Local laws, codes or ordinances in connection with performance of this contract.

4. Contractor Personnel.

4.1 General. The contractor shall provide trained and experienced service technicians with recent and relevant experience with the types of systems located at TYAD and to provide quality services IAW manufacturers’ specifications and accepted industry standards according to the NFPA and UFC. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

4.2 Service Contract Labor Standards. FAR 37.107 and 41 USC Chapter 67, Service Contract Labor Standards, provides for minimum wages and fringe benefits as well as other conditions of work under certain types of service contracts. Service Contract Labor Standards are applicable to this acquisition. Prevailing wage rates may be referenced at the following link: https://www.wdol.gov

The Wage Determination currently in effect as of 13 July 2017 is WD 15-5797 (Rev. -2), posted 18 July 2017.

4.3 Specific Qualifications. The contractor or any sub-contractor must meet the intent of UFC 3-601-02, 1-8 Personnel Qualifications and furnish documentation showing that the personnel have been trained, certified and are experienced. The provisions of section 4.3 shall also apply for all systems listed in Attachment 1.

4.4 Background/Access Requirements. Prior to the commencement of the contract, a background check and approval from TYAD Security Branch is required for all contractor and subcontractor personnel prior to on-site access at TYAD. All persons seeking entrance to TYAD shall submit to and comply with all security standards and requirements in force at the time such persons are seeking entry. All contractors, regardless of resident status or citizenship, will be subject to vehicle search and intense in-processing by TYAD security personnel prior to being granted access to TYAD. This security screening process may be time consuming and access may be delayed or denied. The contractor shall ensure ELTY Form 648-C is completed for all contractor and subcontractor personnel requiring depot access to include warranty services. The TYAD point of contact (POC) will provide ELTY Form 648-C, Request Access to Tobyhanna Army Depot, to the contractor/vendor at least ten days prior to the expected visit date for completion. The contractor/vendor shall return the completed ELTY Form 648-C to the TYAD POC in a timely manner so the same may be submitted to Security for processing no later than seven days prior to the visit. All of the required fields on the form shall be complete and accurate by the contractor/vendor for timely processing.

This requirement is inclusive of on-site supervisory or managerial personnel and sub-contractor personnel that the Contractor anticipates will be performing work or visiting on-site. This security screening does not relieve the contractor of any responsibilities to conduct thorough pre-employment background checks and drug screening. Contractor workers will not be granted access to the work site until security screening is completed and access is approved. Any contractor personnel on-site who fail screening will not be permitted further access to TYAD. See “Access and General Protection/Security Policy and Procedures” below.

Please submit the completed ELTY Forms 648-C form(s) to the COR or POC.

4.5 Within five (5) workdays of the submission of the roster and documentation, and ELTY Form 648-C, the Government will have completed the security check and the Contractor will be notified whether all listed personnel will be permitted to work on-site.

However, actual access to TYAD by the roster personnel will remain contingent upon such resident alien (immigrant) individuals presenting two (2) forms of identification as they process into the Depot through the Visitor Control Center: a valid Form I-551, Alien Registration Receipt Card (“Green Card”) in addition to at least one other verifiable form of identification.

4.6 The roster which the Contractor submits is amendable. However, up to five

(5) workdays will be required to perform a security check on any personnel added to the roster. The contractor is urged to include contingency or “backup” personnel in the original roster in order to avoid delays due to roster amendment. 9.5.5 TYAD will perform security screening of all contractor employees, inclusive of subcontractor personnel that the contractor anticipates will be performing work on-site, performing at TYAD and for any other representative/employee before a TYAD badge or TYAD site badge is issued. Any contractor employee(s) already on-site who have not been screened or employees who are on-site in transition to this Task Order will be subject to security screening as scheduled by TYAD. This security screening does not relieve the contractor of the responsibility to conduct thorough pre-employment background checks and drug screening if required. Applicable forms will be provided to the contractor for completion by the contractor and contract worker. Contractor workers will not be granted access to the worksite until security screening is completed and access is approved. Any workers on-site who fail screening will not be permitted further access to

TYAD.

4.7 Contractors whose personnel are denied entry to TYAD or assigned duty location due to the security requirements are not relieved of their obligation to provide the required contract performance and must do so at no additional cost to the Government. Any contractor failing to perform or that fails to perform in a timely manner under such circumstances may be terminated for default or be subject to other contractual remedies as appropriate.

4.8 If work requirements dictate that contractor personnel require access to secured locations/buildings, it is the responsibility of the contractor to coordinate with the COR to obtain the escort(s) required and any associated elevated security clearances.

5. Other Considerations.

5.1 Environmental. Protecting the environment is a priority at TYAD. In order to ensure that this is accomplished, policies and procedures are in place to cover spills, air quality, hazardous materials, and other environmental areas of concern. Contractors working at TYAD need to be familiar with and comply with the established policies and procedures. Contractors are directed to the Standard Specifications for Projects under the National Environmental Policy Act in Accordance with 32 CFR 651 Proponent ELTY-ISR-E as referenced below. Specific questions, concerns, and clarifications are to be directed to the COR.

5.2 Fire Detection Work. In addition to NFPA, UFC and other regulatory requirements, all work shall comply with Appendix J. (Reference Attachment 3, Appendix J, Fire Detection & Suppression Construction/Renovation Requirements)

5.3 OSHA Rules and Regulations. Contractors must comply with all Department of Labor and OSHA Rules and Regulations, 29 Code of Federal Regulations (CFRs) 1910 (General Industries), and/or 1926 (Construction), and all applicable sections of the National Fire Protection Association (NFPA) Codes.

5.4 Safety Video. All Contractors are required to view a Government Furnished

Safety Video prior to any work performed on the Depot.

5.5 Accident Reporting. All accidents resulting in injury of any type shall be immediately reported to the COR, Contracting Administrator, and the Contracting Officer.

5.6 Pre-Work Conference. Prior to the initiation of any work under this contract, the contractor shall meet with the COR at a time, date, and location established by the COR for the purpose of coordinating the initiation of work.

5.7 Government Furbished Property (GFP) and Government Furnished Equipment (GFE) for Contractor Use. The Contractor shall be issued one portable radio with charger to remain on-site which will enable direct communications with TYAD’s ECC and Fire and Emergency Services Branch (F&ESB) personnel. The contractor shall be provided access to a kitchen/break area equipped with a sink, microwave, range, refrigerator/freezer an area suitable to conduct the administrative functions associated with the execution of this effort. The contractor shall be responsible to provide office supply support for the day-to-day requirements generated within a normal office environment. The contractor will be provided rack storage space in an access controlled, non-heated, pole building (Building 17A) for storage of ground ladders, spare parts and other contractor provided equipment.

Contract employees will be authorized to use Government dining facilities during their normal operating hours and at contractor employee’s expense. Contractor will be prohibited from having visitors on-site other than those employed by the Contractor.

The government site will also have adequate parking for privately owned/contractor owned vehicles driven by contract employee.

The contractor shall be responsible for the cost of full replacement/repair of any and all equipment abused/broken outside of normal wear and tear. If intentional destruction is suspected, the Security Branch may be notified for a formal investigation.
