About this file
This document is a Notice of Intent for a point-of-care COVID-19 testing purchasing announcement from the Massachusetts Department of Public Health (DPH). DPH is seeking expedited collective purchasing for COVID point-of-care tests due to the public health emergency. The Department of Health and Human Services (DHHS) has provided notice that each state will be able to purchase COVID point-of-care diagnostic tests, starting with the Abbott BinaxNOW test, through the Federal Supply Schedule (FSS) program. Massachusetts will be allocated 166,080 tests per month and 4,152 control kits per month. This allocation will end in mid-January, and DHHS is providing a streamlined process for states to purchase these tests going forward through a federal contract with Abbott Diagnostics Scarborough, Inc.
The federal contract eliminates the need for states to negotiate individual purchasing contracts and provides a consistent source of the BinaxNOW test. The maximum number of tests that states can purchase each month is predetermined based on population to ensure supply availability. Pricing and other salient details are not provided in this document.

Notice of Intent Point of Care Tests Purchasing Announcement W21088
DPH is seeking expedited collective purchasing for COVID point-of-care tests due to the public health emergency.
The Department of Public Health has been provided with a notice from DHHS indicating that each state will be able to purchase COVID point-of-care diagnostic tests starting with the Abbot BinaxNow test, through the Federal Supply Schedule (FSS) program. Massachusetts will be allocated 166,080 tests per month, and 4,152 control kits per month. The initial allocation of these tests was distributed by DHHS to states, nursing homes and assisted living facilities. This allocation will end mid-January. Going forward, DHHS is providing a streamlined process for states to purchase COVID point-of-care diagnostic tests, starting with the Abbott BinaxNOW rapid antigen test, through a federal contract.
Through a contract between the federal government and Abbott Diagnostics Scarborough, Inc., states will be able to purchase tests at the best negotiated federal rate through an existing Federal Supply Schedule program. The contract eliminates the need for states and territories (as well as federal agencies) to spend resources negotiating and establishing individual purchasing contracts with manufacturers and, most importantly, provides a consistent source of the BinaxNOW test. The maximum number of tests that states and territories will be able to purchase each month is predetermined and based on population to ensure supply availability for all on an ongoing basis.
