About this file
This document is a Solicitation Questions & Answers (Q&A) for a federal contract opportunity.
Contract Overview and Scope: Solicitation W15QKN-27-R-A011 is a follow-on requirement for snow and ice removal services at CPL Gordon M. Craig USARC, 915 W. Chestnut Street, Brockton, MA (MA006). The current contract is W15QKN-22-D-5019, held by Providence Engineering Services, LLC, with a total contract value of $174,000.00. The service area comprises 96,669 square feet of parking lots and driveways to be plowed and 3,656 square feet of sidewalks, landings, and entrance ramps to be shoveled.
Key Service Requirements and Pricing Terms: Services are triggered at 1 inch of snow accumulation for plowing; salt and sanding may be called out for lesser amounts. Contractors must arrive within 2 hours of notification with no specified completion time. Each pricing unit (CLINs 0001-0005) covers an entire snow event regardless of multiple pushes required, including sidewalk clearing and treatment as one billable event. Sidewalk clearing (CLIN 0007) and ice melt/sand applications (CLIN 0006) are billed separately despite occurring during the same event. One full ice melt and sand application covers both lots and sidewalks. Two ice melt barrels are required—one at the training building entrance and one at the AMSA shop entrance—maintained per PWS 5.1.12 specifications. Contractors are responsible for relocating excessive snow accumulation off-site; no separate CLIN exists for hauling, so this cost must be incorporated into existing pricing. For concrete surfaces, CMA is preferred with Calcium Chloride/Magnesium Chloride acceptable; Sodium Chloride, Ammonium Sulfate, and Ammonium Nitrate are prohibited. For blacktop, CMA is preferred with Magnesium Chloride acceptable; Calcium Chloride and Sodium Chloride are prohibited. Sidewalk clearing is charged as a flat rate per snow event regardless of accumulation depth. Snowfall category boundaries are defined by upper limits (3.0", 6.0", 10.0", 14.0") with the next category beginning at 3.1", 6.1", 10.1", and 14.1" respectively. The small business size standard for NAICS 561790 is $9,000,000. Proposals must be submitted by email to Contracting Officer Ms. Jasmyne Peterson (jasmyne.c.peterson.civ@army.mil) and Contract Specialist Mitchell Douglas (mitchell.e.douglas.civ@army.mil), with submission deadline listed in the latest amendment at Eastern Standard Time. All supporting documents, including amendments, the Performance Work Statement, snow removal map, and wage determination (WD 2015-4053 Rev. 36), are available on SAM.gov. FAR 52.219-14 compliance is measured annually based on the awarded contract and any exercised options.

Solicitation Questions & Answers
Solicitation No. W15QKN-27-R-A011
Description: Snow and Ice Removal Services – Brockton, MA (MA006)
Q1. Is this a new contract? If not, is there an incumbent performing the services? What is the current / previous contract number?
A1. This is a follow-on requirement. The current contract number is W15QKN-22-D-5019 and the incumbent is Providence Engineering Services, LLC. The total contract value is $174,000.00.
Q2. Area measurements: Attachment 0002 (MA006 Snow Removal Map) shows the areas to be serviced but gives no dimensions. Please provide the approximate square footage of the parking lots and driveways, and the square or linear footage of the sidewalks, landings, and entrance ramps at the CPL Gordon M. Craig USARC, 915 W. Chestnut Street.
A2. Measurements for areas to be serviced as highlighted on the map are shown in the legend in the top lefthand corner. The total area to be plowed as shown on the map is 96,669 sqft and the total area to be shoveled is 3,656 sqft. All areas to receive plowing and shoveling are highlighted accordingly on the map based on the legend located in the top righthand side.
Q3. Sidewalks vs. plow CLINs: PWS 5.1 and 5.1.8 make sidewalk clearing part of basic services at a 3-inch event, while CLIN 0007 (Clear Sidewalks, 27 each) prices sidewalks separately. Should the plowing CLINs 0001-0005 (by accumulation range) cover parking lots and driveways only, with every sidewalk clearing billed under CLIN 0007? Is CLIN 0006 (Ice Melt and Sand, 20 each) one full application to both lots and sidewalks?
A3. Clearing sidewalks bills separately from clearing the blacktop, even though both services are usually completed during the same event. For ice melt and sand, one full application covers both lots and sidewalks.
Q4. Ice melt barrels and snow storage: CLIN 0008 (Ice Melt Barrel) is 1 each. How many barrels are required, where should they be placed, and how often must they be refilled under PWS 5.1.12? If on-site storage areas fill up (PWS 5.1.6 and 5.1.7), is snow relocation or off-site hauling expected, and how would it be paid?
A4. 5.1.12 states what level the barrels are to be maintained at. One barrel will be placed at the entrance of the training building, and one barrel will be placed at the entrance of the
AMSA shop. 5.1.7 states that the contractor is responsible for relocation of excessive accumulation.
Q5. History: Please identify the number of call-outs by accumulation range for the past one or two seasons.
A5. Records not readily available. Check NOAA for official storm records.
Q6. Please confirm the size standard for NAICS 561790. SF1449 block 10 shows 8M, while paragraph 15 and FAR 52.219-1 show 9M.
A6. The correct small business size standard for NAICS code is $9M. Block 10 has been modified to reflect the change.
Q7. Is there a minimum snow accumulation at which plowing is called out, and a required completion time, or only the 2-hour arrival requirement?
A7. Minimum call out for plowing is 1” of accumulation, but salt and sanding can be called out for lesser amount. No requirement for completion time, just 2-hour arrival requirement.
Q8. For CLINs xx01 to xx05, is one "Each" one storm event regardless of how many pushes a long storm requires? Are sidewalk clearing (xx07) and ice melt and sand (xx06) billed separately for the same event?
A8. Each is based on total snow event regardless of how many pushes the storm requires, including sidewalk clearing and treatment.
Q9. Is off-site hauling of excess snow included in the event prices or ordered separately?
Are on-site stockpile areas designated?
A9. Per 5.1.12, excessive accumulation removal is the contractor’s responsibility.
Q10. Can you share actual quantities ordered by CLIN for the last 3 seasons and the incumbent contract number?
A10. Records not readily available. Check NOAA for official storm records.
Q11. Are both Chestnut Street entrances and the east drive lane inside the 96,669 sq ft plow area? Does the shoveled area include the building door landings?
A11. The area identified in the map shows the total sq ft flow area. Yes the shoveled area includes the door landings.
Q12. Could an additional site visit be arranged on another date? Will FAR 52.219-14 compliance be measured per period of performance or per annual task order?
A12. No additional site visit dates will be made available. Compliance for 52.219-14 will be measured annually based on the awarded contract and any resulting options exercised under the base contract.
Q13. Which ice melt products are acceptable, and are there restrictions near the monitoring wells?
A13. For concrete surfaces, CMA is preferred, but Calcium Chloride/Magnesium Chloride is acceptable. No Sodium Chloride, Ammonium Sulfate, or Ammonium Nitrate. For blacktop surfaces, CMA is preferred, but Magnesium Chloride is acceptable. No Calcium Chloride or Sodium Chloride.
Q14. The cover page shows an October 29 deadline, but the deadline for questions is November 2. Could you confirm when offers are due, including the time zone? We’re also missing Amendment 0001 and the wage determination—could you send those or point us to where we can download them?
A14. The deadline for submitting proposals is listed in the latest amendment to the subject solicitation. All applicable attachments are provided in the SAM.gov listing for this opportunity. The time zone for submission will be Eastern Standard Time, which will be reflected in all future amendments.
Q15. We noticed $8 million on the cover page and $9 million in Section A for NAICS 561790. Which should we use?
A15. Please refer to Q&A 6 of this document.
Q16. Does one snow removal “each” cover the entire storm or an individual authorized visit? If several visits are needed during the same storm, how should those be billed? Also, which pricing category applies when snowfall is exactly 3, 6, 10, or 14 inches?
A16. See answer for Q8. 3.0, 6.0, 10.0, and 14.0 are the upper limits for those categories.
3.1, 6.1, 10.1, and 14.1 are the lower limits for those categories.
Q17. Are sidewalk clearing and sanding/salting ordered and paid separately, or should any of that work be included in the plowing price?
A17. Sidewalks and sanding/salting are billed separately.
Q18. Are there designated areas for piling snow onsite? If snow needs to be hauled away, should that cost be included in our plowing rates, or would it be authorized and paid separately?
A18. Onsite representative will identify designated areas for piling snow. See answer to question 4.
Q19. We understand work must begin within two hours of notification. Is there also a required completion time or a priority order for clearing the property?
A19. See answer to question 7. No priority order for clearing property.
Q20. Could you confirm how many barrels are required and whether they should contain sand, ice melt, or a specific mixture?
A20. See 5.1.12
Q21. How does the government expect contractors to incorporate offsite snow hauling costs into the established snowfall interval pricing (1–3", 3–6", etc.) when hauling requirements depend on cumulative snow accumulation rather than individual storm totals? Without a separate CLIN or estimated hauling quantities, it is difficult to accurately account for these unpredictable costs. Would the government consider allowing snow hauling to be billed separately on a per-load or hourly basis when required?
A21. No additional CLINS are being added.
Q22. The shoveling bid sheet provides a quantity and requests a unit price; however, it does not specify the snowfall accumulation associated with that price. Since labor requirements and costs vary significantly depending on snowfall depth, can you please clarify whether the requested pricing should be based on a specific snowfall range (e.g., 1–3", 3–6", 6–9") or if a flat rate per occurrence is expected regardless of accumulation?
A22. Sidewalk clearing is a flat rate per snow event.
Q23. Plowing trigger. CLIN 0001 begins at 1 to 3 inches of snowfall. PWS 5.1.8 states that sidewalks are cleared at a 3 inch event, but the PWS does not state a snow depth that triggers plowing of the parking areas and drives. What accumulation triggers a plowing call out?
A23. 1 inch is the trigger to call for services.
Q24. Off site snow relocation. PWS 5.1.7 makes the contractor responsible for relocating excessive snow accumulation off site as necessary, but no CLIN covers it. Is off site relocation expected to be included in the unit prices of the existing CLINs? Who determines when it is necessary, and does the Government have an estimate of how often it has been required at this site?
A24. Previously answered.
Q25. Wage Determination classification. Which occupation(s) on WD 2015-4053 Rev. 36 does the Government consider applicable to snowplow operators, truck drivers, and laborers performing this contract?
A25.
Q26. Insurance. Paragraph 10.f requires proof of a valid Certificate of Insurance with the quotation. If the offeror performs through a subcontractor, will a certificate issued to the subcontractor, with the offeror and the Government named as required, satisfy this requirement at the time of quotation? If not, what is expected at the time of quotation versus at award?
A26. A valid certificate of insurance with the stated minimum coverage as shown in Section A of the solicitation of the prime contractor submitting the proposal is required.
Q27. Size standard. The SF 1449 (Block 10) lists a size standard of $8,000,000, and paragraph 15 of the solicitation lists $9,000,000 under NAICS 561790. Which size standard applies?
A27. Please refer to Q&A 6 of this document.
Q28. Site visit. The posted site visit was held October 29, before the question period closed. Will the Government allow an additional walk through the site by request before the quotation due date?
A28. Please refer to Q&A 12 of this document.
Q29. Ice melt and sand barrel. CLIN 0006 is quantity 20 and CLIN 0008 is quantity 1. Please confirm that CLIN 0006 is one complete application of ice melt or sand to the entire serviced area per call out, and that CLIN 0008 is one sand barrel per season as described in PWS 5.1.12. How many barrels and at which locations are required?
A29. See previous questions and answers.
Q30. Quotation submission. Please confirm that quotations are to be posted in the PIEE solicitation module only, and that no separate email submission is required.
A30. All proposals shall be submitted to the Contracting Officer, Ms. Jasmyne Peterson, at jasmyne.c.peterson.civ@army.mil and the contract specialist, Mitchell Douglas, at mitchell.e.douglas.civ@army.mil. The instructions to offerors in Section A of the solicitation have been updated to reflect this change.
Q31. The official SAM notice states that the opportunity was amended and that new attachments were added, but the current controlling amendment and complete latest attachment set are not available through our authorized retrieval route. The indexed notice mailto:jasmyne.c.peterson.civ@army.mil mailto:mitchell.e.douglas.civ@army.mil identifies the released solicitation, Performance Work Statement, MA006 Snow Removal Map, and SCA wage determination, and states that Amendment 0001 changed the response deadline to November 10, 2026, at 10:00 AM Eastern Time.
A31. All documents are available under the solicitation opportunity listing on SAM.gov.
Q32. Could you please provide an approved public download link or email the complete current package, including the current solicitation, Amendment 0001 and any later amendments, the PWS, map, wage determination, all other current attachments, and any controlling Q&A or clarifications?
A32. There is no public download link available, and packages will not be submitted individually to any contractors. As stated, all documentation is available under the solicitation opportunity listing on SAM.gov and any required amendments and documents needed will be posted accordingly.
Q33. Please also confirm the current quotation deadline and time zone if the latest amendment differs from November 10, 2026, at 10:00 AM Eastern Time.
