About this file

This is a Questions and Answers document for federal contract opportunity W15QKN-26-X-1BS1 FALCONS, issued on 02 June 2026.

The Government is seeking vendor support for the FALCONS program, which involves modifying and producing the CAMTACS (Combat Arms Mounted Training and Aiming Sight) system. The vendor will be responsible for incorporating a Laser Designator Module (LDM) into the existing design, conducting testing and characterization, and delivering five units. Detailed technical information including minimum performance characteristics, design specifications, and bill of materials will not be provided during this RFI phase; however, vendors may assume all design files are complete with only minor changes needed for producibility and usability, with no major redesign anticipated. The vendor is expected to participate in test methodology planning and will eventually undergo a Critical Design Review for an Engineering Change Proposal incorporating the LDM and minimum viable product requirements. Program start is scheduled for 2QFY27, with all five units to be delivered no later than 4QFY28. Testing and characterization will commence in 4QFY28 and conclude in 2QFY29. All personnel from the vendor and teaming partners requiring access to technical information must sign a Non-Disclosure Agreement before receiving additional materials. The document addresses procedural questions regarding NDA signing requirements and clarifies that all accessible team members require individual NDA signatures.

W15QKN-26-X-1BS1 FALCONS – Questions and Answers

02 June 2026

Q1. Please provide a list of minimum performance characteristics required for the FALCONS.

A1. This will be provided with a signed NDA.

Q2. For each requirement, please detail the level of verified compliance for the CAMTACS.

Q2.1. Please provide the methodology (analysis, test, demonstration, etc.) used to show compliance.

A2.1. Has not been completed. Testing is part of the plan with vendor participating in the testing and characterization. Vendor will be part of planning test methodology.

Q2.2. Please provide supporting data showing compliance, if available.

A2.2. Has not been completed. Testing is part of the plan with vendor participating in the testing and characterization.

Q2.3. Please provide a list (if known) of all non-compliances that the Vendor will be required to correct to achieve a minimally viable FALCONS product.

A2.3. Has not been completed. Testing is part of the plan with vendor participating in the testing and characterization.

Q2.4. Please provide a list of known obsolescence issues with the current CAMTAC that the Vendor will be required to resolve for the deliverable FALCONS product.

A2.4. Currently there are no known obsolescence issues.

Q3. Has the CAMTACS been through any Soldier Touchpoint evaluations? If so, please provide the results of these evaluations and changes/corrections/improvements that the Vendor will be required to implement to address Soldier feedback.

A3. No Soldier Touchpoints have occurred. Soldier Touchpoints are planned and may include vendor participation.

Q4. To permit assessment of the CAMTACS design and technical data package, please provide the following:

o Specifications for the CAMTACS system and subsystems o Interface Control Documents for the system and subsystem o Software Requirements Specifications o Software Design Descriptions o Algorithms Description Documents o Complete bill of material including subassembly BOMs down to commercially purchased parts and CCA components.

o For each circuit card assembly in the CAMTAC, please provide the following:

-Schematic

-Parts List -PCB CAD files such a CREO .EMN and .EMP files -AutoCAD .DXF files -Gerber files -ODB++ files

-VHDL

-Source code -All other available circuit card assembly (CCA) files o Cable Drawings o Physical models and drawings of the complete sight and each subassembly down to the piece part level o Results of any tolerance analysis that has been performed.

o Results of any structural and thermal analyses that have been performed. Please identify non-compliances that the Vendor will be expected to correct.

o Results of any environmental, functional, or performance testing that has been performed including shock, vibration, and temperature testing. Please identify non-compliances that the Vendor will be required to correct.

o Results of any Reliability analysis/predictions. Please identify improvements the Vendor will be required to implement.

o Results of any Maintainability analysis or logistics demonstrations. Please identify any improvements the Vendor will be required to implement.

o Results of any Cybersecurity scans or analysis. Please identify any improvements or corrections the Vendor will be required to implement.

o Results of any failure modes, effects, and criticality analysis. Please identify any improvements or corrections the Vendor will be required to implement.

o Please provide a list of any required FALCONS functions that are currently not supported by the CAMTACS.

A4. None of the above information will be provided during this RFI. If the Government decides to move forward, available information will be provided during a Request for Whitepaper and/or Request for Proposal phase. For this RFI, Vendors may assume all files are complete with minor changes needed to increase producibility and usability. No major redesign is expected.

Q5. Please provide the current alignment and calibration procedures for the CAMTACS. Please identify any improvements that the Vendor will be required to implement

A5. This information will not be provided for the RFI. For this RFI, Vendor can assume a calibration procedure exists and that the procedure produces acceptable results.

Q6. Does the CAMTACS currently interface to an externally mounted laser designator? Please describe the interface and any changes/improvements the vendor will be required to implement.

A6. CAMTACS is currently being modified to incorporate a Laser Designator Module (LDM).

Q6.1. What is the Effective Designation Range (EDR95) performance of the CAMTACS?

Please provide the EDR95 analysis and supporting data.

A6.1. CAMTACS is currently being modified to incorporate an LDM that exists in the Army inventory. No EDR95 analysis will be provided during this RFI.

Q7. Please provide any producibility assessment of the CAMTACS.

A7. No assessment has been done. Any contract/agreement would include a producibility assessment.

Q8. Please provide any design review data or presentations for the CAMTACS.

A8. Design review data will not be provided for this RFI. For this response, vendor can assume the current design has passed Critical Design Review (CDR). Vendor can further assume they will be under award/agreement prior to a new CDR which is for an Engineering Change Proposal (ECP) to CAMTACS, incorporating a LDM and meeting the minimum viable product requirements.

Q9. Program start date

A9. 2QFY27

Q10. Dates for delivery of each of five units

A10. All units should be delivered NLT 4QFY28

Q11. Start date for Testing and Characterization

A11. 4QFY28

Q12. Completion date for Testing and Characterization

A12. 2QFY29

Q13. Should the NDA be signed by the recipient or can it be signed by a representative of the company?

A13. Page 5 of the NDA has space for all personnel that will have access to the information to sign.

Q14. Are all Teaming Partners requiring access to the additional technical information on the FALCONS systems required to sign an NDA or just the Offeror?

A14. All personnel that will access the information will need to sign the NDA.
