About this file

This document is a Questions and Answers (Q&A) file for federal contract solicitation W15QKN-26-R-A017 for Portable Latrine Services at Devens, Massachusetts, issued on 10 February 2026. The contract is a small business set-aside that requires FAR 52.219-14 (Limits on Subcontracting) compliance, meaning the prime contractor must perform the actual services and limit subcontracting to other small businesses. The incumbent contractor is Boyd Co., LLC, with a previous contract value of $371,159.00 for one base year plus four option years. The scope has expanded from 400 temporary units annually to 600 units, with 51 permanent units distributed across 28 different sites on Devens RFTA South Post covering approximately 5,000 acres.

The contract requires weekly cleaning of both permanent and temporary units if utilized, except for temporary units requested for three or fewer days. Permanent units are located on pre-established sites close to hard-packed roads on flat terrain, with some locations having dedicated foundations. Temporary unit requests average 50 units per month with most orders between 2–30 units, distributed 85% for Inactive Duty Training/Drill weekends and 15% for Annual Training. The Government requires 30 days' advance notice for temporary unit requests; same-week requests (seven days or less) are at the contractor's discretion to support. Temporary units typically remain on-site for 2–3 days, with a maximum of 15 days. No minimum rental period applies, and past pricing was per unit per day. The contractor may store buffer inventory at the Government-furnished staging area. Special events occur 1–2 times annually with 2–7 units typically required. Only one ADA-compliant unit is required among the 51 permanent units; all temporary units are standard. Offerors must submit pricing for both base year and all option years for permanent units (as a monthly charge) and temporary units on a per-unit, per-day basis.

SOLICITATION QUESTIONS AND ANSWERS

W15QKN-26-R-A017

Portable Latrine Services – Devens, MA

10 February 2026

Q1: On page 33 of the solicitation document, you have incorporated FAR 52.219-14 Limits on Subcontracting. This will eliminate several partnerships from bidding. Can this clause be removed from the requirements to bid?

A1: Clause 52.219-14 must stay in the solicitation as the solicitation is designated as a small business set-aside. The clause 52.219-14 limits a prime contractor from subcontracting to a large business or pay out more than 50% of what is received under contract to a business that is not designated as a small business. This allows us to ensure that for a small business set-aside, the actual services are performed by a small business.

Q2: We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?

A2: This is not a new requirement. The incumbent is Boyd Co., LLC and the total contract value (one (1) Base Year plus four (4) Option Years) is $371,159.00.

Q3: Is there a historical waste disposal facility being used for this contract? Or is there one on base that we would be able to utilize?

A3: No

Q4: How many locations are the 51 perm units going to be located at?

A4: 28 Different sites on Devens RFTA South Post.

Q5: How many acres will the 51 perm units occupy?

A5: 5000 Acres

Q6: What is the duration for special event units? How many cleans are expected for these reservations?

A6: No more than a 7-day period but usually less (2-3 days). Cleanings would only be conducted once during a 7-day period. This type of request usually only occurs once or two times per year.

Q7: What are the 7-dayspecial events per year? Is there a minimum number of units ordered per event?

A7: These are intermittent but in the past there is usually one or two special events a year.

The only special event we did in 2025 consisted of three units.

Q8: Will the Technical Exhibit 1 - Area Maps from the Performance Work Statement (PWS) be provided?

A8: Please see attachment.

Q9: Does the 0003 cleaning and resupply of all units refer to the cleaning charge for the rental of the units 0001?

A9: Yes, and any unit that would be present for more than 1 week period.

Q10: How many acres will the 51 perm units occupy?

A10: 5000 Acres

Q11: What is the duration for special event units? How many cleans are expected for these reservations?

A11: No more than 7 days and 1 cleaning.

Q12: How many special events per year? Is there a minimum number of units ordered per event?

A12: 1-2 Special events per year. 2 units would be the minimum. Unless prior coordinated, most special event requests would be for 7 units or under.

Q13: Regarding the ground conditions for the 51 permanent units – is the terrain mostly flat and paved/hard-packed, or should a vendor expect the trucks to navigate any off-road or uneven areas for servicing?

A13: All areas where units would be placed are generally close to hard ball roads and on even flat ground. Some range locations will have foundations specifically for porta potty units. No drivers in the past have had any issues getting stuck on the Installation.

Q14: Are there any maps or photos available that show the typical placement for the permanent units?

A14: Please see attachment.

Q15: Regarding Lead Time – how much notice do you usually give for the temporary event units?

A15: Customers are required to submit latrine requests at least 30 days in advance to us. We send them out the same day we receive them. We do get units that submit late requests in under 30 days. If the request is within the same week (7 days or less away) We would leave the supporting decision up to you on whether you can support this request or not.

Q16: Could you provide clarification regarding the term ‘permanent emplacement’ and its intended meaning? Does this term imply that a constructed pad or foundation will be required for the latrines, or does it refer to a pre-established site where the latrines will be delivered, secured, and maintained?

A16: It refers to pre-established locations on the Installation where the units would be serviced.

Q17: Is there a service frequency that is expected for the permanent toilets and a service frequency for the temporary toilets?

A17: Both permanent and temp toilets will require one cleaning per week if utilized. The exception to this would be for temp units that are only requested for 3 or less days. Also, some units will not be used the week prior. Any units not utilized recently would not require any cleaning. The drivers build good relationships with the Range Technicians, and they get a daily brief when they check-in on what actually needs to be cleaned.

Q18: For the 600 temporary toilets, is there an expectation of a total 60 toilets to be ordered to be dropped off and picked up throughout the year?

A18: There will only be 51 permanent units on the installation. They should be dropped and stay in place all year with weekly cleanings. All other units will need to be delivered and picked up in a timely manner up to 600 units within that year.

Q19: For pricing alignment purposes, could you please clarify the intended unit of measure for portable latrine pricing in support of special events and AT/IDT periods? Specifically, should unit pricing be proposed on a daily, weekly or monthly basis for – Short-duration special events and AT/IDT support (for example, drill weekends and annual training periods)?

A19: Please review the solicitation x002 CLINs for unit of measure for portable latrine pricing in support of special events and AT/IDT periods.

Q20: Quantity Clarification: Regarding the "up to 600 temporary units per contract year" mentioned in the Objectives (Page 2), is 600 the cumulative total of units delivered over the course of 12 months, or is it the maximum surge capacity that may be required to be on-site at a single time?

A20: That is the amount that would be delivered within that 1-year contract period. If we require more, we will look at a modification to the contract but using data from past year orders, we hopefully will not see this go over 600 within a year period.

Q21: Historic Usage: Can the Government provide historical data on the average number of temporary units required per month? Additionally, what has been the largest single delivery request in the past three years?

A21: Monthly porta potty requests have increased each year, but we average around 50 per month. There are slower months and some months with several requests. Winter is usually much slower than spring/summer. Ther largest single delivery request was 45 units.

Q22: Duration of Placement: Deliverable A002 (Page 16) states units may be placed for a weekend or up to 15 days. Is there a minimum rental period the Government will pay for (e.g., a 3-day minimum), or should pricing be strictly per-day?

A22: No minimum and in the past pricing was per unit per day.

Q23: Notice Period: What is the standard required lead time for a new order of temporary units (e.g., 48 hours, 72 hours, or one week’s notice)?

A23: Customers are required to submit latrine requests at least 30 days in advance to us. We send them out the same day we receive them. We do get units that submit late requests in

Q24: Request Format: Will the Government issue formal Task Orders for each batch of temporary units, or will there be a "Call-Off" system against the base contract?

A24: Yes, we will submit a task order to the awarded company for each request. In the past, we have worked with many office personnel and created great working relationships.

Q25: Cancellation Policy: What is the notification requirement for the Government to cancel a requested delivery due to training changes or inclement weather without incurring a mobilization fee?

A25: If the unit cancels, we will notify the awarded company of the cancellation immediately. If the unit is a no show or cancels and the units have already been dropped off, we will be charged for those units. Same day cancellation will also be charged to us.

Q26: High-Use Cleaning: Deliverable A003 (Page 17) specifies a weekly cleaning frequency.

During large training events (Annual Training), will the Government require more frequent cleaning (e.g., daily or twice-weekly) for specific units? If so, how should that additional servicing be billed?

A26: Cleaning outside of the normal frequency would be allowed if the company is available support the nonstandard cleaning. The cleaning fee should be charged under Clin 3.

Q27: Delivery Terrain: Are all 51 permanent locations and potential temporary training areas accessible to deliver the Units?

A27: YES, in normal weather. Some conditions like mud and snow may impede their delivery to certain locations. If the driver cannot make it safely to a location or feel that he cannot, we will put them as close as we can.

Q28: Staging Area: Section 2.5.1.5 (Page 9) mentions a "Government furnished on-site staging area." Is the contractor permitted to store a small inventory of empty temporary units and extra supplies at this location to expedite 24-hour requests??

A28: YES

A29: They will not be issued any visitor passes. They will be given access to Devens RFTA without issue but must check in and out with range control when present.

Q30: ADA Compliance: Of the 600 temporary units, what percentage does the Government estimate will need to be ADA-compliant (Handicap Accessible) units?

A30: None. The only ADA unit is one and that is part of the permanent units. Also, special requests may require an ADA unit.

Q31: Handwash Stations: The PWS mentions "filling waterless hand cleaner" (Page 17). Does the Government require any standalone portable handwash stations (sink basins), or is the requirement limited strictly to dispensers inside the latrines?

A31: This would only be for the units (dispensers). No hand wash stations are expected.

Q32: Standard vs. ADA: Does the Government require all units to be 'Standard' portable toilets, or is there a specific percentage of ADA-compliant (Handicap Accessible) units required for either the permanent or temporary placements?

A32: Only one ADA unit out of the 51 permanent units. All temporary will be standard. Special request may ask for an ADA unit

Q33: Unit Features: Are the units required to have internal sinks/hand-wash basins, or are standard units with waterless hand sanitizer dispensers (as mentioned in Deliverable A003) sufficient?

A33: Standard units only with hand sanitizer dispensers.

Q34: Incumbent Contractor: Is this a new requirement for the Government, or is there an incumbent contractor currently performing these services? If an incumbent exists, could the Government please provide the name of the contractor and the previous contract number??

Q37: Historic Pricing Structure: Under the previous contract, were "Temporary Units" (up to

600) billed as a firm-fixed-price CLIN for the year, or were they handled as "Order as Needed" line items based on actual usage?

A37: Ordered as needed throughout the year.

Q38: Temporary Unit Distribution: Regarding Section 2.1.2.1 and Deliverable A002, the PWS mentions "up to 600 chemical toilets" per year: Does the Government anticipate a single event where 600 units would be required simultaneously or is the 600-unit figure a cumulative ceiling for the entire year (e.g. 50 units ordered 12 times)?

A38: No, most orders will be between 2-30

Q39: Government Ordering Lead Time: What is the standard notification period the Government will provide the Contractor prior to a required delivery of temporary units?

A40: In most circumstances it will be for a 2–3-day period. 85% IDT/15% AT

Q41: Staging and Inventory: Will the contractor be permitted to store a "buffer" stock of un-deployed temporary units at the "Government furnished on-site staging area" (Section 2.5.1.5) to ensure 24-hour response times are met?

A41: YES

Q42: Clarifying Question About the Program Manager :

"Regarding PWS Section 2.1.11.1.1 and the requirement for a Program Manager to 'act for the Contractor on all contract matters,' does the Government require the PM to be a direct of the Prime Contractor, or may this role be filled by a Key Employee from a 'similarly situated' subcontractor?"

A42: The prime contractor decides to appoint as the PM in acting as a representative for all contract matters.

Q43: Could the Government please confirm whether offerors are required to submit pricing for both the base year, as well as all option years:

• The 51 permanently installed units, and

• Up to 600 deliverable units

A43: Yes, pricing for the permanent units can be listed as a monthly charge.

Q44: Is there a special events schedule that can be provided to determine those sanitation requirements?
