About this file
This file is a Questions and Answers document addressing clarifications on the Range Target Trench construction requirement at Fort Devens, MA (Solicitation W15QKN-26-Q-A148). The Q&A provides critical specifications for the target assembly construction across two ranges. Key clarifications include: the Government requires 32 complete target assemblies per range (not 50 as initially indicated); target backer boards are 4 feet by 4 feet for all 32 positions; numbered signs vary in size—24 inches by 24 inches for target positions #1 and #32, and 24 inches in height by 4 feet in width for the remaining 30 positions to accommodate dual numbering; the removable target-support stake assembly requires a 4-inch clear opening width; and the continuous 8-inch by 8-inch protective timber shall be exterior-grade, pressure-treated material installed to match existing configuration.
Additional technical requirements address timber connection details, with splices to be avoided within clear openings and located over structural supports when necessary, using corrosion-resistant through-bolted splice plates or equivalent connections. The contractor must submit proposed connection, splice, and anchorage details for Government approval before installation. The document references Army standard 25-meter zero-range documentation (Drawing 25Z-C-01) as the governing standard layout, with project-specific structural details to be provided through approved contractor shop drawings.

Sheet1
| Solicitation Number: | W15QKN-26-Q-A148 |
| Requirement Description: | Range Target Trenches - Fort Devens, MA |
| Date: | 5 August 2026 |
Purpose: To provide answers to questions submitted by industry during the solicitation phase.
| Questions: | Answers: |
| Question #1. We observed approximately 32 target positions per range during the site visit; however, the Statement of Work (SOW) and the drawings indicate 50 target positions per range. Please confirm whether the Government requires 32 or 50 complete target assemblies for each range. | The Government requires 32 target positions for each range |
| Question #2. Please confirm whether two (2) numbered signs are required for each firing lane | One numbered sign for target point #1 and #32 are acceptable. All others need to be two numbers representing the target point on the left and right per army standard. |
| Question #3. During the site visit, the existing target backer boards appeared to be approximately 4 feet by 4 feet. However, the SOW only clearly identifies the 24-inch by 24-inch dimensions for the numbered signs. Please confirm the required dimensions of the target backer boards. | These are two different items being mentioned. Target backers and the target number signs. All 32 target backers are 4ft by 4ft. The numbered signes aligned with the targets have two that are 24 inches by 24 inches. This is for the first target #1 and the last target #32. Every other numbered sign is 24 incches in height and 4 ft in width to account for two numbers listed. One for the target point on the left and one for the target point on the right. |
| Question #4. Please confirm the required clear opening width for the removable target-support stake assembly. | 4 inches |
| Question #5. Please provide the required joint, connection, splice, and anchorage details for the continuous 8-inch by 8-inch protective timber, or identify the applicable drawing or specification where these requirements are shown. | The continuous 8-inch by 8-inch protective timber shall be exterior-grade, pressure-treated timber installed to match the existing configuration. Splices should be avoided whenever practical and are not permitted within the clear target-support openings. When a splice is necessary, it shall be located directly over a structural support and secured with corrosion-resistant, through-bolted splice plates or an equivalent connection. The timber shall be securely anchored to the supporting structure to prevent movement, separation, or displacement during normal range operations. The contractor shall submit proposed connection, splice, and anchorage details for Government review and approval before installation. |
The Army’s standard 25-meter zero-range documentation identifies Drawing 25Z-C-01 as the governing standard layout; however, project-specific structural connection details should be addressed through approved contractor shop drawings when they are not included in the solicitation drawings.
