About this file
This is an amendment containing answers to clarification questions submitted during the solicitation period for a military lodging and meals requirement. The solicitation (W15QKN-26-Q-1BTD), issued by the Department of the Army Contracting Command New Jersey on behalf of the 805th Military Police Company, seeks lodging accommodations within a 50-mile radius of Cary, North Carolina for the period of 9–12 July 2026. The requirement includes 2 single and 38 double occupancy rooms for 76 service members, with meal service (breakfast, lunch, and dinner) required for 9–11 July only; breakfast is not required on the checkout date of 12 July 2026. The contractor must be FEMA certified. Arrival is estimated between 1700–1800 on 9 July 2026, with meal service scheduled between 0600–0730 (breakfast), 1130–1300 (lunch), and 1700–1830 (dinner). Lunch will not be served at the lodging facility; service members will eat near their duty location at 3677 NC-55, Cary, NC 27519. Contractors may propose alternative room configurations if costs remain unchanged and all personnel are accommodated.
Key amendments clarified that the proposal due date is 18 June 2026 at 12:00 PM EST, breakfast and per diem rates are fixed and cannot be applied to other meals, tax exemption will apply as a military contract with documentation provided at award, and no reimbursement will be provided for meal costs in the event of government cancellation within 48 hours of arrival. The government will provide personnel decreases (if any) when submitting the rooming list and may provide a preliminary rooming list upon contract award and execution if timing permits. Formal subcontracting agreements or letters of intent submitted with proposals do not satisfy agreement requirements, as agreements must be processed through the government's system.

Amendment 0001:
The purpose of this amendment is to address the questions pertained here in this document. All other terms and conditions under this solicitation remain unchanged and in full effect.
805th Lodging Questions:
| 1 | Proposal Due Date: | Is the official proposal due date 18 June 2026 (per Section II) or 19 June 2026 (per the Bid Schedule/Section IV)? Please confirm the correct deadline. |
| - Proposal Due Date is 18 June 2026 at 12:00pm EST. | ||
| 2 | Arrival Time: | Can the Government provide an estimated arrival time for personnel on check-in day, Thursday, 9 July 2026? This is needed to determine whether dinner service and catering setup will be required that day. |
- Estimated time will be around 1700-1800 3 Checkout Day Meals: The CLIN 0002 bid schedule lists meal dates as 9-11 July only, but the SOW indicates meals are required through 12 July. Is breakfast required on the checkout day of 12 July 2026? If so, should it be included in CLIN 0002 pricing?
-Breakfast is not required on the check out date July 12, 2026.
| 4 | Breakfast & Per Diem: If the contracted lodging facility provides a complimentary cooked breakfast included in the room rate, should the breakfast line item be removed entirely from CLIN 0002, and can the remaining per diem balance be applied toward lunch and dinner? |
| - We can not apply the breakfast amount to any other meal as they are set rates per each meal | |
| 5 | Lunch Service Location: Where will lunch be served during the period of performance? Will personnel return to the lodging facility, or will lunch be required at or near their duty location? If the latter, please provide the duty location address or general area. |
| -The unit will not be coming back for lunch each day. The units location is: 3677 NC-55, Cary NC 27519 | |
| 6 | Meal Schedule & Attendance: Can the Government provide the daily schedule for breakfast, lunch, and dinner, and will all 76 service members be present at the lodging facility for each meal? |
| -Breakfast between 0600-0730 | |
| -Lunch between 1130-1300 | |
| -Dinner between 1700-1830 |
| 7 | Dietary Restrictions: Are there any currently known dietary restrictions, food allergies, religious meal requirements, or special meal accommodations? | |
| -No | ||
| 8 | Subcontracting Agreements: Will a letter of intent, hotel commitment letter, or draft subcontracting agreement submitted with the proposal satisfy the third-party providers/subcontracting agreement requirement in Section II, in the event a formal signed agreement cannot be executed prior to the bid deadline? | |
| -I cannot confirm anything as agreements go through a specific system. | ||
| 9 | Tax Exemption: Will the lodging and meals be exempt from Federal and state taxes, and if awarded, will a tax-exempt certificate or documentation be provided? | |
| -Being that it is a military contract, we should be tax exempt and the tax exempt letter would be sent over with the award. | ||
| 10 | Room Configuration: The solicitation requires 2 single and 38 double occupancy rooms. If a facility cannot accommodate the exact quantity of double rooms, will the Government consider an alternate mix of single and double rooms provided all personnel are accommodated and requirements are met? | |
| -An alternate mix would be accepted if it does not change cost due to the in-ability to accommodate what we are soliciting for. | ||
| 11 | FEMA Certification: | Is FEMA certification a mandatory requirement for technical acceptability, or would the Government consider otherwise compliant lodging facilities that are not FEMA certified? |
- Yes it needs to be FEMA certified
| 12 | Rooming List: Will the Government provide a preliminary rooming list prior to the final roster that is due two days before check-in? |
| -If the contract can be completed ahead of time, we can provide a rooming list as early as the contract get awarded and signed. | |
| 13 | Cancellation Policy: In the event of a government cancellation within 48 hours of arrival, will contractors be reimbursed for any non-refundable meal preparation or food procurement costs incurred? |
| -No | |
| 14 | Personnel Changes: Will the Government increase or decrease the number of personnel prior to performance, and if so, what notification period will be provided? |
| -There would only be a number decrease, no increase. We would provide the notification when we send the rooming list. | |
| 15 | Prior Contract History: Was a similar lodging and meals requirement awarded previously? If so, can the Government provide the prior contract number? |
| -No |
