About this file
This document is an Amendment 1 to a Sources Sought Notice for the M1128 Base Bleed market research solicitation (W15QKN25X15LJ). The U.S. Army Contracting Command-New Jersey is conducting market research to identify potential manufacturers capable of producing base bleed propellant grains for 155mm artillery projectiles. The amendment updates the response date to Tuesday, 22 April 2025 and addresses two key questions regarding production capacity and existing workload considerations.
The market survey seeks manufacturers with existing propellant grain production capabilities who can produce 5,000-10,000 base bleed grain assemblies per month, with a 12-month timeline to achieve production readiness and First Article Test approval. Respondents must provide details on production capabilities, facility infrastructure, storage capacity (minimum 3,000,000 pounds of energetic material), quality assurance systems, and a rough order of magnitude cost estimate. The solicitation targets both domestic and international sources, with technical data packages available upon request and specific documentation requirements for potential contractors. Interested companies must be registered in the System for Award Management (SAM) and submit responses electronically by the specified date.

This Sources Sought Notice is being amended to update the response date and to respond to questions:
Revised Response Date: Tuesday, 22 April 2025
Questions & Responses:
1: Sources Sought identified a need for a storage requirement of 3,000,000 pounds (1.36 million kilograms). This is equivalent to 210 weeks or 4 years of grain accumulation at the monthly base bleed and rocket assist grain production requirement.
1. Is the intent to truly store this amount?
1. Response: Intent is to assess the offerors storage capability
2: Must consider conflicting workload.
1. Is current M1128 workload considered conflicting?
1. Response: Existing workload (base bleed or rocket grain) must be accounted and considered for in determining available capacity. Respondents with existing M1128 base bleed capacity, should identify excess capacity above their current production plans .
