About this file

This document is a Questions and Answers (Q&A) file for a federal contract opportunity related to VRF (Variable Refrigerant Flow) Heat Recovery unit replacement. The Q&A addresses ten specific technical and procedural inquiries about the project scope, including clarifications on:

  1. Replacement of outdoor VRF Heat Recovery units with R-410A-compatible LG ARUM144DTE4 units, with the scope primarily focused on outdoor units and refrigerant piping 2) Acceptable piping installation methods, including above-ground PVC-sleeved piping 3) Contractor responsibilities for system inspection, potential leak repairs, and site preparation 4) Documentation requirements, including post-installation as-built drawings 5) Potential challenges with R-410A system phase-out and the need for potential future full system replacement. The document indicates that while the primary focus is replacement of failed outdoor units, the contractor must verify site conditions and be prepared to address potential additional system modifications as needed.

Q1. Is this exclusive to the outdoor units? Are no indoor units/branch boxes included in the scope?

A: The SOW explicitly mentions removal and installation of outdoor VRF Heat Recovery units and associated refrigerant piping. There is no mention of replacing indoor units or branch boxes, so the scope appears exclusive to outdoor units unless field conditions indicate otherwise during site verification. If the current indoor units can be salvaged and reused, then we should attempt to do so.

“ 11.4.10. Any salvageable components or materials from the removed VRF units shall be offered to the facility manager for potential reuse or proper recycling.”

Q2. If pipe runs are required, is it acceptable to run the same as the existing piping above ground sleeved in PVC?

A: Yes. Section 11.5.5 states, “Contractor shall properly insulate refrigerant piping and run condensate lines to the exterior of the facility (if applicable) through the wall sleeved in PVC down to ground level.” This implies that above-ground, PVC-sleeved piping is acceptable.

Q3. If leaks are found in the existing system, whose responsibility is it to repair those leaks?

A: Section 11.3.3 and 11.2.5 imply that the contractor is to inspect the existing system and determine required modifications. Therefore, any leaks discovered and necessary to ensure system operation would likely fall under the contractor’s responsibility—unless deemed outside the original scope, in which case a contract modification may be required.

Q4. Can the existing condenser stands be reused?

A: The SOW does not specifically state reuse. However, Section 11.4.6 states the contractor must “prepare the site… including any necessary modifications to existing mounting pads or supports.” This implies reuse may be possible, contingent on condition and suitability for the new units.

Q5. Are there any other known issues with the system other than the failed outdoor units listed in the SOW?

A: The SOW does not mention any other known issues. It states the contractor is to verify conditions onsite (11.3.2, 11.4.2) but does not list additional system failures.

Q6. R-410A systems are being phased out… Govt needs to be aware that… the entire system may need replacement… A: The SOW specifies R-410A-compatible replacement units (LG ARUM144DTE4), so as of now the requirement is for in-kind replacement. However, your observation is valid and may warrant notification to the Contracting Officer if availability becomes an issue during project execution.

Q7. Please provide as-built documentation of the existing system and piping design.

A: The contractor is instructed in section 11.5.9 to provide as-built drawings after installation, but there is no mention of existing as-builts being provided by the government.

You may request these via the COR, but they are not guaranteed in the SOW.

Q8. Please provide as-built drawings… HVAC layouts… BMS integration details… A: The SOW requires the contractor to analyze and integrate with the existing system (see 11.3.3, 11.5.7), but it does not commit the government to provide those documents. You should formally request them from the COR or RFOS; however, lack of availability should be assumed unless otherwise stated.

Q9. Does the scope include excavation if external/underground lines are found to leak? Is the 100 ft piping interior only or total?

A: Section 11.3.2 notes approx. 100 LF of piping without specifying interior vs. total.

Section 11.5.5 implies both interior and exterior work (“condensate lines… to exterior”).

Scope includes modifying piping “as necessary” (11.3.2), but excavation is not explicitly included. If underground leaks are discovered, that may require a change order unless otherwise clarified in writing by the government.

Q10. Can the contractor utilize RSMeans Excel pricing sheet in lieu of Attachment 3?

A: Section 11.2.5 requires a detailed pricing narrative and a spreadsheet identifying New

vs. Re-used items. While RSMeans data may support your pricing, it is not specified as a replacement for any required attachments. You should submit a formal RFI to confirm if RSMeans in Excel format is acceptable in lieu of Attachment 3.
