The contract is a firm-fixed-price arrangement, with work hours between 0800-2000, not to exceed 8 business hours per day. Travel costs will be reimbursed according to Joint Travel Regulation rates.

PERFORMANCE WORK STATEMENT (PWS)

Military Intelligence Readiness Command (MIRC) Exercise Role Players

7 February 2025

PART 1: GENERAL INFORMATION

1. GENERAL: This is a non-personal services contract to provide military intelligence training role players to support intelligence training exercise. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor has no decision authority over the Government; the services and tasks outline within the PWS are non-inherently governmental functions.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, tools, materials, supervision, any other items, and non-personal services necessary to provide military intelligence training role players.

1.2 Background: The Military Intelligence Readiness Command (MIRC) participates in collective training events to increase human intelligence training readiness. To effectively train the critical tasks the MIRC employs experienced role players to increase training realism and language capabilities.

1.3 Scope: The Military Intelligence Readiness Command Exercise Cell (MIRCEC) requires experienced role players in support of one iteration of their Validation Exercises (VALEX). The exercise will provide realistic and challenging scenarios to train and evaluate Soldiers for future deployment to the United States, their assigned deployment locations, and Areas of Responsibility (AoR). The contractor shall maintain consistent coordination for synchronization meetings, rehearsals, exercise execution, and After-Action Reviews (AAR) to ensure all Government exercise objectives are facilitated successfully.

1.4 Period of Performance: The period of performance shall be:

1.5 General Information

1.5.1 Quality Assurance: The government shall evaluate the contractor’s performance in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied and the frequency of surveillance.

1.5.2 Recognized Holidays: Offices are closed on holidays. The contractor is not required to perform services on recognized holidays.

1.5.3 Hours of Operation: The hours of operation will be limited to no more than 8 business hours per day throughout the exercise. However, these hours may shift based on exercise constraints. Supporting hours will be from 0800 through 2000.

1.5.5 Type of Contract: Firm Fixed Price.

1.6 Security Requirements: Contractor personnel performing work under this contract shall have a Secret Security Clearance due to the intelligence training.

1.6.1 AT Level I Training: All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within thirty (30) calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the Government Point of Contact (GPOC) within thirty (30) calendar days after completion of training by all employees and subcontractor personnel. AT level I awareness training is available at the following website: http://jko.jten.mil.

1.6.2 iWATCH Army Training: The contractor and all associated subcontractors shall brief all employees on the local iWATCH Army program (training standards provided by the requiring activity ATO). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 5 calendar days of contract award and within 5 calendar days of new employees commencing performance, with the results reported to the COR NLT 7 calendar days after contract award.

1.6.3 OPSEC Training: Per AR 530-1, Operations Security, the contractor employees shall complete Level I OPSEC Awareness training. New employees must be trained within 30 calendar days of their reporting for duty and annually thereafter.

1.6.4 Threat Awareness Reporting Program: For all contractors with security clearances. Per AR 381-12 Threat Awareness and Reporting Program (TARP), contractor employees shall receive annual TARP training by a CI agent or other trainer as specified in 2-4b.

1.6.5 Conduct of Contractor Personnel. The Contractor shall be responsible for the performance and conduct of their personnel at all times. The persons employed by the Contractor in the performance of this Contract, or any representative of the Contractor entering the Installation, shall abide by the security regulations listed in the Contract and shall be subject to such checks by the Government, as deemed necessary.

1.6.6 Personnel Removal. Government rules, regulations, laws, directives, and requirements which are in place or issued during the Contract term relating to law and order, Installation administration, and security on the Installation shall be applicable to all Contractor employees or representatives who enter the Installation or who travel on Government business. Violation of such rules, regulations, laws, directives, or requirements shall be grounds for removal (permanently or temporarily as the Government determines) from the work site. Such removal of employees does not relieve the Contractor from the requirement to timely perform Contract tasks.

1.6.7 GPOC. The GPOC will serve as the liaison with the training managers. He shall provide any and all feedback to the contracting officer. They will collect feedback forms from the training managers and present them to the KO.

1.6.8 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. The employees who require access to the site to perform work under this contract shall obtain a Government issued identification badge. FAR Clause 52.204-9 (Personal Identity Verification of Contractor Personnel) is applicable to this contract. The Contractor shall comply with agency personal identity verification procedures identified in the contract that implement Homeland Security Presidential Directive-12 (HSPD-12), Office of Management and Budget (OMB) guidance M-05-24, and Federal Information Processing Standards Publication (FIPS PUB) Number 201.

1.6.9 Compliance with Rules, Regulations, and Statutes. All contractor employees shall observe and comply with all applicable local, State, and Federal rules, regulations, and statutes including those concerning fire, safety, sanitation, security, vehicle safety, and hazardous material handling.

1.6.10 Entrance Denial by Military Police. Contractor employees may be denied entry to the Installation by Military Police if it is determined that such entry may be contrary to good order, discipline, or the security of the Installation.

1.7 Travel: The Role Player’s travel costs will be invoiced for actual expenditures of the travel in accordance with (IAW) the Joint Travel Regulation (JTR).

PART 2: SPECIFIC TASKS

2. Specific Tasks:

2.1. Operational Requirements: Rapidly Engaged will be conducted in 3 phases: Coordination, Scenario Rehearsal, and Scenario Execution.

2.1.1 Coordination Phase: During this phase the contractor will conduct initial synchronization meetings with the MIRC exercise cell for consideration of requirements and objectives. The synchronization meetings for contractor role players at Camp Atterbury begin on 9 March 2025, times and locations to be determined (TBD), to be relayed to the contractor. The coordination meetings will provide details about the scenarios and provide background information for contractor role players.

2.2 Organizational Requirements.

2.2.1 Contractor shall ensure all assigned tasks shall be conducted in full compliance with Department of Defense, US Army, and Military Installation security regulations.

2.2.2 Contractor shall comply with all applicable DOD and US Army operational security and counterintelligence/force protection regulations, to include submission of all employees' names and Social Security numbers or Green Card/other authorization numbers to Military Police and/or CID authorities as required. Support personnel and those involved in Contractor management of role player personnel, shall comply with the security requirements identified above and shall be United States citizens or have permission to legally work and reside in the United States.

2.2.3 Exercise Planning Cell will provide coordination for access to U.S. military installations as necessary.

2.2.4 Contractor shall not identify themselves as US Government employees or representatives to outside agencies or persons. Contractors will identify themselves as Contractors in support of Government activities.

2.2.5 Contractor shall not divulge any exercise information to any outside parties.

2.2.6 Contractor shall provide role player support in accordance with the requirements and schedule outlined in this PWS.

2.2.7 Contractor shall coordinate with Exercise Cell leadership for all role player support and necessary entities implied in the scenarios.

2.2.8 Contractor personnel shall be reachable during all phases of the VALEX’s. VALEX Cell may request further personal information from contracted personnel for base access in accordance with VALEX Security Forces procedures. Contractor will furnish all information in accordance with requests within 2 business days of VALEX Cell requesting information. These requests could include, but not limited to After Action Reviews, notes, and feedback/critique sheets.

2.3 Role Player

2.3.1 At Camp Atterbury the contractor shall provide 14 role players with an Intelligence background defined as a former Military Intelligence (MI)/Special Operations Forces (SOF)/ or support service member with an operational knowledge of MI Mission Essential Task List (METL) tasks.

2.3.2 The contractor shall be performing as interrogatees role playing based on the roles provided by the training managers.

2.3.3 The contractor shall provide 2 of the 14 role players that are fluent in Spanish and English.

2.3.4 The contractor shall validate that the role player can walk distances of up to one (1) mile.

2.3.5 The contractor shall stay in role during all scenarios.

2.4 Contractor shall report ALL contractor labor hours (including sub-contractor labor hours) required for performance of services under this contract via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address: https://sam.gov/content/entity-reportingReporting inputs will be for labor executed during the period of performance during each Government Fiscal Year (FY) which runs October 1 through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
