The purpose of amendment 0001 is as follows:

1. To extend the solicitation response date from:

3. To answer the following questions received by industry during the solicitation phase:

Industry Questions:

Q1. Is there any incumbent on this project or is this a new requirement? If so, please provide the previous award number.

A1. Previous Contract number is W15QKN-19-C-1035 and the incumbent is Clogbusters Underground Technologies, INC.

Q2. Are you looking to have it removed from the site as a liquid, or is it possible to set up a 25x20 thin block area to let it dry and ship off site as dry waste?

A2. Typically, the suction trucks release the water and filter out the sediment, grit, and debris, so only dry material is being removed. If setting up an area to dry out this material is needed, that would not be an issue. If needed, the drying area will be coordinated with the Contracting Officer Representative (COR) at the time of award.

Q3. If we are not able to see previous contracts, are you able to clarify for Item 2 whether you want it priced out as 'Worst Case Scenario', if this is a retainer scenario, or if we are just going to submit invoices per occurrence if things should come up. With this just being a notice that there are funds being set aside for such things?

A3. All CLINs entitled “Other Special Services” do not require interested vendors to submit pricing as the Government has a fixed amount dedicated to those CLINs. The total amounts for the CLINs are as follows and the language in the corresponding CLINs has been updated to reflect the following amounts:

Q4. Is the quantity of ‘1’ an error of will the basins only be cleaned once that year?

A4. The performance period for the Base Year in reference to the quantity of ‘1’ is only for six months and is anticipated to run from 24 September 2024 through 23 March 2025 with the expectation of the contractor to provide one cleaning between the fall months of October to November.

Q5. Does the Certificate of Insurance (COI) need to be provided at the time of solicitation submission?

A5. No, the COI shall be provided by the winning contractor at the time of award.

Q6. What is the facility code in block 17a?

A6. Please disregard the facility code. The CAGE code can be provided in the box entitled “CODE”.

Q7. Is the contractor responsible for completing and submitting pages 12-45 of Reps and Certs?

A8. Yes.

All other terms and conditions of Solicitation W15QKN-24-R-5080 remain unchanged and in full effect.
