SOLICITATION W15QKN-24-R-0051
ROLE PLAYERS
SOLICITATION QUESTIONS/RESPONSES
30 APRIL 2024
1. Is this a brand new contract OR if there is (was) an incumbent performing these services? If not brand new, could you please provide the current / previous contract number.
RESPONSE: This is a new requirement for the Army Contracting Command – New Jersey.
2. Submission Format: Could you confirm the preferred format (docx or pdf) and method for submitting our proposal, especially concerning any electronic submission requirements?
RESPONSE: Offerors are required to submit proposals in accordance with (IAW) Section II “Instructions to Offerors…” of the combined Synopsis/Solicitation posting. The DD254 shall be submitted in PDF format. DOCX or PDF format is acceptable for the other proposal submissions requirements.
3. Dates: Do the advertised dates include travel days, or are they strictly work (on site) dates?
RESPONSE: The period of performance dates (Performance Work Statement (PWS) 1.4) do not include travel days, they are strictly on-site performance dates.
4. Role Player Scenarios: Could you provide more details on the scenarios that the role players will be involved in? How dynamic are the scenario requirements likely to be during the contract period?
RESPONSE: The training manager will provide information on site for the Role Players. This information is sensitive and the reason for the security clearance so it cannot be displayed in the PWS.
5. Continuity of Role Players Across Training Locations: For operational consistency and training effectiveness, is it required or preferred that the same individuals serve as role players across all three training locations? Could you clarify if there are specific advantages or requirements for maintaining the same team throughout the series of exercises, or if flexibility in personnel assignment across locations is permissible?
RESPONSE: It is not required that the same individuals serve as Role Players across all three training locations.
6. Role Player Qualifications and/or Certifications: Are there any required or desired HUMIT/INTEL Qualifications and/or Certifications for the role players?
RESPONSE: The PWS states all requirements.
7. Evaluation Criteria Detail: Beyond the Lowest Price Technically Acceptable (LPTA) criteria, are there particular technical capabilities or past performance aspects that the evaluation team is prioritizing?
RESPONSE: Technical and Price are the only factors being evaluated. Note:
Offerors are ineligible for award if they are identified as being debarred or have active exclusions in the System for Award Management (SAM).
8. Language Requirements: For the role players requiring Spanish language skills, are there specific dialects or levels of language proficiency that are necessary or desired?
RESPONSE: “10 fluent Spanish and English speaking role players…” meets the requirement of PWS 5.3.3 (1st paragraph). Specific dialects are not required.
Language proficiency will not be defined further than “fluent”.
9. Storage of Classified Information: The DD254 states that storage of classified material will be required at the contractor site, while PWS states that all the performance will be at government sites. Will the contractor be required to store classified material at their site or another site, and if so, how much/long?
RESPONSE: No, the Contractor is not required to store classified material at their site or another site. Contractor’s will have access to classified information at the Government Activity locations. The DD254 has been revised to select Block 11a.
10. Site Specifics: Are there any particular logistical challenges or restrictions at any of the training locations that we should prepare for?
RESPONSE: There are no particular logistical challenges or restrictions.
11. Rental Cars: For the role players who are required to drive between training locations, could you provide further details on the arrangements for rental cars?
Specifically, will the government arrange and provide these vehicles directly, or are we expected to manage rental car procurement and associated logistics within our proposed budget? Additionally, are there preferred vendors or specific vehicle types that we should consider for these purposes?
RESPONSE: PWS 5.3.3 (3rd paragraph) which stated “The contractor shall validate that the role players have a current driver’s license and be capable of driving government-provided rental vehicles between multiple locations in the exercise area” has been removed from the requirement.
Note: There is no requirement for Role Players to drive between the Places of Performance (PWS 1.5.5). Any/all associated coordination/costs are the responsibility of the Offeror. As stated in the narrative for all CLINs contained on the “Quote Template”, “The total price includes all costs associated with performance of this requirement (Note: This requirement will not include a separate CLIN for travel).”
12. Does the government anticipate Overtime or extended work week?
RESPONSE: No. The hours will not be more than 8 per day but may shift between 0800-2000. PWS Section 1.5.4 has been revised.
13. Will the contractor be expected to provide gear/equipment or does the government provide everything?
RESPONSE: Other than the Contractor requirements of the PWS, the Government will provide everything needed for the exercises.
14. Does the Government provide insurance for the contractors while the contractors are driving "government-provided vehicles between multiple locations"?
RESPONSE: PWS 5.3.3 (3rd paragraph) which stated “The contractor shall validate that the role players have a current driver’s license and be capable of driving government-provided rental vehicles between multiple locations in the exercise area” has been removed from the requirement.
15. Will contractor resumes be required for all 34 role players?
RESPONSE: Resume submissions are not required. However, the Government Point of Contact will confirm all requirements are met prior to the start of Contract performance.
