Question(s) & Responses

W15QKN-24-Q-5037

Refuse Collection & Recycling Services – Charleston, WV

Q1. How often will both 15-yard dumpsters need to be serviced? The price schedule for CLINs 0003, 0004, 1003, 1004, 2003, 2004, 3003, 3004, 4003 and 4004 did NOT provide any frequency for the service. But PWS states the pick will be up to 1 time a year per container of each as requested by the RFOS/COR. Dumpsters with an “X”(METAL) will be left on site for the duration of the period of performance. Dumpsters with an “R”(WOOD) will be removed after each service.

Government Response: Reference Performance Work Statement (PWS) para. 5.2.2 ROLL OFF CONTAINERS, which states: “The Government requires (2) 15 yard roll off containers as needed one for wood and one for metal disposal. The pickup will be up to 1 time a year per container of each as requested by the RFOS/COR”.

Q4. Is someone to be onsite to manage the waste generated? Basically, onsite sorting. Can you confirm that the representative is required for onsite sorting only? Also, for front end load and roll off services, Can we just bid on the 15yd open tops?

Government Response:

(a) Please refer to paragraph 1.5.6.2. CONTRACTOR REPRESENTATIVE. The Contractor Representative is only required to be onsite when refuse and recycling services are being performed.

(b) Front end load is not a requirement of the PWS. Open top container is acceptable for the 15 yard (1) time a year service for wood and metal disposal.
