5. Reason for Authority Cited: PowerSteering software is the database for record used by the Department of the Army to store all its LSS Project information in the PowerSteering database. This is per the Army Business Process Improvement (BPI) Improvement Deployment and Sustainment Guidebook is 2019-2023 Version 6, dated 3 September 2019. This guidebook was approved by , Director of Army BPI, Office of the Under Secretary of the Army. Section 7.11 states that the Army is util izing PowerSteering as its database of record to track schedules and benefits for improvement efforts including continuous process improvement (CPI ).
PowerSteering software is the only application that will fulfill the Government's unique requirements. PowerSteering, a web-based project portfol io management solution, is the system that the Army uses to track solutions and financial benefits for all CPI/LSS projects. PowerSteering is an easy-to-use software that provides senior leaders, CPI/LSS deployment directors, process owners and project managers a real time visibility, strategy al ignment and CPI/LSS belt practitioner effectiveness to drive strategy and accelerate results (financial and operations) across the Army. PowerSteering can manage target financial benefits/savings, support the Army leaders and practitioners as users and track all the Army projects. This capability allows Army leaders to al ign local and enterprise-level projects and initiatives with in their strategic goals and objectives.
By providing "l ine-of-sight" visibility into the portfolios, Commanders, Senior Leaders, Deployment Directors, Process Owners, and Project Managers have the information they need to make more effective project investment decisions, reduce costs, and prioritize projects. Risks are identified and issues can be managed in real-time. The Army requires all six sigma related materials and projects to use and store projects in the PowerSteering system. Having this information captured and stored in the PowerSteering framework supports Army initiatives to align with the Sarbanes-Oxley Act of 2002, which is to ensure proper audit controls governing financial reporting to reduce fraudulent activities and establ ish more ethical fiscal responsibility in financial reporting for all United States corporations.
Utilizing a different tool would increase costs because software development will be required to ensure the databases can be linked, then the information entered must be able to provide Army leadership the appropriate information needed to ensure process improvements are successfully helping the Soldier.
Failure to provide the required software and maintenance will result in insufficient oversight reducing in the abil ity to monitor and capture the amount the Army has saved due to these process improvements. More importantly by linking into the Army system of record, PowerSteering, optimizes all Army personnel worldwide to have access to the most current process improvement project information. By continually improving Army efficiencies and providing the Total Army access to this information the ultimate customer, the Soldier, will be better equipment for combat readiness for global readiness.
6. Efforts to Obtain Competition:
a. Effective competition. As discussed in para. 8, multiple requests for information (RFI) were completed on General Services Administration (GSA) and the Computer Hardware Enterprise Software and Solutions (CHESS). CHESS resulted in no responses. GSA resulted in one response. However, the respondent is not an authorized reseller.
b. Subcontracting competition. Due to the nature of the requirement, the Government does not anticipate subcontracting opportunities.
7. Actions to Increase Competition: The market will continue to be surveyed to determine whether other software can meet DEVCOM AC's requirements or if there are any new providers for the PowerSteering software. If the Government determines other software can meet the Government's unique needs, and regulation is amended or removed, the Government will seek competition to the maximum extent practicable for the required software application and maintenance support functionality.
8. Market Research: Market Research was conducted by DEVCOM AC during the January- February 2024 timeframe by posting multiple RFls on GSA and CHESS, the Army's primary source for commercial IT. The software developer was also contacted to confirm availability.
From 9 through 23 January 2024, the Government released RFI number 477368 to all CHESS indefinite delivery, indefinite quantity multiple award contracts (MAC) holders under the Army's Information Technology Enterprise Solutions - Software 2 for PowerSteering Licenses and Maintenance. There were 28 MAC holders listed, and the Government received 26 no bids. The other two MAC holders did not respond.
From 16 through 26 January 2024, the Government released multiple RFls numbered 1673981 and 1673982 to all GSA Schedule Holders under SIN Multiple Award Schedule (MAS), 511210 for PowerSteering Licenses. There were 24 MAS holders listed, with only one response received from - . Per- response they do not have the PowerSteering Softwar~ g to a~
Market research has identified two potential sources for PowerSteering software: the Original Equipment Manufacturer OEM), Upland Software and a th ird party authorized reseller on GSA, . Another source, has ex ressed interest, however, ey are no an authorized reseller. 1 Iona y, has communicated that they would only be able to provide a quote or one year on e new requirement. Due to the Governments requirement being for multiple years, Upland Software has confirmed that they can provide the Government with the full requirement.
Therefore, the Government will solicit the requirement directly to the OEM.
9. Interested Sources: In accordance with DFARS 205.205-71 , DFARS 206.302-1 (d), and DFARS Procedures, Guidance and Information 206.302-1 (d), multiple RFls were posted referenced in para. 8. Furthermore, presol icitation notice W15QKN-24-R-0089 was posted to SAM.gov on 28 May 2024 allowing any interested offerers to provide capability statements.
