Q1: In the offer sheet, there are five different items listed:
Item No. 1: Weekly2x Item No. 2: Semi-monthly Item No. 3: Monthly Item No. 4: Semi-annual Item No. 5: Annual
I understand that we are required to provide pricing for each of these service frequencies. However, the Performance Work Statement (PWS) section 5.3 (Weekly Services), 5.4 (Semi-Monthly Services), and 5.6 (Semi-Annual Services) mention "Space Cleaning" under each category.
When providing pricing for each service frequency (semi-monthly, monthly, and semi-annual), should our quote include the cost of "Space Cleaning" in addition to the specific tasks unique to those frequencies?
A1: You must do all of the services required for each period, even if they are a duplicate.
Q2: I wanted to know if this is going to be a new contract or a repeat of one that has been completed before? If new, how much money do you plan on allocating for this specific contract?
A2: This will be a follow on contract to the incumbent, which is W15QKN-20-P-5054. It was awarded to Franklin Service Unlimited for $163,500.0.
Q3: All offers shall include the following: Pricing:
a. Pricing for all Contract Line Item Numbers (CLINs). Unit price and total price should also be included.
The application repeats CLINs several times. I just want to make sure only 1 section for the job (weekly, semi-monthly, monthly, semi-annually, annually) is required to fill in.
A3: These CLINs are repeated because there are four option years. CLIN 1XXX is for Option Year 1, CLIN 2XXX is for Option year 2 and so forth. All CLINs must be completed.
Q4: Technical Capability Statement to include CAGE Code, Unique Entity Indetifier (UEI), and business-size standard under the applicable NAICS: 561720 – Janitorial Services, and a description of your ability to perform the services to include any subcontracting. SEE EVALUATION – COMMERCIAL ITEMS PROVISION for additional information. Failure to provide the information required by this provision could render your offer/quote non-responsive. YOU MUST IDENTIFY YOUR ABILITY TO MEET THE REQUIREMENTS OF FAR 512.219-14, LIMITATION ON SUBCONTRACING WHERE THE PRIME MUST DO 51% OF THE WORK. **PLEASE NOTE: DUNS NUMBERS ARE NO LONGER ACCEPTED AS OF 01 APRIL, 2022** Where do I find SEE EVALUATION – COMMERCIAL ITEMS PROVISION?
A4: The provision is on page 32 of 76, FAR 52.212-2
Q5: Complete blocks 17a, 30a, 30b and 30c of the SF1449 as well as signing/acknowledging any amendments. In doing so, the offeror accedes to the contract terms and conditions as written in the Request W15QKN23R5028 Page 4 of 76 for Quote.
SF1449 form request to complete blocks 12, 17, 23, 24, 30 as well. There is no other instruction.
Would you please confirm?
A5: Page 3, paragraph 5c of the solicitation states “Complete blocks 17a, 30a, 30b and 30c of the SF1449 as well as signing/acknowledging any amendments. In doing so, the offeror accedes to the contract terms and conditions as written in the Request for Quote. This is what needs to be completed.
Q6: 12. Discount term is the term for the payment?
A6: This block is optional.
Q7: 17a. What is the Code & facility code?
A7: Code and Facility Code is your cage code.
Q8: 23 & 24 can be replaced by the attachment by CLIN?
A8: Blocks 23 and 24 are not required to be completed, see page 3 of the solicitation. You must completed the CLINs, see Page 3, paragraph 5a.
Q9: also request 2 signed copies. Since I will be scanning the doc, is one scanned file OK?
A9: Yes one signed scanned copy is sufficient
Q10: Copy of insurance certificate meeting minimum requirements identified in Federal Acquisition Regulation Subpart 28.307-2 must be submitted with offer.
I couldn’t find the insurance requirement.
Also who do I put on certificate holder?
A10: Insurance information is on page 76 of the solicitation, under 52.228-4000, Required Insurance (Oct 2010)
Q11: Completion of Fill-Ins for FAR Provisions 52.204-24 & 53.304-26. Failure to provide a response to these provisions may deem your proposal non-responsive.
I was able to find FAR Provisions 52.204-24 clause in the application but FAR Provisions 53.304-26. Where can I find FAR Provisions 53.304-26?
A11: 53.304-26 is a typo, it should be 52.204-26 and this can be found on page 30 of the solicitation.
Q12: Also there are many other clauses in the application. Are they also required to fill in?
A12: Yes, unless your reps and certs are current and loaded in SAM.gov
Q13: Contract is for 1 year + 4 year options.
As I am looking for a long-term good relationship, I would like to find out Is proposal price set and firm for the 4 year options just like 1 year or is there room for negotiation?
A13: This is a firm fixed price contract, you must propose your pricing for each year and should include any anticipated increases in the Option years. No adjustment to price will be considered in the base or option years after submission of proposal or contract award.
Q14: If it is confirmed not profitable after 1 year, is there an option to terminate instead of going for 4 year options?
A14: No, we except the successful offeror to perform all five years.
Q15: What labor class would you recommend that we bid the job under given that a labor class does not exist for custodial?

A15: Please refer to the Wage Determination attached to the Solicitation. All labor classes are listed within that document and are specific to the state and county the requirement is under. It is the offeror’s responsibility to determine what labor categories will meet the mission.
Q16: Does the facility own any cleaning equipment that the winning bidder would use to service the site?
A16: As per the Performance Work Statement (PWS), 1.1 DESCRIPTION OF SERVICES “The contractor shall provide all personnel, supplies, supervision, tools, materials, equipment, transportation and other items and non-personal services necessary to provide custodial services in accordance with this Performance Work Statement (PWS) except as those items specified as government furnished property and services. The contractor shall perform to the standards in the contract as well as all local, state and federal regulations.”. This includes any equipment necessary to provide the scope of services required within the PWS to be provided by the contractors.
Q17: What is the project award date?
A17: This is to be determined, however, on page 4 of the Solicitation, “Instructions to Offerors”, paragraph 6 states that offers are valid for 120 calendar days. Therefore, the award will be made within that time frame.
Q18: What is the projected contract start date?
A18: As mentioned above, offers are valid for 120 calendar days, which is the time frame in which the project will begin.
Q19: Is it a requirement to fill out pages 6-18 where it asks for itemized pricing?
A19: Yes, all Line Items must be completed with pricing. Any Line Items without pricing will make the offer incomplete and will not be considered.
