About this file
This document contains questions submitted and responses provided regarding solicitation number W15QKN23R0012 from the Department of the Army Materiel Command Contracting Command Picatinny Arsenal for the FireCon-Pro program. Key details include that offerors have the option to include required management plans either in the Management or Technical Volume, but these plans will count against the total page limit. Additionally, for the Small Business Subcontracting Plan, offerors should provide production CLINs in one chart, FAT CLINs in a second chart, and a third chart with total combined subcontracting dollars for the total proposed contract value. The solicitation does not specify minimum education and experience requirements for labor categories in the price matrix, deferring instead to U.S. Bureau of Labor Statistics' Occupational Requirements.

FireCon-Pro Solicitation W15QKN-23-R-0012 additional questions submitted for clarification:
Question #10: Will the Government provide minimum Education and Experience requirements for the FFP Labor Categories in Price Matrix - Attachment 0001?
Government Response: No, each Labor Category’s minimum educational and experience requirements shall be based on the U.S. Bureau of Labor Statistics’ Occupational Requirement.
Question #11: Section L: the Government requests a MATERIAL Fielding Plan, Obsolescence Plan, Management Plan, Make/Buy Plan, and a Configuration Management Plan be included in VOL I. Does the Government wish these plans be submitted as attachments or incorporated into the pdf Technical Volume. If the latter, do these plans count against the total page count?
Government Response: It is up to the Contractor where to put the specific plans in Management or Technical Volume, but these plans will be counted against total page count.
Question #12: For the Small Business Subcontracting Plan (not the participation plan) does the Government require the 82 CLIN (FAT and Production) be shown in a single chart per CLIN, or shall all the CLIN dollars be combined for production into one chart and all CLINS for FAT be shown in a second chart with total combined subcontracting dollars represented in a third and final chart?
Government Response: The offeror would provide all the CLIN dollars to be combined for production into one chart, and all CLINS for FAT be shown in a second chart. As responded to in a previous question (Question #2), the Small Business Subcontracting Plan does not include the CLINs for production and FAT. It should list the total contract value that the offeror is proposing, with total combined subcontracting dollars represented in a third and final chart.
