Questions and Answers
Question 1: What is the estimated date of service for the first year?
Question 1 Response: Per the period of performance identified in Request for Quotation (RFQ) W15QKN-23-Q-5015 under Instructions to Offerors the Government has identified One (1) twelve (12) month base year and four (4) twelve (12) month option periods from date of contract award. The Government estimates work to begin on date of award. The Government has updated the CLIN delivery dates as estimates under Amendment 0001.
Question 2: I have a question about when the work starts?
Question 2 Response: Per the period of performance identified in Request for Quotation (RFQ) W15QKN-23-Q-5015 under Instructions to Offerors the Government has identified One (1) twelve (12) month base year and four (4) twelve (12) month option periods from date of contract award. The Government estimates work to begin on date of award. The Government has updated the CLIN delivery dates as estimates under Amendment 0001.
Question 3: Are you able to point me in the right direction of the award notice for the previous successful bid? I'm having trouble finding it on the SAM site.
Question 3 Response: The previous effort was awarded under SAM.gov notice
W15QKN-21-P-5039.
Question 4: The solicitation documented under W15QKN-23-Q-5015, states that the POP start date is 12/19/2022. Is this correct?
Question 4 Response: Per the period of performance identified in Request for Quotation (RFQ) W15QKN-23-Q-5015 under Instructions to Offerors the Government has identified One (1) twelve (12) month base year and four (4) twelve (12) month option periods from date of contract award. The Government estimates work to begin on date of award. The Government has updated the CLIN delivery dates as estimates under Amendment 0001.
Question 5: My first question regarding the PWS for this site is the frequency of service.
The PWS states “weekly tasks” but does not mention any “daily tasks”. Are we to assume that this site should be serviced once per week? Section 2.7.5 states that services will be performed 156 times during each 12-month period of the contract at one time per week. In order to perform the services 156 total times over the course of 12 months, it would require 3 times per week cleaning. Any clarification you could offer would be appreciated.
Question 5 Response: Per the performance statement ”2.7.5. Weekly., Services performed 52 times during each 12 month period of the contract at one time per week.”
The Governments current requirement is for weekly services to be performed one time per week for a total of 52 times per year.
Question 6: Second, the Summary Report mentions a 5-year agreement term. In most cases, we take into account annual increases when determining the final budget over this length of contract. Is that an acceptable option? Or should the contract be re-negotiated and mutually agreed upon any time that there would be a necessary increase?
Question 6 Response: The Government currently has a requirement for a base year and four option years to be priced by offerors and evaluated prior to contract award. At no time will pricing be re-negotiated during the option periods. It is the Offerors determination if inflation rates are applicable and applied to the option years in their quotation.
Question 7: Thirdly, in regard to consumable supplies, the Summary details how restocking supplies should be handled and that all lines up with how we would typically service accounts. My question is in regard to Section 5.3.3.5 and the statement of “the contractor shall provide soap/paper dispensers if no permanent dispensers are available in the restrooms.” Our company offers installation services, but we do not typically provide them free of cost. What is the expectation for this example? And would the PVT Sterling L. Morelock US Army reserve maintain the responsibility of providing consumable materials? Or does that responsibility fall on the company servicing the site?
Question 7 Response: The contractor is to provide the dispensers for soap and/or paper towels where needed to the RFOS, we the government will have the fixtures installed using our own contractors.
Question 8: My last question applies to the floor care. Our company is capable of providing all of the specified services – but how should we include this in the pricing break down? Should we include the pricing in the monthly costs? Or would it make more sense to quote the services separately? If we build floor care into the monthly budget, we would build that cost into the lifespan of the agreement. Any clarification you can provide on this would be appreciated.
Question 8 Response: Per the Performance Work Statement the Government requires floor care under PWS paragraphs 5.3.2 under Weekly Services, 5.5.2 under Monthly Services, and 5.6.1 under Semi-Annual Services, and 5.7.1 under Annual Services.
Offerors shall ensure pricing for all tasks be included in their quotation. For example PWS 5.3 “Weekly Services” shall include pricing for tasks identified at 5.3.1, 5.3.1.1, 5.3.1.2, 5.3.2, 5.3.2.1, 5.3.2.2, 5.3.3, 5.3.3.1, 5.3.3.2, 5.3.3.3, 5.3.3.4, 5.3.3.5.
