W15QKN‐22‐Q‐5004: Backflow Prevention Services
Multi. WV Facilities
1. Do any of the locations require a Confined Spaces Entry permit and Confined Space competent Person (CSCP) personnel as noted in EM 385 1‐1 Section 34.A (or other)?
Response: None required
2. Does each installation require their own DBID’s (or similar) access process / program?
Response: DBID is not a system the Army Reserve uses, but there are security actions listed in the performance work statement. Please refer to the PWS for all security requirements.
3. Will the awarded contractor be able to design and implement (with KO approval) their own schedule? IOEI is capable of providing cost savings by scheduling multiple near locations for service (milk runs)?
Response: Please refer to the Performance Work Statement under Paragraph 5.4, “The contractor shall also provide a schedule to the COR/RFOS as to when the Backflow Prevention Assembly Device testing and inspection shall be performed.”
4. There appears to be no ELIN’s for repairs (emergency or otherwise). Will there be a modification to fund the awarded contractor to make repairs as needed and approved?
Response: No, a report of issues will be submitted to the KO/RFOS and actions to repair will be decided by the Government.
5. Will you be sharing a list of potential bidders and RFI’s?
Response: The Government will not be sharing a list of potential bidders. The Government posts all RFI’s and responses to SAM.GOV under the requirement announcement.
6. For WV006 we found a 3/4” double check valve backflow device on the fire suppression system.
Should this device be included in our quote?
Response: No, the fire suppression is a different requirement.
