SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
1.0 Background
1.1 The Joint Program Executive Officer Armaments and Ammunition (JPEO A&A) and the Project Director Joint Services (PD JS) require contractor support in order to sustain and modernize the organic and commercial conventional ammunition industrial base (IB). The ammunition IB provides for the development, production, storage, ourload, and demilitarization of ammunitino for the Joint Warfighter.
Modernization of the Army Ammunition Plants (AAP) will ensure the IB keeps pace with advance technologies that allow the Army to readily and efficiently equip the Joint Warfighter. The "Long-Range Facilities and Construction Planning at Army Ammunition Plants and
Arsenals" report to Congress, March 2015, highlights the goals of the modernization program, including:
- Mitigate risks to operational continuity
- Improve environmental, safety and occupational health (ESOH) deficiencies
- Improve manufacturing efficiency
- Reduce the overall operating footprint
- Improve product quality
- Improve quality of work environment (QWE)
- Increase energy conservation and sustainment
- Improve the economic viability of each site
Additional critical IB infrastructure and manufacturing process upgrades are required and anticipated. Although the Government does have engineering capability, we are in need of subject matter experts (SMEs) in certain areas in order to achieve greater effectiveness and efficiency in the ammunition IB. The specific areas that will be supported through this contract effort are as follows:
- Program Management (Contractor management and reporting of their effort)
- National Technology and Industrial Base( NTIB) Business Strategy and Risk Mitigation Support
- NTIB Planning and Analysis Support
- NTIB Project Execution Engineering and Technical Support
- Facility Competition and Analysis Support
- Armament Retooling and Manufacturing Support (ARMS) Analysis and Implementation Support
- Demilitarization and Disposal (Demil) Analysis and Technical Support
- Life Cycle Pilot Process (LCPP) Analysis and Technical Support.
1.2 The legitimacy of contractor support described herein is predicated on the Contractor's ability to provide unbiased business and technical recommendations to the Government. This may include, but is not limited to, budget expenditure recommendations and access to the proprietary data of other contractors. In order to avoid a conflict of interest, whether real or perceived, the Contractor shall be disqualified from the execution of design and construction projects that fall within the scope of advisory services provided herein.
